APOSTILLE PROCESS

Apostilles can be issued by the State of Delaware for Higher Education Institutions that meet the following requirements:

ü  Approved/accredited by the State Board of Education

ü  Accredited by the Commission on Higher Education of the Middle States Association of Colleges and Schools

ü  Incorporated by the Secretary of State of Delaware

The Apostille for higher education degrees is processed by two different Departments in Delaware, the Department of Education and the Secretary of State’s office. The Department of Education’s portion of the apostille process is usually accomplished in 1-3 business days.

In order to receive an Apostille, both the degree (diploma) and transcript need to be forwarded (original or certified copy) to the Department of Education as the Apostille is printed on the back of each document. The Director of Teacher & Administrator Quality Development Branch will issue and sign the Apostilles and the documents will be forwarded to the Secretary of State, Division of Corporations.

The Secretary of State does charge a fee of $30.00 for the Apostille (Please note unless otherwise directed, a copy will be made of your original degree and the Apostille will be issued on the back of the copy and of the transcript. If you are requesting that we issue the Apostille on only one document, please specify which document - diploma or transcript- you want the apostille placed on; however you still have to submit both original documents.)

Payment of the fee to the Secretary of State may be made as follows:

·  CHECK - Checks must be made payable to the "Delaware Secretary of State". The check must be drawn on an U.S. Bank in U.S. funds.

·  CREDIT CARD - The Division of Corporations accepts Visa, MasterCard, American Express and Discover cards. It is required that you supply the card account number, CVV2 (3 or 4 digit security number off the back of the card), name and address of the cardholder and the expiration date.

·  CASH (U.S. currency only) – it is not recommended for postal security purposes that you send cash; however, cash is accepted.
