As well as allocating a small amount of extra land for B1a and b (offices) and B1c/B8 (workshops and storage), none of which is in Twyford, this policy firstly accepts the change of use from manufacturing to offices and warehousing and secondly the safeguarding of all existing employment sites. Their loss to other uses is only to follow extensive marketing.
Twyford has a large number of businesses as well as the large employment area at Northfields Farm/Hazeley Enterprise Park which contains, the feed mill, warehousing vehicle parking, office and manufacture and retail and for which there is an extant planning permission for additional business space, and no demonstrated need for further
In Twyford, this policy would affect a significant number of business premises.
It is supported but should be clearer if it were to refer to “commercial and employment sites”, since the focus of NPPF is on economic development, not merely the generation of employment.
. There is however no policy which deals with the redevelopment of established firms and the expansion of buildings and/or sites for established firms. The policy of the Winchester Core Strategy favoured this plan but was not focussed on the National Park. A better approach would be to allow expansion only for those firms which both need to be in the SDNP and meet the criteria of supporting the objectives of the SDNP . Both expansion and redevelopment need to offer multiple benefits to the SDNP of which landscape and design improvements would certainly be two.
Expansion and redevelopment also need to take account of alternative opportunities outside the National park; in Twyford’s case these are plentiful in Winchester and the PUSH area adjoining
It should also be clear that this |Neighbourhood plans should be able to draft policies to meet their own circumstances, without being overridden by the Local Plan Policy.

•Add further policy dealing with redevelopment and expansion of existing sites subject to criteria as suggested in TPC comments on SD 27
•Add a further criterion along the lines of SD27 1 a) to all redevelopment and expansion,
