Our Role

The Ministry of Social Development (MSD) is the lead agency for the social sector. We help the Government to set priorities across the sector, co-ordinate the actions of other social sector agencies and track changes in the social wellbeing of New Zealanders.

The Ministry provides policy advice, and delivers social services and assistance to young people, working age people, older people, and families, whānau and communities. We work directly with New Zealanders of all ages to improve their social wellbeing.

We serve over a million people, working out of more than 250 centres around the country. It is likely that every New Zealander will come into contact with the Ministry at some point in their life.

Our work, together with our social sector partners, is essential to achieving a sustainable and prosperous future, where all New Zealanders are able to take responsibility for themselves, be successful in their lives and participate in their communities.

Business Unit
Community, Partnerships and Programmes is responsible for strategic partnerships; community, employment and population based programmes and the service management of contracted services including family and sexual violence. This group is about connecting and collaborating to build effective partnerships that achieve better outcomes for those individuals, whānau and communities who most need our support.
Ministry of Youth Development
The Ministry of Youth Development, responsible to the Minister for Youth, is a stand-alone Ministry that sits within Service Delivery as part of the Ministry of Social Development which is the lead agency for the social sector. The Ministry of Youth Development works with and for all young people in New Zealand aged between 12 and 24 years old. We partner with others to enable, fund and promote youth development opportunities.
Our vision is to provide youth development opportunities that enable young people to acquire the skills and confidence they need to participate and contribute to the social and economic growth of New Zealand and its future.
Purpose of the Position
  • Lead and develop a strategic investment and funding plan for Youth Development
opportunities that aligns with the MYD direction and the MSD Strategic Investment
Framework.
  • Provide advice on how to invest the funding available to ensure the objective ofproviding opportunities for youth participation is met.
  • Ensure analysis and research underpins investment decisions and researchidentifies the types of opportunities available for youth development and who candesign and deliver programmes.
  • Provide guidance to stakeholders on youth development thorough analysis of bestpractice, planning and techniques for investment planning.
  • Ensure funding decisions are targeted to disadvantaged youth.
  • Provide strategic youth development advice and best practice analysis to theManager Partnerships and Partnership team to support the Board decisions onPartnership Fund.

Key Accountabilities

Strategic Investment Planning and Advice /
  • Lead and develop a robust investment strategy for MYD, including analysis of information to inform investment planning decisions and evaluate the process for improvement.
  • Ensure effective planning and reporting advice based on monitored and measured information.
  • Ensure all information communicated enables MYD to identify and meet the needs of young people.

Youth Development Analysis and Research /
  • Ensure priorities for youth participation, consultation and community engagement across the sector.
  • Ensure the links with Policy and the underpinning research into youth, and Community, Partnerships and Programmes (CPP), who will be managing the contracts and relationships with funders.
  • Ensure Strategic investment decisions are targeted to young people from disadvantaged backgrounds where appropriate.
  • Provide the partnership team strategic information and analysis to support the board on making decisions on how to dispense the Partnership fund.
  • Ensure analysis and research is conducted to support best practice decisions relating to funds investment.
  • Ensure best practice youth development is incorporated into service delivery.

Relationship Management /
  • Establish and maintain effective working relationships with key external and internal stakeholders.
  • Identify key local networks, communities and stakeholders.
  • Establish and maintain positive working relationships with peers and the wider MYD Community.
  • Ensure strong links with Policy to ensure application of youth policy.
  • Develop and maintain strong relationships to ensure contract and funding relationships are managed well.

Leadership /
  • Provide leadership to the Youth Development team.
  • Establish a team culture of collaboration to get the best capability out of your colleagues and your team.
  • Support the team to deliver the required work programme.
  • Proactively oversee the management of relationships, resources, systems and processes to ensure contracting partners are meeting performance expectations.
  • Work across MYD and CPP to deliver the work programme.

Operational resources management
People Management /
  • Development and coaching of the Youth Development team.
  • Ensure all team members have performance agreements and personal development plans and that the team members receive regular performance feedback.
  • Manage resources effectively and efficiently.
  • Exercise financial and human resources delegations appropriately.
  • Establish, monitor and report on budget expenditure.
  • Oversee the work programme for the Youth Development team ensuring that timeframes for the delivery of the work programme and met.

Drives Change /
  • Inspire, lead and influence others to commit to and have pride in CPP and MYD.
  • Drive the changes needed to create a new culture.

Risk Management /
  • Identify any organisational and operational risks and take appropriate action to minimise their impact.
  • Keep the Director informed of any risks or potential risks which may impact on the Ministry’s reputation.

Technical/Professional Knowledge and Experience
  • A thorough understanding of youth development principals, youth issues and youth development sector.
  • An appropriate tertiary qualification or considerable relevant practical experience.
  • Excellent relationship management skills, the ability to work with board members, senior managers, Chief Executives in business community and other key stakeholders.
  • Demonstrated success of effectively leading change and organisational growth
  • Excellent leadership and staff management skills with the ability to monitor, review and improve the teams expertise and capability.
  • Experience in strategic planning and preparation of planning/accountability documents.
  • Sound understanding of key issues affecting contracting services in a social services environment.
  • Strong and effective oral and written communication skills.
  • Highly developed and effective negotiation skills.
  • Knowledge of Government and State sector processes and systems is desirable.
  • Knowledge of and experience of dealing with and providing advice and support to Ministers, Chief Executives and senior officials.
