The Local Authority has an obligation to young people who have previously been or are currently looked after and accommodated to provide financial support via the means of an After Care Grant. This obligation is dependent on the young person’s age. Young people from the age of 16 years until the day before their 22nd birthday are entitled to an After Care Grant if they have been allocated a secure tenancy and they have met the criteria for financial assistance – i.e Looked after and accommodated on their official school leaving date.

Please identify all items required from the following list- this list gives examples of items you may wish to purchase and is by no means conclusive. There is no set financial entitlement and you will be awarded on a ‘needs-led’basis only (the size of property i.e. a one-bedroom property or 2 bedroom property will be taken into consideration). In the now competitive market it is important that you shop around for the best deals and prioritise purchases with your worker. You must ensure that you prioritise essential items first, such as: Carpets, White Goods, Curtains or blinds etc... and also allow for the cost of delivery, fittings and installation where required. The items listed we consider to be the essentials for a household and must be purchased first. This application form will be submitted to the Throughcare/Aftercare Team Senior/Manager for approval (please note that requests for some items if not considered essential may be refused).

On receipt of this form the Throughcare/Aftercare Senior/Manager will consider the application request and inform the young person’s worker of the outcome of application within one week wherever possible.

All shopping will be done by the Throughcare/Aftercare worker and the Young Person.

N.B.

Stereos and non essential items may be considered for purchase only after all essential items have been bought.

Be aware that the cost of items may not include delivery or fitting and this should be allowed for.

The Moray Council state that all electrical items purchased must be new. All other items can be second hand.

All receipts should be retained by the Throughcare/Aftercare Team in order that accounts can be kept for auditing purposes.

Before accepting your tenancy you need to be sure that there is no work still to be done in the property and if there is when this will be carried out. You also need to know if all the gas and electricity checks have been done, and also where the gas cut off point is as well as where the water can be turned off. Check that there is no debt on the meter (if it is a prepayment meter) and take the readings.

When you go to view a property it is always a good idea to have your TC/AC worker with you to help with the above.

  1. You will get the opportunity to complete an aftercare grant application form as part of the work you do with your TC/AC worker.

8. Gas and Electricity and phone can be paid either with a payment card, at Paypoint, by Direct debit, or you can get a bill every 3 months.

Rent and Council Tax can be paid weekly, monthly, or every year at a Paypoint or by direct Debit.

9. Council Tax is a local tax set by each council to help pay for some of the services they provide. There is also a Water and Sewerage charge which is separate but usually comes out at the same time as the council tax bill. Councils have no control over the water and sewerage charges.

If you are under 18, or a full time student, then you do not have to pay council tax or the water charge.

If you are over 18, then you will have to pay council tax and the water charge. Depending on your income, you may get all your council tax paid, and although you will get some discount off your water charge, there will still be something to pay, as you amy only get 25% discount on the water charge, so bear this in mind when you are budgeting. If you are over 18 and have to pay council tax, if you are living on your own you get a 25% discount off your bill.

12 . You should not ignore a bill that comes in which you cannot pay. You should phone the company and arrange a repayment plan, but remember that you still need to budget for your next bill at the same time.

15. – turn off the water at the mains stop in your property (usually under the kitchen sink)

- Check that your meter has not run out. If not, then check with neighbours as it may be a power cut.

- If it is a very small fire, eg just some paper in a bin, then try and put it out. Anything bigger you should call 999 and ask for the Fire service

- Call Transco on 0800 111 999 (from outside your property if phoning from a mobile) who may advise you to turn off the gas at the mains switch. Do not turn any light switches on or off as this may cause the gas to explode. Also do not use your mobile phone in the property for the same reason.

  1. The housing provider is responsible for any structural damage, although for accidental or deliberate damage by either you or your friends, then you are responsible. This will be explained in a housing pack you will receive when you move into your own tenancy.
