Ken Jaray – Chairperson, Fountain Creek Restoration Committee

Ken Jaray has been a practicing attorney in Colorado Springs since 1979. Mr. Jaray has served as City Attorney for the City of Manitou Springs Mr. Jaray's is the founder of the Pikes Peak Challenge, Mineral Springs Foundation, Manitou Springs Education Foundation, Manitou Springs Restorative Justice Council and most recently the Fountain Creek Restoration Project. Mr. Jaray is a past President of the El Paso County Bar Foundation, former member of the District 14 Board of Education and Fourth Judicial District Nominating Commission.

Mr. Jaray will coordinate all partnerships and insure financial accountability and reporting responsibilities for the project.

Jack Hunter – Director at Large, Trout Unlimited, Project Manager, Fountain Creek Restoration Committee

Jack Hunter has been employed by Hewlett Packard Company in Colorado Springs since 1980. Mr. Hunter has been a Professional Program Manager since 1995. Mr. Hunter’s is a member of the Board of Directors of the local Trout Unlimited Chapter, and has been actively involved in watershed issues throughout the Fountain Creek watershed. Mr. Hunter is an avid sportsman and supports such varied organizations as Nature Conservancy, Sierra Club, Rocky Mountain Elk Foundation and Pheasant Forever.

Mr. Hunter will act as project manager and will oversee day to day operations and implementation of the grant.

Aimee Cox – Manitou Springs City Council Member at Large, Fountain Creek Restoration Committee Liaison with the Manitou Springs City Council

MA Sociology, University of Colorado; Senior Analyst with the City of Colorado Springs Parks, Recreation and Cultural Services Department; 8 years experience administering local, state, federal and private foundation grants for park, trail, open space, reservoir, historic preservation, and transportation projects and recreation programs. Aimee will serve as the liaison between the restoration project and the City of Manitou Springs for scheduling and contractual matters.

Ms. Cox will act as contract officer and will coordinate activities with the City of Manitou Springs and the Fountain Creek Vision Task Force.

Pete Gallagher, President

Fin-Up Habitat Consultants, Inc. is a full-service aquatic assessment, design, and management consulting firm specializing in cold water stream and lake habitat enhancement and restoration. Founded in September 2004, and located in the small Front Range community of Manitou Springs, Fin-Up, Inc. provides aquatic assessment services, including habitat mapping/inventory, hydrologic assessment and water quality analysis, and restoration planning, design, and permit processing.

Fin-Up, Inc. has designed and implemented numerous high profile stream restoration projects in the Arkansas and South Platte River basins in the last four years, including the US Forest Service's "Trees for Trout" Centennial Project in Elevenmile Canyon along the South Platte River in Park County, CO, and most recently, the Colorado Division of Wildlife / Collegiate Peaks TU Greenback Cutthroat Pool Habitat Enhancement Project on the South Prong of Hayden Creek near Salida, CO. Fin-Up, Inc. clients include mix of private landowners, Governmental Agencies and Non-Governmental Organizations. Currently, the Company has active projects within three major watersheds in Colorado and Wyoming.

The owner and founder of Fin-Up Habitat Consultants, Inc., Pete Gallagher, has over 17 years of experience in stream assessment and aquatic habitat enhancement. A former US Forest Service biologist, Pete spent thirteen years on the Pike & San Isabel National Forests (PSICC) in southeastern Colorado conducting the Forest aquatic inventory and aquatic restoration programs. He co-developed, with the Region 2 Aquatic Ecologist, a repeatable method for conducting aquatic habitat inventories based on the Hanken & Reeves sampling method that is still in use today by the USDA, CDOW and private industry. During his time with the Forest Service, Pete completed several important stream restoration projects, including the Chalk Creek and Halfmoon Creek restoration efforts on the San Isabel National Forest, and the Purgatoire River "Dinosuar Trackway" Stabilization project in the Picketwire Canyonlands unit of the Comanche National Grassland south of La Junta, CO.

Pete served as a resource officer for the South Zone of the Hayman Fire in 2002, and was a member of the Burned Area Emergency Rehab (BEAR) team following the fire. During his time with the Haymen BEAR team, Pete brought together the partners that would eventually create the "Trees for Trout" initiative in the South Platte River basin. As a member of the PSICC watershed team, he worked on the Salida Hydroelectric Plant Federal Energy Regulatory Commission (FERC) relicensing, and the Water Division 2 and Division 3 reserved water rights adjudications, specializing in in-stream flow studies, and becoming proficient in the application of both the Instream Flow Incremental Methodology (IFIM) and R2Cross protocols.
