Guest Presenter Bios
Maisha Giles, LMFT, LICSW, LADC, joined DHS on September 5, 2017 as the new Behavioral Health Director, providing direction and oversight to the Mental Health Division and the Alcohol and Drug Abuse Division as they move towards integration. Giles comes to DHS from NorthPoint Health and Wellness Center in Minneapolis, where she has been the Treatment Director since 2015, responsible for overseeing the administrative and clinical operation of a co-occurring treatment program, as well as managing internal and external community and agency partnerships. She first started at NorthPoint as a co-parent court navigator and then a mental health practitioner. Giles has had a wealth of experience working in the community. Giles was the health and wellness manager for Better Futures Minnesota, which treats primarily African American men with a history of serious and persistent mental illness, chronic substance use and incarceration. In addition, she worked at People Incorporated in Blaine as a mental health practitioner, and at Kaposia Incorporated in St. Paul as an employment specialist. Giles has her M.A. in Community Psychology from Metropolitan State University, and is a Licensed Marriage and Family Therapist, Independent Clinical Social Worker and Alcohol and Drug Counselor.
Katherine B. Ilten, Katie advises, litigates, and speaks on many issues arising under state and federal
laws governing health care providers, including Medicaid, Medicare, the Vulnerable Adults Act, and
licensing regulations. Katie is an effective advocate and trusted adviser to skilled nursing facilities, home
and community-based waiver service providers, medical equipment vendors, home health agencies, and
assisted living facilities as well as other licensed health professionals. Clients turn to Katie to help
unravel the complexity of state and federal regulations, and to achieve or maintain compliance with
these complicated laws. Katie often serves as outside general counsel to many of her health care
clients, who rely on her legal abilities and advice to determine the most appropriate and cost-effective
way to handle challenging business.
Claire Wilson, Assistant Commissioner for Community Supports – Community Supports includes all DHS behavioral health policy areas, including the divisions ofMental Health, Alcohol and Drug Abuse, Disability Services, Deaf and Hard of HearingServices, and Housing and Support Services. Wilson has more than two decades of experience inpublic policy and related issues.Wilson came to DHS June 13, 2016, from the Minnesota Association of Community MentalHealth Programs, where she served as executive director. In that role, she provided strategic andadministrative leadership, creating coalitions of stakeholders to advance improvements in mentalhealth. She has also served in a leadership role for the Office of the Minnesota Secretary of State,where her work included outreach to underserved communities. In addition, she was a 2013Humphrey Policy Fellow at the University of Minnesota Humphrey School of Public Affairs.
