GENERAL PROJECT INFORMATION

Overview of Lansing Community College

Lansing Community College is a major urban community college, situated on a 32 acre, nine-city block area in downtown Lansing, Michigan. Founded in 1957, Lansing Community College is the third largest community college in the State of Michigan. LCC is a comprehensive college focused upon offering learning opportunities in four areas: career and workforce development, general education, developmental education, and personal enrichment. LCC is recognized as a local, state, national, and international leader in forging educational partnerships with business, industry, and government to better meet the needs of an ever changing, world-wide market place.

LCC has the third largest enrollment of all the community colleges in Michigan with a total enrollment of more than 30,000 a year. In addition to the Downtown Campus, the college owns and operates West Campus in Delta Township and Mason Aviation Center in Vevay Township. The College leases spaces for the satellite operations at LCC East in East Lansing, the Livingston Center at Parker Campus in Howell, Livingston EMS in Howell, and Clinton County Center in St. Johns. Additionally, there are learning centers in more than 20 communities within the College's 30-mile service district.

LCC has more than 3,200 employees including 2,200 faculty, 583 staff, and 439 student employees. The college offers more than 280 degree and certificate programs and 2,960 courses, to match career and workforce development pursuits, transfer curriculums, developmental, or special interest needs.

LCC was the first community college in Michigan to offer a degree completely online and still has one of the largest online programs in the state with over 200 courses and over 500 sections being offered per semester and 29 degrees and certificates that can be earned 100% online. Enrollment in online courses now surpasses 10,600 students per semester.

Lansing Community College (LCC) established in 1957 to fulfill growing demand for specialized and technical education opportunities for the Greater Lansing’s industrial workforce.

Scope of Work

Lansing Community College is seeking proposals from an experienced Professional Campus Planning/Design firm to assist the College in the development of a Campus Signage Plan. The resulting Campus Signage Plan will be a comprehensive and cohesive signage and wayfinding plan that address all campus locations. It will include a variety of concept sign designs for various applications on campus, including but not limited to:

·  Interior signage room location and wayfinding;

·  Exterior signage site location and wayfinding;

·  Use of digital signage with traditional signage;

·  Standards and specifications development, including Americans with Disabilities Act (ADA) compliance

The Signage Plan will include at a minimum:

·  Signage/wayfinding design options and proposed locations with their respective concept cost estimates;

·  Multiple graphic illustrations of signage concepts at proposed signage plan locations;

·  Graphics and design for the selected signage systems;

·  Interior and Exterior Signage standards and detailed specifications;

·  Final report and graphic illustrations of the approved Campus Signage Plan locations and sign designs including fabrication and installation cost estimates.

It is anticipated that this will require the selected Contractor to:

·  Meet with College personnel to understand goals, parameters, traffic and pedestrian circulation and any signage ordinances;

·  Survey existing campus signage;

·  Conduct periodic signage review meetings with College committee to present and further define the selected signage standard and applicable budget. Include in the discussions the need and practicality of the wayfinding program and address signage for exterior / interior signage and wayfinding, parking, fire safety, regulatory signs and other miscellaneous signage. Provide graphics and design for the wayfinding systems;

·  Meet with LCC Print Services personnel to determine current capabilities and modifications that would be required with adopted signage plan.

·  Provide written signage standards and specifications for sign manufacturing, installation, and procurement;

·  A minimum of six (6) meetings with College staff and Executive Leadership Team.

Note: Contractor responsibilities may not be limited to the above mentioned deliverables. Additional task may be assigned as the need develops.

Period of Performance

Work to commence upon selection of a professional contractor and to be completed by July 1, 2015.

Deliverables

The awarded Contractor is expected to receive one initial payment. All other payments are deliverable based. The College and the awarded Contractor will meet to discuss deliverables prior to the start of any work.

Progress Reporting

The awarded Contractor is expected to meet with designated LCC staff (as often as needed) in order to provide progress reports.

Acceptance of Deliverables

Reports and all other deliverables are subject to LCC review and written acceptance prior to payment.

Contractor(s) will itemize invoices as follows:

Note: Incorrect or incomplete invoices will be returned to Contractor for correction and reissue.

Place of Performance

It is expected that most meetings will take place on LCC campus, but may be conducted remotely as agreed upon by LCC and the awarded Contractor. Research and report compilation is expected to take place at the Contractor’s place of business.

College Furnished Property/Services

If LCC request that work be performed on campus, office space, parking, telephone and access to a printer/copier will be provided. Contractor would be required to provide a laptop for use while on LCC campus.

Applicable Regulations and Specifications

Contractor’s staff will sign a non-disclosure agreement as they may have access to confidential College data and records. Vendor agrees to compliance with the College’s Acceptable Use and Mobile Device policies

LCC Contract Manager

LCC will assign a Contract Manager to be the single point of contact for the Contractor.

REQUIRED BID SUBMISSION FORMAT

Section 1: Contractor Experience & Qualifications:

a)  Provide a general overview of your company or business, to include, full legal name, legal status, number of years in business, number of employees, type of services, and where business is or has been located.

b)  Detail description of company background in providing services as requested herein. Information must include a list of colleges and universities that the Contractor has created and/or assisted with Campus Signage/ Wayfinding Plan development.

c)  Provide a description of three projects of similar size and scope that Contractor has completed within the last five years. The information must include customer name, dates of service, description of the work performed, project cost, fabrication cost, installation cost, a statement regarding the result of the projects and any other information that may be useful regarding each referenced project.

d)  Provide at least three (3) references including contact names, titles, e-mail address and telephone numbers of previous clients (from the past five years) who can speak to the Contractor’s ability to provide planning services and create campus signage plans. The reference information must include dates of service and a brief description of the work performed.

e)  A listing of proposed key staff members who will be involved in providing the services at this site, with their resumes or detailed qualification statements. Be sure to identify the proposed lead staff member and a statement regarding the role of each identified key staff member.

f)  Examples of two Campus Signage/ Wayfinding Plans of similar setting, size and scale, completed within the last five years for colleges or universities.

Section 2: Project Approach and Methodology:

a)  Provide a detailed description of how the Contractor would approach providing the proposed services to LCC as outlined in the Scope of Work. Include a description of your company philosophy and your process in developing a signage/wayfinding programs for colleges and universities.

b)  Describe the methodology on how information would be gathered, options presented, and how communications are expected to flow. Include a proposed schedule of events with key milestones (including meetings and review periods) necessary to complete the Campus Signage/Wayfinding Plan.

c)  Provide a statement regarding Contractor commitment to starting the project promptly and assigning adequate staff to complete the plan in a timely manner.

d)  Submit any additional information regarding company experience and expertise in developing signage/wayfinding programs for colleges and universities.

e)  Does this proposal include the use of subcontractors? If so, identify the specific duties of all contractors.

Section 3: Price Proposal:

a)  Provide a proposed fee schedule. Keep in mind that payments will be deliverable based with the exception of any agreed upon initial engagement payment.

Section 4: Terms and Conditions:

Statement of Agreement to Terms and Conditions outlined in this RFP and Statement of Work. Identify/describe any exceptions for LCC review and provide a sample of any agreement that the College would be asked to sign if your company was chosen to provide the services listed in this RFP to the College.

Note: The response this section should not exceed 20 pages.

AWARD/CRITERIA

RFP’s will be evaluated on a Pass/Fail basis. Each participating Contractor will receive a Pass or Fail Rating for their response to the below RFP Requirements:

Oral Presentations and Interviews

Contractors receiving a Pass rating may be required to make an oral presentation and/or participate in an interview process. Any such oral presentations and/or interviews will not be scored. However, participants will be ranked. All meetings will be scheduled by the Purchasing Department.

Additional Information

Contractors receiving a Pass Rating for each RFP Requirement may be asked to provide additional information (including but not limited to financial information).

Price Evaluation

Price proposals will be a primary factor in the award of the proposed project. However, the College is not bound to accept the lowest priced proposal.

Award Recommendation

An award will be made to the Contractor whose proposal is most advantageous to the College, where price, quality and other factors (including oral presentations) are considered. The Awarded Contractor may be required to fill out additional Contractor Forms including but not limited to a vendor application and W-9 Form.

Submission of a proposal indicates Respondent’s acceptance of the evaluation technique and Respondent’s recognition that the College must make some subjective judgments during the evaluation process.

Reservations

·  The College reserves the right to reject any and all proposals, wholly or in part, waive any irregularities in bidding, and to make awards that, in the opinion of the College, are in its best interest. The College does not herein limit the methods or factors to be used for evaluation.

·  The College reserves the right to enter into private negotiations with the selected Contractor(s), for further scrutiny, even though these negotiations may result in changes to the College’s specifications and/or to the Contractor(s) equipment, price quotations, service agreement, etc.

·  The College reserves the right to award contracts to more than one Contractor in order to meet the needs of the College at all on campus and off campus locations. The College further reserves the right to extend the expected contract period by way of option years. In addition, the College reserves the right to not extend an award to any Contractor.

·  The College reserves the right for an on-site visit before recommending award to any participating Contractor.

·  The College reserves the right to consider regional economic impact when evaluating proposals.

·  The College reserves the right to reject and/or not award to contractors whose previous performance with LCC resulted in documented negative Contractor performance report(s).

·  The College reserves the right to not make an award as a result of this solicitation.
