TITLE: County Cadet Officer (10-18 years)

(Appointment subject to review)

ACCOUNTABLE TO: Director of Youth

REPORTS TO: County Commissioner

HOURS: Voluntary Post (as required)

The County Cadet Officer forms part of the County Youth Team. One team member is appointed as the lead following the necessary application and interview process. The lead position carries a Grade 2 rank with all other team positions carrying a Grade 3 rank.

Role Summary

1.  To provide support and advice to the County Youth Team and units on all matters relating to Cadet.

2.  To provide support and advise to the Cadet Officers and Youth Leaders within the County.

3.  To promote and facilitate national initiatives within the County.

4.  To support the activities of the National Youth Committee and County Youth Team.

Key Duties and Responsibilities

1.  To support and contribute to the activities of the County Youth Team to further the progression of the youth provision within the County.

2.  To motivate, mentor, train and develop youth leaders and young people.

3.  As a member of the County Youth Team, establish a calendar of events within the County in conjunction with the National Youth Directorate that meets the needs of young people.

4.  To attend National Youth Committee meetings and advise on County issues and activities. Also to report back to the Commissioner, County Youth Team and unit leaders.

5.  To attend regular meetings with County Youth Team and also unit leaders to participate in and facilitate exchanges of information about issues raised.

6.  To advise the County Youth Team on all matters relating to Cadets and to attend and provide detailed reports at County staff meetings when required.

7.  To contribute to the Youth Programme for the County and to ensure that good standards of training are maintained.

8.  To promote all youth activities, particularly those relating to Cadets (national and local) and encourage participation from all units within the County.

9.  To support and contribute to the organisation of relevant annual competitions for the youth section, such as COTY /BOTY/ YOTY with a specific focus on COTY.

10.  To be aware of Safeguarding Policy and Guidelines and liaise with the County Youth Development Officer, County Training Officer and County Safeguarding Officer to highlight any areas requiring training or support.

11.  To promote and support youth participation at national and local levels and promote the discussion of the views of young people wherever possible.

12.  To work as a member of the County Youth Team to ensure that each youth unit receive regular visits.

13.  To complete relevant administration and forward to the appropriate person or body e.g. NHQ Youth Directorate, County Commissioner.

14.  To support and promote the Youth Leader Development Programme and a CPD programme within the County.

15.  To contribute to a calendar of relevant Youth Leader CPD training/opportunities.

16.  To be instrumental in the setting up of new Cadet units.

17.  To promote all Award Schemes supported by St John i.e. Grand Prior, Amalfi.

18.  To support the organisation of the County annual competitions E.g. first aid.

19.  To provide a good administrative structure to monitor and register the Y4, Y5 and certificate procedure in a timely manner (certificates to be produced within 4 weeks of a correct Y5).

20.  To check and verify all nominations for youth awards including e.g. Grand Prior Award, Amalfi and relevant stage awards in all programmes.

21.  To ensure the positive and effective communication and distribution of information and opportunities relating to Youth, particularly Cadets within the County.

22.  To ensure positive and effective systems and channels of communication are established and maintained within the County in relation to all youth matters.

23.  To maintain your own CPD and compliance relating to the role and requirements set by NHQ.

24.  To undertake any other relevant duties as requested by the NHQ Youth Directorate or County Commissioner.

Review of this description

This role description is intended as an outline indicator of general areas of activity and will be amended in light of the changing needs of St John Cymru Wales. This role description is to be reviewed in conjunction with the post holder on an annual basis as part of a performance development review. It is expected that the post holder will be as positive and flexible as possible in using this document as a framework.

This role is subject to key performance indicators (KPIs) and targets which will be set on appointment and reviewed on a six monthly basis.

Qualifications
