Dear WGQ and WEQ Executive Committee Members Absent from the May 31, 2005 Conference Call,

The WGQ and WEQ Executive Committees met via conference call today to vote on the proposed definitions and standards for Request R04021 (Request to develop standards for daily operational communications between pipelines and power plants). We would like to thank the group that worked to reach a compromise on S16F: Gordon Brown, Kathryn Burch, Phil Cox, Kelly Daly, Dale Davis, Michael Desselle, Diane McVicker, Mike Novak, Lou Oberski, and Randy Young. The standards passed unanimously through both quadrants (WEQ – 12 votes and WGQ – 13 votes). D1F was amended per Mr. Shepard and S3XF was modified per the LDC’s proposal. There were also other minor editorial changes. The revised recommendation is posted on the NAESB website at: http://www.naesb.org/pdf2/r04021_revised_rc.doc.

While the Executive Committee members and alternates on the call voted unanimously in support of the recommendation, additional votes are needed to meet the required 67% supermajority of the Executive Committee vote. We need four affirmative votes from the WGQ out of the twelve absent, and nine affirmative votes from the WEQ out of the eighteen absent to meet the supermajority requirement. If you were not present during the Executive Committee call and did not have a designated alternate to represent you, please execute the attached notational ballot and send it to the NAESB Office (713-356-0067 fax) by the end of business on June 3, 2005 to cast your vote. We will contact those that were not on the call by phone to make sure we receive the requisite votes.

After the recommendation is adopted by the Executive Committees, there will be a thirty day ratification period by all WEQ and WGQ members (an affirmative vote of 67% of those returning ballots is required for member ratification). The member ratification period will begin after the two WGQ technical committees determine if further technical standards or modifications are needed for the WGQ, and those changes are processed through the normal standards development process. The WGQ Technical Committee and Information Requirements Committee have scheduled a conference call on June 7, 2005.
