INTRODUCTION
Environmental Health Specialist 1:
Under the supervision of a registered environmental health specialist, this entry level position performs sanitarian duties in inspection, investigation and documentation in the field of environmental health and enforces compliance to environmental health regulations.
Environmental Health Specialist 2:
Under the supervision of a registered environmental health specialist, this position is distinguished by greater independence in performing environmental health duties at a professional level. This classification performs sanitarian duties in inspection, investigation and documentation in the field of environmental health and enforces compliance to environmental health regulations; provides consultation or education programs regarding environmental health and safety.
EXAMPLES OF PRINCIPAL DUTIES
Environmental Health Specialist 1:
Inspections
Duties assigned to this classification include, but are not limited to, the following examples:
Conducts inspections of, and responds to complaints concerning licensed facilities to include: restaurants, schools and other food service facilities, pools and spas, motels, recreation parks and organizational camps.
Assure compliance with Oregon Revised Statutes (ORS) Oregon AdministrativeRules (OAR), and county and city ordinances.
Provides education; advises of deficiencies; determine corrective measures and implements compliance schedules and enforcement if necessary.
Prepares and tracks inspections using the Phoenix computer program.
Food Handlers
Conducts food handler training; proctoring tests and issuing food handler certificates.
Food Facilities
Reviews plans for new construction/remodeling of food service facilities for compliance with state laws and OARs. Coordinates plan review of facilities with other agencies including County Planning and Building Departments and Oregon Health Authority.
Water Systems
Conducts surveys of public drinking water systems for compliance with State and Federal rules for safe drinking water.
Provides technical assistance to drinking water systems as necessary.
Documents findings and completes necessary recordkeeping.
Utilizes the State drinking water website (SDWIS) to obtain information on water systems.
Investigations
Investigates reported cases of food-borne illness, waterborne illness and other non-communicable and communicable disease.
Collects and submitssamples for laboratory examination, includinganimals for testing.
Provides information on diseases and vectors to the public.
Works with other governmental agencies in conducting epidemiological or environmental investigations.
Enters data into the State Orpheus computer program.
Environmental Health Hazards
Receives and investigates public complaints regarding environmental health hazards; evaluates problems; implements corrective procedures or refers to appropriate agency; and monitors corrective process.

Basic knowledge of Oregon Revised Statutes and the Oregon Administrative Rules that govern environmental health programs.
Considerable knowledge of equipment and procedures used by businesses and facilities within program areas.
Considerable knowledge of food handling procedures.
Knowledge of computer applications including word processing.
Skill in writing clear and concise correspondence, records, reports and statistical data.
Skill in active listening and interviewing.
Skill using field equipment including laptop computer and lab equipment used in chemical and biological testing.
Ability to communicate effectively in both oral and written forms.
Ability to make decisions independently in accordance with established policies.
Ability to use initiative and judgment in completing tasks and responsibilities.
Ability to determine corrective measures and implement compliance schedules.
Ability to establish and maintain records, reports, and statistical data.
QUALIFICATIONS
Environmental Health Specialist 1:
Education
Bachelors degree from an accredited college or university with at least 45 quarter hours (or equivalent semester hours) in science courses relating to environmental sanitation such as biology or chemistry.
Licensing
Must become a registered Environmental Health Specialist Trainee in accordance with ORS 700.035 within two months of hire.
Must maintain registration through continuing education as required by ORS 700.
Current Oregon Registered Sanitarian Trainee Certificate as outlined in ORS 700.035 desired.
Must possess a valid Oregon driver's license at the time of the appointment.
QUALIFICATIONS
Environmental Health Specialist 2:
Education (Must possess at least the requirements listed for the Bachelor’s specifications)
Bachelor’s degree from an accredited college or university with at least 45 quarter hours (or the equivalent semester hours) in science courses relating to environmental sanitation and two years of experience in environmental sanitation under the supervision of a registered environmental health specialist or a person possessing equal qualifications.
Graduate degree in public or community health from an accredited college or university and one year of experience in environmental sanitation under the supervision of a registered environmental health specialist or a person possessing equal qualifications.
Licensing
Must be registered as an Environmental Health Specialist in accordance with ORS 700.030 at time of hire; must maintain registration through continuing education as required by ORS 700.
Must possess a valid Oregon driver's license at the time of the appointment.
SUPERVISORY CONTROLS
Environmental Health Specialist 1:
Work is performed under the supervision of a registered environmental health specialist, who gives assignments and reviews work for effectiveness, correctness, completeness, and conformance with policies and regulations.

Work is performed under the supervision of the program manager, who gives assignments and reviews work for effectiveness, correctness, completeness, and conformance with policies and regulations.

Environmental Health Specialist 1:
Work is performed within established departmental policy and procedures; federal, state, county and local statutes, rules, regulations and ordinances; environmental health reference materials and equipment manuals. Interpretation of general administrative or operational policies and procedures is sometimes necessary.

Work is performed in an office environment and in the field that involves everyday risks and discomforts and sometime adverse weather conditions requiring safety precautions. A considerable amount of driving is required.
