Government As secretary of state and head of the Department for Economic
Leadership Reform, had coordinated the elaboration of the Romanian
Experience Government’s economic reform programme for 1993-1996. The programme passed the Parliament in March 1993.
Private Sector A. Home-country experience
Development
Expertise ² Coordinated the PHARE Foreign Investment Promotion for
Romanian Development Agency (RDA) and the British Know How Fund in-house Training Project for RDA staff.
² Served as project manager for development and implementation of the project entitled “Private Enterprise Development Programme” which was jointly carried out by the Washington based Center for International Private Enterprise (CIPE) and Bucharest based International Center for Entrepreneurial Studies (ICES). The project covered the period April 1994 - March 1995.
² Served as local consultant for MPR – Management, Planning & Research GmbH/Germany within the project "Export Development Programme for Romania” financed by PHARE Programme, April – June 1995.
² Local consultant for the preparation of the OECD report “Review of Romanian Privatization: 1990-1996”, presented at OECD seminar on Romanian Economic Reform Policy held in Paris, October 16-17, 1997

1985 – 1987, RESEARCH PROJECT ON THE EAST – WEST
JOINT VENTURES IN CMEA COUNTRIES, WITH A
PARTICULAR FOCUS ON THE LEGISLATIVE AND OPERATIONAL FRAMEWORK IN ROMANIA.
Coordinated the basic work group. Conducted research on the problems related to East – West joint ventures as new and exciting arena (at that time) in which to try out new ideas and constituting the beginning of the departure into future global economic partnerships. The emerging of new special legislation on joint ventures in CMEA countries during the eighties was contemplated and attempts at standardization in legislation were analyzed for all CMEA countries. The basic task of the project was to provide Western business executives with answers to most essential questions on joint possibilities that existed in Romania [Institute for World Economics, Bucharest].
1988 – 1989, RESEARCH PROJECT ON THE INTERNATIONALIZATION OF ECONOMIC ACTIVITY IN SERVICES TRANSACTIONS
Member of the analysis group. Conducted research on the theoretical understanding of the process of transnationalization of service corporations as part of the general process of the globalization of business activities. The purpose of the research was to up-date the information available in Romania at that time regarding the theories for services in foreign direct investment [Institute for World Economics, Bucharest].
1991, RESEARCH PROJECT ON THE DETERMINANTS OF FOREIGN INVESTMENT IN A TRANSITION ECONOMY
Coordinated the analysis group. Conducted research on how the main theoretical steams can be used to explain what happens with regard to the determinants of foreign direct investment in a transition economy. The major finding was that, to a greater or lesser extent, all theories admit there is some differentiation in foreign investment determinants, but mainly due to development differentiation among countries so one cannot have an acceptable explanation as to what happens with regard to FDI determinants in a transition environment [Romanian Development Agency, Bucharest].
1992 – 1993, PRIVATISATION PROJECT RESEARCH NETWORK IN EASTERN EUROPEAN COUNTRIES
Member of the Romanian team. The project was designed to provide a forum for the governments and the most proeminent researchers in Central and Eastern Europe to collect and exchange information concerning the progress of privatization in their countries. Conducted research of selected theoretical and practical issues of particular importance to the privatization process in Romania [Central European University Foundation, Prague, Czech Republic].
1997 – 1999, ACE-PHARE RESEARCH PROJECT ON TRADE AND FOREIGN DIRECT INVESTMENT IN CENTRAL AND EASTERN EUROPE: IMPACT ON PRODUCTIVITY AND INCOME DISTRIBUTION

2006 – 2008, THE EVALUATION OF RISK MANAGEMENT STRATEGIES IN ROMANIAN COMPANIES. POLICY RECOMMENDATIONS FOR COMPETITIVENESS INCREASE IN A POST-ACCESSION PERSPECTIVE (Project financed by the Romanian National Authority for Scientific Research within the Excellence Research Programme)
