Minutes of the 4thmeeting of State Level Environmental Impact Assessment Authority (SEIAA) held on 01.06.2009 at 3:00 pm in the Conference Room of DPCC

The 4thmeeting of the State Level Environmental Impact Assessment Authority (SEIAA) was held on 01-05-09 in the conference room of DPCC. The meeting was held under the Chairmanship of Sh. Jagdish Sagar. The following members of SEIAA were present in the meeting:

2. Dr. A.K Ambasht- Member Secretary

The Chairman welcomed all members of the Committee and, the committee discussed the minutes of the 3rd meeting of the SEIAA and the same was confirmed.

Member Secretary appraised chairman about the clarification sought by Consent Management Committee of Delhi Pollution Control Committee w.r.t applicability of EIA notification, 2006 in expansion & modernization of construction projects and also informed the Authority about the decision of SEAC on the matter. The chairman discussed the issue and reserved the SEIAA decision.

With due permission from the Chairman, cases were considered as per the placed agenda:

Case No. 14

Project Name:Construction of Office cum Shopping Mall, at Plot No., Jasola, Delhi.

Project Proponent: M/s. Brightways Housing and Land Development Ltd.

The members took account of discussions and environmental conditions imposed during the consideration of the project in SEAC meeting held on 29.12.2009, 20.02.2009, 20.03.2009 and 20.04.2009. The SEIAA Committee approved and granted Environmental Clearance to the project subject to conditions imposed by SEAC.

Case No. 32

Project Name : Proposed Medical College and Extention of E.S.I.C. Hospital at Basai Darapur, Ring Road, New Delhi-110015

Project Proponent: Medical Superindent, Employees's State Insurance

Hospital, Basaidarpur, Ring Road, New Delhi-110015

The members took account of discussions and environmental conditions imposed during the consideration of the project in SEAC meeting held on 20.02.2009 and 20.04.2009. The SEIAA Committee approved and granted Environmental Clearance to the project subject to conditions imposed by SEAC.

Project Name : Construction of Deen Dayal UpadhyayaCollege Project at

Project Proponent : Deen Dayal UpadhyayaCollege, Shivaji Marg, Karampura,

New Delhi- 110015

The members took account of discussions and environmental conditions imposed during the consideration of the project in SEAC meeting held on 20.04.2009 and 15.05.2009. The SEIAA Committee approved and granted Environmental Clearance to the project subject to conditions imposed by SEAC.

Project Name : Laying of Interceptor Sewer along Najafgarh,

Supplementary and Shahdara Drains for Abatement of

Pollution in River Yamuna

Project Proponent : M/s Delhi Jal Board, Govt. of NCT Delhi, Varunalaya

Phase-II, Jandewalan, Delhi-110005

The members took account of discussions and environmental conditions imposed during the consideration of the project in SEAC meeting held on 20.04.2009 and 15.05.2009. The SEIAA Committee approved and granted Environmental Clearance to the project subject to conditions imposed by SEAC.

Case No. 43

The members took account of discussions and environmental conditions imposed during the consideration of the project in SEAC meeting held on 15.05.2009. Member Secretary informed that in this case DPCC has already given Consent to Establish and Consent to Operate for additional 200 beds. He further informed that this has happened because DPCC considered addition of 8264.589 sq mts will not under the purview of environmental clearance. However, MCD insisted to get the clarification in this regard from SEAC and accordingly SEAC decided that in this case environmental clearance will be required. Accordingly, presentation was made by the proponent and confirmed on affidavit that no construction has taken place for the additional 200 bed which is contradictory to the position that DPCC has already given consent to operate for additional 200 beds. The SEIAA Committee considered all the aspects and approved and granted Environmental Clearance to the project subject to conditions imposed by SEAC besides additional condition in view of the affidavit submitted by the proponent.

The members took account of discussions and environmental conditions imposed during the consideration of the project in SEAC meeting held on 20.02.2009, 20.03.2009 and 15.05.2009. The SEIAA Committee approved and granted Environmental Clearance to the project subject to conditions imposed by SEAC.

The meeting ended with vote of thanks to the Chair.
