I.  Purpose

This is to inform social services districts of a requirement that they collect, maintain and transmit information on foster care placements of children who were adopted from other countries.

II.  Background

The federal Administration for Children and Families of the Department of Health and Human Services recently required that states collect and report information on children who were adopted from other countries and who are subsequently placed in foster care as a result of the disruption of an adoptive placement, or the dissolution of an adoption. The required information includes for each child: the reason for disruption or dissolution, the agencies involved in the adoption of the child, and the plans for the child.

III.  Program Implications

Local districts must collect and maintain information for each child and report it to OCFS annually on the attached form. The first report must submitted on July 1, 2005, and include information on placements made since May 31, 2004. Subsequent reports will be for the same time periods.

While the Administration for Children and Families of the Department of Health and Human Services has not provided any additional details about the information to be collected, OCFS asks that local districts provide a short explanation of the reason for placement. Any further clarification from the federal government on this subject will be passed it on to you.
