Topic: Explosions in the Ruihai Logistics facility.

General Purpose: To inform civilians in Tiajin China what exactly occured on the day of the explosions inside the Ruihai Logistics facility (N.A.f, 2015). To assess damages and casualties to properly strategize a solution.

Specific Purpose: Strategize a solution to the tragedy which devestated many people of Tianjin. By examining the source of the combustion inside the Ruihai Logistics facility, Green House Consultant can prepare new safety requirements to prevent further tragedies.

Thesis Statement: Preventable tragedies are occurring much too often. In order to reduce the amount of occurring preventable tragedies, companies are recommended to follow Green House Consultant’s new safety regulations in categories such as safety protocol for hazardous and explosive materials.

Introduction

  1. There is not one life not worth following a mandatory protocol. People should not have to suffer for company that is required to be ethical and responsible with such hazardous products.
  2. Green House Consultant is a multi-national corporation that specializes in safety for requirements in both work place and environmental purposes.
  3. Ruihai Logistics is a company that contained explosive and toxic chemicals, causing them to fail at following the proper safety protocols required by the government.

1. Irresponsibility in storing hazardous material.

2. Having a facility located to close to civilians.

3. What exactly caused the explosions?

4. Strategize a search rescue plan for the victims of the explosion.

5. Effectively inform the public and find who is at fault.

Ruihai Logistics (Tianjin Dongjiang Port Ruihai International Logistics) Company was established in 2011. Since the grand opening of this Chinese based establishment, they have failed to meet their safety requirements.

History

  1. Hazardous chemicals such as compressed air, flammable and corrosive substance, oxidizing agents and toxic chemicals were not cleared until two months prior to the explosions.
  1. Operating illegally since October 2014 to June 2015 (N.A.b, 2015).
  2. Stores and distributes hazardous chemicals (Logistics, 2015).
  3. Responsible for 70% of the hazardous goods shipped out in 2014

(N.A.a, 2015).

  1. In 2014 the government passed safety requirements that clearly stated such chemicals must be one kilometer away from the public.
  1. Police investigated the scene and determined that the company failed to meet the one kilometer requirement (N.A.a, 2015).
  2. Ruihai Logistics had a fire drill in which employees are trained to use extinguishers and water bags in November of 2013 (Logistics, 2015).
  3. Vanke a development company built apartments in 2010 near the future Ruihai Logistics facility (N.A.b, 2015).
  1. Between November and December of 2013, five containers, which contained 4300 pieces in each, were improperly stored.
  1. Exceeded the maximum capacity of containers (N.A.b, 2015).
  2. Chemicals were being stored in dangerous places instead of their secure safety

location (N.A., 2015).

  1. The company consists of 2 warehouses for hazardous product, 1 transit warehouse and 1 container yard. Their average annual flow of product is a million tons(N.A., 2015).

There has been no identifying information released addressing the entities that were at fault for such explosions. Although there are suspects, including government officials and company executives, not one individual has been tried for his or her crime (N.A.a, 2015). The explosion is still seen as “accidental” due to the statements from Ruihai Logistics, which concludes the environment surrounding the company is in fact safe and secure. Logically, one can determine from factual evidence that the affected area and individuals are faced with a simple disaster that has devastated China, as well as the business world, as one has known it.

Issue that will tell the details of what happened in the Tianjin explosion

●The experts come and help with the search and recovery efforts. (Xu& Webb, 2015).

●Residents were staying in temporary shelters.(Xu& Webb, 2015).

●Local authorities ordered the evacuation of residents (N.A.c, 2015).

●The State Council ordered inspections of all businesses using dangerous chemicals and explosives across the country (N.A.c, 2015).

●Official media: Tianjin authorities banned editors and reporters from sharing information about the disaster on social media. (Cheung, 2015).

●Social media :A great deal of specific information on the event, including the majority of early stage video was first released over social media sites, and in particular microblogging platforms like Weibo. Major media has drawn heavily from social media sources, greatly widening the audience. (N.A.g, 2015).

  1. Foreign coverage

●BBC, AP, UPI, CNN, ABC, CBS, NBC, and many other major media outlets dispatched journalists to Tianjin.(N.A.h, 2015)

  1. Reactions

●Immediately following the blasts, company registry site went off-line, fuelling suspicions that an attempt was being made to shield owners with powerful connections. (Zheping, 2015)

●Local residents seeking compensation for their now worthless homes protested in front of the venue of the daily press conference, they were joined by distraught families of missing firefighters, and confronted police angrily (N.A.i, 2015)

After the accident people in Tianjin do not trust the same or even feel protected anymore and want to see some changes so they can rely on the government and its methods to provide security to the community (Phillips, 2015).

Recommendations

The community of Tianjin are waiting desperately for some sort of action from the government to resolve this tragedy. The first step organize a rescue plan for the civilians that were affected by the explosion. Investigate the cause of the eruption of these hazardous materials in theRuihai Logistics facility. In order to prevent such further incidents, there must be regulations that must be strictly enforced. Subsequently, once these steps are completed, the government must communicate with the victims of the occurrence in the Ruihai Logistics facility.

Propose a solution that will benefit the community of Tianjin regarding the explosion on Wednesday, 12 August 2015.

  1. Make a series of steps in order to reorganize, fix and regulate everything that was affected by the blast.
  1. Control the area affected by the explosion.
  2. Begin and continue search and rescue.
  3. Find out the cause of the explosion.
  4. Provide shelter, medical care, and food for those who have lost their homes.
  1. Regulate organizations and companies with a set of rules to prevent this kind of accidents.
  1. The place where the blast generated had chemicals, which should not have been that close to residences because of regulations already existed at that time; therefore, it is needed to check if such regulations are being applied (Wong & Fung, 2015).
  2. Companies and Organizations should notify their different use and all the chemicals used in their processes so precautions can be taken.
  3. At the moment of a blaze or some of its kind, inform the officials taking care of it about what its being handled so they can know how respond.
  1. Communicate accurately and appropriately the new regulations and what has been done to improve the community so the population in Tianjin feels protected and trusts that the government is doing its best to protect the people.
  1. Head of the government going to the places affected to see by themselves what happened and all the damage the blast caused.
  2. Press conference answering any questions about the regulations added so the message can be delivered as accurate as possible.
