CHAPTER 1

INTRODUCTION AND PROJECT DESCRIPTION

1.1INTRODUCTION

“Atharva” a group housing project measuring area 14.812 acres is being developed at village Panwala,Khusrupur, Sector 109, Gurgoan, Haryana, by M/s Raheja Developers Ltd. to facilitate Residential services in the nearby area. The project includes all facilities which will give enhance the green area and other facilities in the nearby area.

The project has been awarded Environmental Clearance with ‘Gold’ grading by State Environmental Impact Assessment Authority, under category 8(a) Haryana, vide reference number DEH/09/SEIAA/66 dated 01/04/2009.

The project has been sanctioned License vide letter number 257 of 2007 dated 07.11.2007 by the Department of Town and Country Planning (DTCP), Govt. of Haryana.

Project has been accorded Airport Authority permission vide no AAI/20012/650/2008-ARI.

1.2PROJECT DESCRIPTION

SALIENT FEATURES:

This project involves construction of group housing on a plot area of 14.812 Acres or 59941.94 m2. Total Built–up area is 1, 57,918.34m2. The group housing project contains 2 Basements and containing G+16 Floors. The total numbers of dwelling units are528 and there are 18 Villas.

The group housing project contains1 nursery school, 1 communitycenter,116 EWS and commercial area for the residential of the society.The maximum permissible height of the building is 60 m for which the permission is already being taken from the airport authority of India vide letter AAI/20012/650/2008-ARI. Dated 02.01.2014

The total water requirement is 600 KLD out of which 324 KLD will be fresh water requirement. The waste water generation will be about 447 KLD which will be treated in STP of 470 KLD capacity. The 276 KLD of treated water will be reused in horticulture, cooling of DG, flushing and washing and the excess water will be discharged into the public sewer with permission.

Total waste generation will be 1475 Kg/day, which will be disposed off as per SWM & Handling Rules.

PARKING:

Adequate parking will be provided in the group housing project. Total of 1152 ECS has been provided for the parking. Due care will be taken for the movement of the vehicles to tackle the traffic movement. The project will have complete parking facility and no outside open parking area will be used.

WATER SUPPLY:

The primary source of water for the construction phase will be treated STP water supplied through private tankers and during the operational phase water will be sourced through HUDA.

ELECTRICITY:

The maximum demand load for the group housing project will be approximately 4858 KW and the power will be sourced through Dakshin Haryana Bijli Vitran Nigam Limited.

1.3PRESENT STATUS

Project is in construction phase.

1.4PURPOSE OF THE REPORT

This six- monthly report is being submitted as per the condition stipulated in the Environmental Clearance letter.

Further, the study will envisage the environmental impacts that have generated in the local environment due to the project.

The environment assessment is being carried out to verify:

  • That the project does not have any adverse environmental impacts in the project area and it’s surrounding.
  • Compliance with the conditions stipulated in the Environmental Clearance letter.
  • That the Project Management is implementing the environmentalmitigation measures as suggested in the approved Form-1, Form-1A, Environmental Management Plan (EMP) and building plans.
  • The project proponent is implementing the environmental safeguards in the true spirit.
  • Any non-conformity in the project with respect to the environmental implication of the project.

CHAPTER 2

Compliance of Stipulated condition of Environmental Clearance for Buildings in Construction & Operational Phase.

PART A – SPECIFIC CONDITIONS

  1. CONSTRUCTION PHASE

1. / The Project Proponent will first obtain permission of CGWA for abstraction of ground water and only after that they will start construction. / Agreed. The treated water through private tankers is being used for the construction purpose and no abstraction of ground water is in practice.
2. / All required sanitary and hygienic measures should be in place before starting construction activities and to be maintained throughout the construction phase. / Agreed. All required sanitary and hygienic measures are being taken care with proper water and mobile toilets facilities to the construction worker due care is being taken for the safety and will be practiced further throughout the construction phase of the project.
3. / A first aid room will be provided in the project both during construction and operation phase of the project. / Agreed. First aid facility is readily available at the project site for the safety of the workers during the construction phase and is in the custody of the project in charge. The facility will be maintained even during the operation phase of the project.
4. / Adequate drinking water and sanitary facilities should be provided for construction workers at site. Provision should be made for mobile toilets. The safe disposal of waste water and solid wastes generated during the construction phase should be ensured. / Agreed. Adequate drinking water and sanitary facility is being provided for the construction workers during the construction phase. There is provision of mobile toilets in the construction site andthese are proper facility of waste water and solid waste disposal.
5. / All the topsoil excavated during construction activities should be stored for use in horticulture/landscape development within the project site. / Agreed. All the top soil from the excavation of the project is being stored at the safest secured location and will be used for the horticulture and landscaping purpose once the construction of the project is complete.
6. / Disposal of muck during construction phase should not create any adverse effect on the neighboring communities and be disposed taking the necessary precautions for general safety and health aspects of people, only in approved sites with the approval of competent authority. / Very small amount of muck was generated during the starting of the construction of the project. Due care was being taken for the safety and health aspects of the peoples.
No hazardous waste is being generated, however if it would be so then, disposal would be as per HSPCB guideline.
7. / Construction spoils, including bituminous material and other hazardous materials, must not be allowed to contaminate watercourses and the dump sites for such material must be secured so that they should not leach into the ground water. / Agreed. Construction spoils, including bituminous material and other hazardous materials was disposed off in scientific manner. Due care was being taken to have zero impact on the watercourse.
8. / Any hazardous waste generated during construction phase, should be disposed off as per applicable rules and norms with necessary approval of the Haryana State pollution Control Board. / Agreed. Since the project is a construction of group housing project thus there is nil generation of hazardous waste. However if applicable, necessary approval will be taken from the competent authority.
9. / The diesel generator sets used during construction phase should be of low sulphur diesel type and should conform to Environment (Protection) Rules prescribed for air and noise emission standards. / Agreed. Low sulphur dieselis being used to run the DG sets during power failure and it conforms to Environment (Protection) Rules prescribed for air and noise emission standards.
10. / The diesel required for operating DG sets shall be stored in underground tanks and if required, clearance from Chief Controller of Explosives shall be taken. / Agreed. Very low quantity of diesel is being required during the power failure and DG sets are being run only during the power failure. The diesel required for operating DG sets is stored /secured in such a way that no accidents, spillage and leakage is possible. Due care is being taken during the storage and transportation of the diesel.
11. / Vehicles hired for bringing construction material to the site should be in good condition and should have a pollution check certificate and should conform to applicable air and noise emission standards and should be operated only during non peak hours. / Agreed. Vehicles hired for bringing construction material to the site are new and are in good condition. Vehicles with proper pollution certificates are allowed inside the premises of the construction site.
12. / Ambient noise levels should conform to residential standards both during day and night. Incremental pollution loads on the ambient air and noise quality should be closely monitored during construction phase, so as to conform to the stipulated standards. / Agreed. Ambient noise level monitoring was carried out dated 31.03.2015 near the site office and it was found within the prescribed limit of residential standards during day and night. Incremental pollution loads on the ambient air and noise quality are closely monitored during construction phase. Water sprinklers and other specific measures are being used for reducing the pollution level in and around the construction site.Adequate measures have been taken to reduce ambient air and noise level during construction phase.
13. / Fly ash should be used as building material in the construction as per the provisions of Fly Ash Notification of September, 1999 and amended as on 27th August 2003. / Fly Ash is being used in Ready Mix Concrete as building material in the construction as per the provisions of Fly Ash Notification of September, 1999 and amended as on 27th August 2003.
14. / Ready mix concrete must be used in building construction / Ready Mix Concrete is being used for the building construction.
15. / Storm water control and its re-use as per CGWB and BIS standards for various application / Storm water is being controlled by laying proper internal drainage network within the project site as per the CGWB and BIS standards.
16. / Water demand during construction should be reduced by use of pre-mixed concrete, curing agents and other best practices referred. / Agreed. To conserve water, pre-mixed concrete, curing agents and other best practices are being followed in the project.
17. / Permission from competent authority for supply of water shall be obtained prior to construction/operation of the project. / Assurance for Water supply has been obtained from HUDA for the operation phase.
18. / Separation of grey and black water should be done by use of dual plumbing line for separation of grey and black water. / Practice of dual plumbing line is in practice for separation of grey and black water as per provision.
19. / Fixtures for showers, toilet flushing and drinking should be of low flow either by use of aerator or pressure reducing devices or sensor based control. / Agreed. Due care is being taken for reducing the daily water demand load and same will be followed during the operation phase of the project by using low water consuming equipments in flushing and other purposes.
20. / Use of glass may be reduced by up to 40% to reduce the electricity consumption and load on air conditioning. If necessary use high quality glass with special reflective coating in windows. / Same will be complied during the use of glass during the completion/operation phase of the project.
21. / Roof should meet prescribed requirement as per Energy Conservation Building Code by using appropriate thermal insulation materials to fulfill requirement. / Energy conservation measures are being adopted for roof treatment.
22. / Opaque wall should meet prescriptive requirement as per Energy Conservation Building Code which is proposed to be mandatory for all air conditioned spaces while it is aspirational for non- air conditioned spaces by use of appropriate thermal insulation material to fulfill requirement. / Energy conservation measures are being adopted for walls.
23. / The approval of the competent authority shall be obtained for structural safety of the building due to earthquake, adequacy of fire fighting equipments etc as per National Building Code including protection measures from lighting etc. If any forest land is involved in the proposed site, clearance under forest Conservation Act shall be taken from the competent Authority. / Agreed. All approvals from the competent authority have been obtained for structural safety of the building for earthquake, adequacy of fire fighting equipments etc.
The project does not involve any forest land. The project falls under the residential zone as per the master plan however NOC from forest department has been obtained.
24. / Regular supervision of the above and other measures for monitoring should be in place all through the construction phase, so as to avoid disturbance to the surroundings. / During the construction phase of the project due care is being taken for minimizing the construction effect in the surrounding area near the project site. Regular site inspection by the Environmental Monitoring team of the RDL is in practice.
25. / Under the provision of the Environmental (Protection) Act 1986, legal action shall be initiated against the project proponent if it is found that the construction of the project has been started without obtaining environmental clearance. / The Construction of the project was started after obtaining Environmental Clearance from the SEIAA Haryana.
  1. OPERATION PHASE

1. / The STP shall be installed for the treatment of the sewage generated to the prescribed standards including odour and treated effluent will be recycled to the maximum and excess treated sewer discharged in public sewer after UV treatment / For the purpose of treating waste water generated from the project there is a provisionof STP for treating entire sewage generated from the building. The treated water from the STP will be recycled and will be used for the horticulture and flushing and DG set cooling purpose.
2. / Separation of grey and black water should be done by use of dual plumbing line. Treatment of 100% gray water by decentralized treatment should be done. / Provision of dual plumbing line has been made for separation of grey and black water. Treated waste water will be used for flushing, landscaping and DG cooling.
3. / For disinfection of the treated wastewater ultraviolet radiation or ozonization should be used. / Use of UV Treatment has been proposed for disinfection of treated waste water in the STP.
4. / The solid waste generated should be properly collected and segregated. Wet garbage should be composted and dry / inert solid waste should be disposed off to the approved sites for land filling after recovering recyclable material. / Solid waste is being disposed through MCG authorized waste collector and is being disposed to the government approved disposal site. Practice of daily collection and segregation is being followed and will be practiced further.
5. / Diesel power generation sets proposed as a source of backup power for lifts, common area illumination and for domestic use should be of enclosed type and conform to rules made under the Environment (Protection) Act, 1986. The location of the DG sets should be in the basement as promised by the project proponent with appropriate stack height as per the CPCB norms. The diesel used for the DG sets should be of low sulphur contents (maximum 0.25%) / DG sets installed would be of enclosedenclosure type conforming to the rules made under EP Act 1986.
Proper stack height above the rooftop is being provided for the easy dispersion of the emissions as per the rules.
Low sulphur diesel (with maximum sulphur content of 0.25%) is in practice while running the DG sets during the power failure.
6. / Ambient Noise level should be controlled to ensure that it does not exceed the prescribed standards both within and at the boundary of the proposed Hotel complex. / Ambient Noise level at the project site during operation phase is in practice on a regular basis. Due care is being taken for maintaining minimum noise level both within and around the construction site for the welfare of the residential.
7. / The project proponent should maintain at least 30% as green cover area out of which 15% area should be used for tree plantation especially all around the periphery of the project and on the road sides preferably with local species so as to provide protection against particulate and noise. The open spaces inside the plot should be preferably landscapedand covered with vegetation / grass. / There is provision of 30 % of Landscape area in the project site and complete landscaping will be developed once the completion of the project gets over. 15 % Periphery avenue plantation is in practice for reducing the dust and noise level around the project site. The open space inside the project will be used for the grass and vegetation plantation once the construction gets over.
8. / Weep holes in the compound walls shall be provided to ensure natural drainage of rain water in the catchment area during the monsoon period. / There is provision of weep holes in the compound walls for natural drainage of rain water in the catchment area during the monsoon period.
9. / Rain water harvesting for roof run off as per plan submitted should be implemented. Before recharging the surface run, pre run off treatment must be done to remove suspended matter, oil and grease. The bore well for rain water recharging should be kept at least 5 m above the highest ground water table. / Adequate number of RWH pits will be constructed in the operational part of the building. RWH pits have been designed as per CGWB norms.
10. / The ground water level and its quality would be monitored regularly in consultation with Central Ground Water Authority. / The ground water level and its quality is being monitored on a regular basis and due care is being taken for maintaining and conserving the ground water.
11. / Traffic congestion near the entry and exit points for the road adjoining the proposed project site. Parking should be fully internalized and no public space should be utilized. / Project has proper adequate car parking space available for residential and visitors during the operation phase of the project and no traffic congestion will take place during the operation phase of the project. No public space will be utilized for parking during operation phase.
12. / A report on the energy conservation measures conforming to energy conservation norms finalized by Bureau of Energy Efficiency should be prepared incorporating details about building materials and technology, R&U Factors etc. and submit to the IA division of Environment Department, Haryana in three months time. / The report on the energy conservation measures conforming to energy conservation norms finalized by Bureau of Energy Efficiency will be prepared and the same will be submitted to the IA Division of Environment Department, Haryana.
13. / Energy conservation measures like installation of CFLs/ TFLs for lighting the areas outside the building should be integral part of the project design and should be in place before project commissioning. Used CFLs and TFLs should be properly collected and disposed off / sent for recycling as per the prevailing guidelines/rules of the regulatory authority to avoid mercury contamination. Use of solar panel should be done to maximum possible extent. / Energy efficient luminaries like CFL and LED etc is integral part of the project and are in practice and will be encouraged further during the operational phase of the project.
14. / Adequate measures should be taken to prevent odour problem from solid waste processing plant and STP / Adequate measures will be takento prevent odour problem from solid waste processing plant and STP during operation phase.
15. / The building should have adequate distance between them to allow movement of fresh air and passage of natural light, air and ventilation. / The architecture of the building has been planned to allow fresh air and natural light for the residential of the project.
16. / The solid waste generated should be properly collected and segregated as per the requirement of the MSW Rules 2000. The wet garbage should be sent for composting and dry / inert solid waste should be disposed off to the approved site for land filling after recovering recyclable materials. / Solid waste will be collected by MCG authorized collector and disposed off securely at Municipal Waste Management Facility approved by the government authority.
