Con-woman faking as OSD in PMO Arrested.

The Anti Extortion Cell of the Crime Branch, Delhi Police has arrested one lady namely Sumangali Francina Easther Charles @ Suman Singh @ Suman aged 51 years w/o Jag Mohan Singh r/o Hyderabad from IGI Airport, Delhi on 24.01.2012, who used to pose as Officer on Special Duty (OSD) in the Prime Minister’s Office (PMO). The Mobile Phone which was used by her to impersonateherself as Officer on Special Duty (OSD) to Prime Minister Office, has been recovered.

A complaint was received from Shri E.K. Bharat Bhushan, IAS, Director General of Civil Aviation that one lady by the name Suman Singh called him on 20.12.2011 posing herself as OSD in Prime Minister Office and had asked him to give appointment to one pilot, Capt. Amar Singh. Shri E.K. Bharat Bhushan met Capt. Amar Singh in his office on 21.12.2011 and found that Capt. Amar Singh had been debarred from flying on account of suspected fraud in obtaining Licence. Thereafter, when Shri E.K. Bharat Bhushan enquired from the PMO, he found that there was no such OSD or other official by the name Ms. Suman Singh. He then contacted Mrs. Suman Singh on her Mobile phone on which she asked him to come to Prime Minister Office to meet her. On being confirmed that there was no OSD by her name in Prime Minister’s Office, she disconnected the phone and did not respond.

Enquiry revealed that the same Modus operandi was adopted by one Sumangali Francina Easther Charles @ Suman who was earlier arrested in a similar case by the Crime Branch, Delhi Police in 2003 in which she had impersonated as Addl. Private Secretary to Deputy Prime Minister and had then called the Commissioner of Customs, New Custom House, New Delhi asking for a personal favour in a case. Later on, during the trial of case she jumped bail and was declared Absconder in October 2011 by the Trial Court.

Secret sources revealed that Sumangali Francina Easther Charles @ Suman would be reaching Delhi on 24.12.2012 from Chennai by air. On which a team of Anti-Extortion Cell, Crime Branch, Delhi Police led by Insp. Rajeev Kumar under the supervision of Addl. DCP/AEC/Crime Shri Ravi Shanker arrested her from IGI Airport Terminal-3, Delhi on arrival. The Mobile Phone which was used to pose herself as OSD to DGCA Official was recovered.

Sumangali Francina Easther Charles @ Suman has also been arrested earlier by Central Crime Station (CCS), Hyderabad in the month of April, 2011 in a cheating case on the complaint of a city land-owner Mr. Mohammed Kaisar in which she posed herself as Officer on Special Duty (OSD) in the Prime Minister’s Office and cheated him to a tune of Rs. 50 lakh by convincing him that she could help him in getting Rs. 40 crore compensation released to him in an evacuee custodian land. Mr. Mohammed Kaisar was pursuing the Kandhishika lands owned by his forefathers, as custodian. Ms Suman Singh convinced him that she was an OSD and even showed him a visiting card to that effect. She collected Rs 50 lakhs in cash from Mr Kaisar in the month of April, 2011. Further Rs. 1 crore was to be collected later. Mr Mohammed Kaisar made a complaint to the police when he could not talk to Ms. Suman Singh after delivering money to her.

In another case, Ms. Suman Singh was again arrested in 2011 by Hyderabad Police for cheating one Mohammed Khaleel of Rs.10 lakhs by promising to settle a land dispute, by using her influence, posing as OSD to Prime Minister.

Profile of Sumangali Francina Easther Charles @ Suman Singh @ Suman:

Sumangali Francina Easther Charles @ Suman was born in Hyderabad. Her father was working as driving Instructor in Road Transport Corporation, Hyderabad. After completing her B.Com from Reddy’s WomenCollege, Hyderabad, she came to Delhi and tried hands at politics. She married Mr. Charles Ravi Chandran in 1987 but later in 1990 took divorce. In 2002, she married one Jagmohan, a Delhi based transporter. As she was used to a lavish lifestyle, she started duping innocent people by impersonating herself as an IAS officer and OSD in PMO. She used to collect money from gullible people by promising them jobs & settling pending works/disputes by talking to senior government officers. Ms. Suman Singh also reportedly used a car with a red beacon in Hyderabad, in the past, with ‘Government of India’ written on the number plate and sporting tri-colour. She even reportedly attended some programmes as chief guest in the capacity of a senior government official, conning the public. To give no scope of doubt, she reportedly carried a visiting card with a national emblem, like other senior central government officers.

One Antique idol of Lord Mahavir recovered.

Value of idol worth Rs. 7.5 Crores

Crime Branch, Special Unit has recovered one rare antique idol of Lord Mahavir seated in Padmasan Mudra on Asna. The idol has Height 21.5 Cms and maximum Width of 16.5 Cms. It is made of metal. As per the preliminary opinion the origin of the Idol can be dated back to 14-15th century AD and the object is invaluable antique property.

An information was received by the Special Unit, Crime Branch, that two persons who are in possession of an antique idol of Lord Mahavir would try to sell it and are looking for perspective buyer. This information was developed further by Ct. Rajesh and on 19/1/2012. A specific information was received that two persons would come at opposite CTC Mall, Ring Road, Maharani Bagh, Delhi to meet the perspective buyer. On the basis of this information, a raiding party comprising SI Ritesh Kumar Sharma, HC Murlidhar, HC Jai Prakash, Ct.Rajesh, Ct.Rakesh, Ct.Mohit, Ct.Jitender, Ct.Parveen, Ct. Rohit was constituted in the leadership of Inspector Anil Dureja and under the supervisionof Sh. Udaiveer Singh Rathi, ACP/ Special Unit, Crime Branch .

At about 5.00 PM, two persons came on Yo-Cab Radio Taxi and parked the car there & started waiting for somebody. The raiding party closed in and apprehended two persons. On enquiry their name and address were disclosed as Shiv Taj Singh (aged 54 years) s/o Sh. Dayal Chand r/o H. No. B-66, Jain Nagar, Krishna Block, P.S. Begam Pur, Delhi and Sanjay Kumar (aged 31 years) s/o Sh. Surja Ram r/o H.No.92, Vill-Neelwal, P.S. Mundka, Delhi. A green cloth bag was recovered from the possession of Sanjay. The bag had a idol of Lord Mahavir which looked very antique and old. They could not provide a coherent reason for possessing such old and antique idol and therefore a case vide FIR No. 18/12 dated 19/1/2012 u/s 14(iii)/17/25(ii) A.A.T. Act, and 411 IPC PS Crime Branch was registered and both were arrested.

The interrogation of the accused Shiv Taj Singh revealed that he is a Cab driver in Delhi. About 5-6 month ago, he went to Palwal in search of a Hakim for the treatment of his daughter as suggested by some of his relative, where incidentally he met one Moulvi Md. Saheed from Hathin, Palwal, Haryana who was practicing as Hakim there. In the next 2/3 meetings they got friendly. Hakim, Md. Saheed told him that he had stolen one antiquity idol from Rajasthan and wanted to sell it on higher price in the market. But he was unable to do so because he could not get the suitable buyer, who could match with his expectation regarding the price of idol. As Shiv Taj Singh being a taxi driver and had good contacts with the tourists so can arrange a suitable perspective buyer. He, then offered Shiv Taj Singh to sell the antiquity in a higher price through the latter’s network and promised him a commission of 50% of the sale amount of the antiquity. Md. Saheed had also asked some token amount from Shiv Taj Singh before delivering the idol to him. Shiv Taj Singh agreed but he did not have that much of amount. He disclosed this to his friend Manoj and Sanjay regarding Moulvi’s offer. They arranged Rs.1.80 lakhs and received the idol from Moulvi and settled a deal with a buyer to sell the antiquity in Rs.7.5 Crore. The deal was to be matured on 19/01/2012 at Maharani Bagh but both of them were apprehended with the idol.

A preliminary opinion has been obtained from the experts of the Archaeological Survey of India and according to them the idol is rare antique idol. The Data base of CBI and National Crime record Beuro are also being checked to ascertain the source of Idol. Further investigation in the case is under progress and raids are being carried out to apprehend the other accused persons suspected to be involved in the racket.

A GANG OF BUDING CRIMINAL BUSTED, 06 DACOITS ARRESTED; 05 CASES OF DACOITY/AUTOLIFTING WORKED OUT; LOOTED MONEY RS. 3.58 LACS, ONE COUNTRY MADE PISTOL, THREE STOLEN MOTORCYCLES AND ONE ZEN CAR RECOVERED

Outer District Police has busted a gang of budding criminals and arrested SIX DACOITS namely

(1)Joginder @ Jony s/o Ram Kumar R/o- Village- Naya Bans, Delhi (23 years),

(2) Vikash @ Kansi s/o Jagdish R/o- Village- Naya Bans, Delhi (21 years),

(3) Jayant @ Nonu s/o Ashok R/o Village- Naya Bans, Delhi (20 years),

(4) Naveen @ Baba s/o Virender Kumar R/o Village- Naya Bans, Delhi (20 years),

(5) Nitesh @ Bhati s/o Jagdish R/o- Village- Naya Bans, Delhi (age-20 years)

(6) Amit s/o Balwan r/o- Village Ladpur, PS kanjhawala, Delhi (age-23 years).

A sensational daylight dacoity, registered vide FIR No. 25/12 dt. 10.01.2012, U/s 395/397/34 IPC, PS Narela, Delhi has been worked out. From their possession robbed rupees 3.58 Lacs, 03 stolen Motorcycles, 1 Zen car and one country made pistolwith two live cartridges (vehicles and weapon-used in crime), have been recovered. After their arrest and recovery of stolen properties, four cases of MV theft have been worked out.

INCIDENTS/BRIEF FACTS & TEAM /INVESTIGATION:-

On 10.01.2012 one Daylight dacoity incident occurred in front of gate No.3, New Anaj Mandi Narela,Delhi with Sh. Chutrabhuj Jain S/o Sh. Kailash Chand Jain r/o G-7314, Panna Udyan, Narela, Delhi. From him Rs. 5 lacs were looted by unknown criminals at gun point. The complainant was also beaten brutally by them. In this regard case FIR No. 25/12, dated 10.01.12, u/s 395/397/34 IPC, PS Narela, Delhi was registered. A joint team of Insp. Spl. Staff Tilak Chand and S.H.O Narela Insp. Abhinendra Jain was formed under close supervision of ACP/OPS Sh. Ved Prakash and ACP/Narela Sh. Harpal Singh to work the case. Joint team of Spl. Staff and PS Narela interrogated many criminals with past records of similar case. The team also kept watch on the activities of the youths of surroundings area of the incident to find out any possibility of new comers in this crime.

During investigation, it was revealed that a group of some unemployed youth resident of village Naya Bans, PS Shahbad Dairy have, all of sudden, earned a lot of money and had gone to Goa for enjoyment. Hence a joint police team was also sent to Goa to identify and locate them. On 23.01.2012, the efforts of joint team bore fruitful result when on the basis of a secret information, received at Special Staff Outer District, two boys namely Joginder @ Jony s/o Ram Kumar R/o- Village- Naya Bans, Delhi (age-23 years) and Vikash @ Kansi s/o Jagdish R/o- Village- Naya Bans, Delhi (age-21 years) were apprehended near Raja Harish Chander Hospital, Narela by a team of Spl. Staff with a stolen motorcycle of PS Mahendra Park. Hence they were arrested 41.1 CrPC.

On interrogation they disclosed about their involvement in this crime along with their associates. During their interrogation it was also revealed that six persons were involved in this dacoity. One stolen motorcycle and Maruti Zen car were used in this crime. During the commission of crime three persons namely Jayant, Nitesh @ Bhati and Naveen @ Baba who were riding on a motorcycle had played an active role and three other person namely Joginder @ Jony, Vikash and one Amit of village Ladpur, PS Kanjhawala who were in Maruti Zen car were in supportive role. During this crime accused Naveen @ Baba had beaten the complainant with a Danda and Nitesh had showed country made pistol to him. The booty of crime was divided among them according to their role in crime.

After that a special team comprising Police officers of Special Staff and PS Narela including SI Surender, SI Deepak, SI Manoj, ASI Sajjan, HC Narender, HC Surender, HC Rishi, HC Suresh, HC Yogesh, HC Devanand, HC Laxman, Ct. Parveen Chhillar, Ct. Hari, Ct. Prem and Ct. Parminder Singh further arrested three other boys involved in the dacoity namely Jayant @ Nonu s/o Ashok R/o Village- Naya Bans, Delhi (age-20 years), Naveen @ Baba s/o Virender Kumar R/o Village- Naya Bans, Delhi (age-20 years), Nitesh @ Bhati s/o Jagdish R/o- Village- Naya Bans, Delhi (age-20 years) and Amit s/o Balwan r/o- Village Ladpur, PS kanjhawala, Delhi (age-23 years).

From the possession of all above persons looted money Rs. 3.58 Lakh has been recovered. Other than that one country made pistol and two live cartridges used in crime was recovered from the possession of Nitesh and two other stolen motorcycles were also recovered from their possession. One Maruti Zen car No. DL-4C-AA-6012 which was used in the commission of crime possessed by accused Amit was also recovered.

INTERROGATION:

On sustained interrogation of all six arrested boys, it was revealed that they belong to lower income families of Delhi Dehat and most of them are school dropouts. Their family’s income was not such which can fulfill necessities and demands of youth of their age group in present scenario. All the arrested persons were in need of symbols of youth- modern life style including stylish mobile phones, clothes and other accessories. Their families are not capable to fulfill their demands. Hence they were in need of big money in short span of time which is not possible for them to earn given their academics and family back ground. They gathered knowledge from surroundings that all banks are easy place to earn fast money as they are visited by people for depositing and withdrawing money and many people carry huge amount with them. Among them accused Joginder @ Jony is of desperate nature and he motivated all others to commit this crime. Joginder @ Jony was arrested thrice in hurt/quarrel case. To commit this crime this group has stole motorcycles from different places and one stolen motorcycle of PS NetajiSubashPalace was used by them in this incident of robbery.

Six illegal migrants of Bangladesh deported By B.D. Cell / South East District.

A team of Bangladeshi Cell/South East District consisting of SI Ajai Kumar Yadav, SI Ram Kanwar, HC Charan Singh, No. 2328/SE, HC Surender, No. 548/SE, Ct. Ashok 2314/SE and W/Ct. Sudharshan, No.3063/SE under the supervision of Sh. Anjani Kumar, ACP/DIU detected six illegal migrants of Bangladesh who were residing in the area of PS Amar Colony. All the Bangladeshi Nationals are being deported to Bangladesh through FRRO.
