Minutes from the Meeteetse Town Council meeting held on May 10, 2017.

Mayor Yetter called the meeting to order at 7:00 p.m.

Mayor Yetter led the Council and audience in the Pledge of Allegiance.

Present: J. W. Yetter, Mayor; Sharon Fech, Councilwoman; Josh Blake, Councilman; Sheridan Trask, Councilwoman; Angela R. Johnson, Clerk Treasurer; Ronee Hogg, Deputy Clerk; Shawn Christopherson, Public Works Director; and Edwin Hesselbacher, Public Works Asst.

MOTION 05:10:17:01

Councilwoman Fech made a motion to accept the Letter of Interest for the vacant council position presented by Corey Guthrie, seconded by Councilwoman Trask. All voted aye, motion carried.

Mayor J. W. Yetter administered the Oath of Office to Councilman Corey Guthrie.

Councilman Blake made a motion to approve the minutes of April 5, 2017, seconded by Councilwoman Trask. All voted aye, motion carried.

Councilwoman Fech made a motion to approve the Financial Statement for April 30, 2017, seconded by Councilman Blake. All voted aye, motion carried.

ADDITIONS TO THE AGENDA

CITIZENS, DELEGATIONS, PETITIONS, & COMPLAINTS:

COMMITTEE REPORTS:

a.  Emergency Management- The Town has sand bags available at the Town Shop and Town Hall. These are for anyone within the area.

b.  Garbage Collection- Ed reported that the garbage collection is going good. A sensor had to be replaced in the garbage truck.

c.  Meeteetse Visitor Center – No representative present.

d.  MCFJPB –Councilman Blake reported that there was nothing out of the ordinary and the pool is gearing up for the summer activities.

e.  Park County Travel- No representative present.

f.  Police Report- Deputy Wagers reported that they had served some papers for the Town and the traffic is starting to pick up.

g.  Recreation-Councilwoman Trask reported that everything is going well and they are transitioning into the summer programs.

h.  Recycling-Ed reported the recycling trailer has be moved down on Water Avenue and it will need to be emptied in a couple of weeks.

i.  Safety – Shawn reported that Fire Hydrant #29 on Wilson needs to be repaired and he has ordered the parts to fix it.

j.  Sewer - Shawn reported that the pumps at the lift station have been running longer than usual. They have been transferring water at the lagoons.

k.  Streets & Alleys- Ed reported that the alley behind the bars has been graded and soon they will get to the rest of the alleys. Sweeping will occur later this month or the beginning of June. There are quite a few pot holes that need to be fixed.

l.  Water- Shawn reported everything is good. The piping has been prepared and will be installed later this week and there have been a few power bumps at the water plant. Jim Gores reported that USDA provided a letter of approval for the Water Project to go out to bid. They will start advertising May 18th.

Mayor Yetter provided an overview of the Water and Sewer Line extensions at the Rodeo Grounds. Mayor Yetter recommends Jim Gores to put together a spec sheet, bid documents, and start the bidding process.

Councilwoman Fech made a motion to approve Amendment No. 1 to the Owner-Engineer Agreement for the Meeteetse FFA Building Water and Sewer Extensions to prepare the bid spec sheet, bid documents and start the bidding process and that the total engineer amount shall not exceed $21,220.00, seconded by Councilman Blake. All voted aye, motion carried.

Jim provided and overview of the Warren Street Project, with the DBE solicitation compliance review from WYDOT. There will be a conference call tomorrow with Gregg Fredricks to review the deficiencies of the DBE solicitation and hopefully a resolution to the situation.

Councilwoman Fech made a motion to pass ORDINANCE NO. 2017-03- AN ORDINANCE TO AMEND SECTION 3-4, 3-5, & 3-23, OF THE MEETEETSE TOWN CODE DEALING WITH LICENSING TO COMPLY WITH STATE LAW, WITH OPERATING HOURS, REGULATIONS AND RESTRICTIONS AS TO PLACE OF SALE, AND MALT BEVERAGE PERMITS on the second reading, seconded by Councilwoman Trask. All voted aye, motion carried.

Councilwoman Fech made a motion to appoint Angie Johnson as the WAM Voting Delegate, seconded by Councilwoman Trask. All voted aye, motion carried.

Councilwoman Trask made a motion to approve the Lewis Construction Proposal for the Town Hall Stabilization Project in the amount of $28500.00, seconded by Councilman Blake. All voted aye, motion carried.

Councilwoman Trask made a motion to grant Shirley Spuhl a 2017 Business License for Shirley’s Pies, seconded by Councilwoman Fech. All voted aye, motion carried.

Councilwoman Trask made a motion to grant the following building permits: B. Southard-1917 Franklin- Front Porch, J. Marsh-2146 Franklin- Garage, seconded by Councilwoman Fech. All voted aye, motion carried.

Councilwoman Fech made a motion to grant the following malt beverage permits: Elkhorn Bar 2017-1 & Cowboy Bar 2017-2- May Days held on May 6, 2017, seconded by Councilman Blake. All voted aye, motion carried.

Councilwoman Fech made a motion to go into Executive Session at 8:13 pm for the purpose of possible litigation, seconded by Councilman Blake. All voted aye, motion carried.

Mayor Yetter reconvened the regular meeting at 8:32 pm. No decisions were made.
