September Monthly Meeting held on Monday, 20thSeptember 2010, at Kells Civic Offices, Headfort Place, Kells

Also Present: Mr. K. Stewart, Town Manager, Mr. J. Flanagan, Town Clerk,

Mr. S. Carroll, A/Town Engineer, Ms. C. O’Reilly, A/Asst Staff Officer.

There were apologies from Cllr. B. Collins for his inability to attend.

At the outset members welcomed Mr. K. Stewart to his first meeting of the Council as Town Manager.

Minutes

The minutes of the July monthly meeting held on 19th July 2010 were confirmed on the proposal of Cllr. B. Reilly, seconded by Cllr. T. Grimes.

Draft Polling Scheme

A presentation on the Draft Polling Scheme was made to members by Mr. Martin Rogers, SEO Corporate Services, summarised as follows:

  • Draft Scheme went on display last December/January
  • Kells will move from Meath West to Meath East
  • One register will cover Kells urban area

Members requested that the provision of a polling station on the north end of the town be looked into.

Public Lighting

Members received a report on public lighting from Mr. Adrian Hobbs, Senior Engineer, Meath County Council.

The following resolution under Section 85 of the Local Government Act 2001 was approved on the proposal of Cllr. B. Reilly, seconded by Cllr. B. Curran.

“That the powers, functions and duties of Kells Town Council in relation to the provision of public lightning (maintenance, repairs, calls from the public, additions to network, upgrades, replacement and taking in charge inspections) shall be exercised and performed by Meath County Council effective from 31st October 2010 and that Kells Town Council enter into a formal agreement with Meath County Council pursuant to Section 85 of the Local Government Act 2001 to give effect to these arrangements”

  • Letter from Residents O’Growney Terrace requesting the provision of low wall and planting at green area fronting onto Moynalty Road.
  • Letter from Residents Carrick/Maudlin Street in relation to opening hours of fast food outlets.
  • Letter from Kells Archaeological & Historical Society congratulating the Council on the new Kells Walking Trail.
  • Kells Tourism Development Forum media day.

Monthly Reports

Cllr. T. Grimes complimented outdoor staff on work at St. John’sCemetery.

Cllr. S. Drew welcomed the provision of street sweeper.

The Town Engineer informed members that work on the roof of the Heritage Centre was commencing on 21st September.

The Manager’s Orders, as circulated, were noted.

To consider Draft AFS for 2009

The Town Clerk gave a presentation to members on the Draft Annual Financial Statement for 2009.

Notice of Question

Cllr. S. Drew

“We are now approaching 3 years since the adoption of the Kells Development Plan.

As a further 11 months have now passed since I requested an update regarding each of the original individual proposals for the provision of lands/amenities/community gain, can the Manager please advise on the current status of these proposals”.

The Manager stated that he would pursue the Moynalty Road site.

Cllr. T. Grimes

“Can the Manager please give a time frame for the official opening of the Kieran Flanagan walk on our farm, which the elected members agreed?”

The Manager stated that he would meet with members of Walking Group to agree a date for early spring 2011.

Notice of Motion

Cllr. S. Reilly

“That Kells Town Council considers the implementation of an Economic Regeneration Incentive Scheme to encourage the occupation of vacant commercial offices, shops, warehouses and all commercial property in the Kells Town Council administrative area. The proposal supports local enterprise and employment through the proactive encouragement of innovation, business expansion and entrepreneurship”.

It was agreed that Officials would check with the DoEHLG to see if it is possible to operate such a scheme under current legislation and report back to the next meeting.

Cllr. T. Grimes

“That we the Members of Kells Town Council request for the immediate installation of CCTV cameras in the vicinity of the entrance to Headfort Grove ( off Maudlin Street ) to give the residents in the area some protection from anti-social behaviour which is causing great problems”.

The Manager informed members that cameras were ready, but some works have to be carried out on the Town Hall roof. The cameras would not cover the area at the entrance to the estate.

Any Other Business

The Town Clerk informed members that a meeting, in relation to the wall at rear of Cavan Road, was scheduled to take place next week with residents of the area.

A letter had issued to residents of Fr. McCullen Park affected by the issue.

Cllr. F. Lynch congratulated Kells Handball Club on their recent successes.

Cllr. T. Grimes requested members to set up an all party meeting in relation to proposed closures at Our Lady’s Hospital, Navan.
