A RESOLUTION honoring Officer Landry Collett of the Department of Vehicle Enforcement.

WHEREAS, the Commonwealth of Kentucky is fortunate to have honest and upstanding persons who dedicate their careers, if not their lives, to upholding the standards and laws established in the Constitution of Kentucky and the statutes; and

WHEREAS, despite the manifold benefits that motor vehicles and the roads on which they travel bring to the prosperity of the people of not only the Commonwealth of Kentucky, but also of the nation, these instruments can be abused by persons who travel them while impaired by alcohol and other substances, creating a dangerous environment for those around them; and

WHEREAS, the various police departments in the Commonwealth dedicate many hours of patrol to ensuring that persons who are driving while impaired under the influence of substances are removed from the roads, further ensuring that those roads continue to be safe for the citizens and guests of the Commonwealth; and

WHEREAS, the importance of this endeavor is underscored by the fact that in 2004 more than 249 people lost their lives on Kentucky roads as a result of the use of alcohol alone, a number which would have surely been tragically higher without the stalwart efforts of these officers; and

WHEREAS, on December 16, 2004, the Kentucky Justice Cabinet in conjunction with the National Highway Traffic Safety Administration saw fit to present Officer Landry Collett of the Department of Vehicle Enforcement with the 2004 Division IV Governor's Impaired Driving Enforcement Award and the individual category Governor's Impaired Driving Enforcement Award for his outstanding performance in stopping persons from operating motor vehicles while impaired under the influence of substances; and

WHEREAS, on December 16, 2004, the Kentucky Chapter of Mothers Against Drunk Driving presented Officer Landry Collett with its award for having the most arrests of persons operating motor vehicles while impaired under the influence of substances with a total of 346 arrests from October 1, 2003, to September 30, 2004;

NOW, THEREFORE,

Be it resolved by the House of Representatives of the General Assembly of the Commonwealth of Kentucky:

Section 1. The House of Representatives does hereby laud Officer Landry Collett on his outstanding achievements in enforcing Kentucky's vehicle laws on the occasion of his receipt of the awards from the Kentucky Justice Cabinet in conjunction with the National Highway Traffic Safety Administration and from the Kentucky Chapter of Mothers Against Drunk Driving and recognizes that he, along with his fellow peace officers, plays an integral part in keeping the Commonwealth a safe place in which to live and travel.

Section 2. The Clerk of the House of Representatives is directed to transmit a copy of this Resolution to both of the following persons: Officer Landry Collett and Commissioner Greg Howard, Department of Vehicle Enforcement, 200 Mero Street, Frankfort, Kentucky 40622.
