  1. INTENT

The intent of this Request for Interest (RFI) is to search for qualified vendors who are capable of providing food service delivery to inmates in the custody of the Alameda County Sheriff Office (ACSO) and County employees working within the detention and correction facilities.

The County intends to release a Request for Proposal (RFP)and award a three-yearcontract (with option to renew) to the bidder(s) selected as the most responsible bidder(s) whose response conforms to the RFP and meets the County’s requirements.

Alameda County does not guarantee that a subsequent RFP will be issued. Should an RFP be issued, the terms and conditions described in this RFI are not guaranteed to remain exactly the same.

  1. SCOPE

The ACSO is responsible for the care, custody, and control of inmates incarcerated at two separate detention facilities:

  1. 550 6th Street, Oakland, CA
  2. 5325 Broder Boulevard, Dublin, CA (Primary Location)

These two facilities house up to 4,800 inmates and ACSO is required to provide three (3) meals a day to these individuals.

ACSO’s main jail facility, Santa Rita Jail, in Dublin, operates a fully functional commercial grade kitchen/production facility. This kitchen facility utilizes inmate laborto produce all meals provided to the inmate population and inmates at court service locations, within Alameda County. The meal preparation for inmates utilize a “cook-chill” food production system.

Staff members assigned to detentions and corrections are required to remain at their assigned facility for their entire shift. Due to this requirement, food services for staff meals are prepared and served on site in a staff dining room atmosphere, at the Oakland and Dublin facility.

All meals and food related services for inmates need to meet or exceed established American Correctional Association (ACA) standards. Meals and food related services for inmates must also comply and exceed minimum jail standards as described in California Minimum Jail Standards Title 15. All meal planning is required to have the approval and input of a registered dietician.

  1. VENDOR QUALIFICATION CRITERIA

Vendor minimum qualification criteria include, but are not limited, to the following:

  1. Bidder shall be regularly and continuously engaged in the business of providing institutional food services for at least five (5)years;
  2. Bidder shall provide proof of current institutional food services management experience being conducted within the State of California;
  3. Bidder shall provide proof of successful, current or past, institutional food services management and delivery services within a correctional facility with an inmate population equaling no less than 2,500 inmates or more; and
  4. Bidder shall possess all permits, licenses and professional credentials necessary to supply product and perform services as specified under this RFI.
  1. COUNTY PROVISIONS
  1. Small Local Emerging Business Program: The County is vitally interested in promoting the growth of small and emerging local businesses by means of increasing the participation of these businesses in the County’s purchase of goods and services.

As a result of the County’s commitment to advance the economic opportunities of these businesses, Bidders must meet the County’s Small and Emerging Locally Owned Business requirements in order to be considered for the contract award. These requirements can be found online at:

A small business is defined by the United States Small Business Administration (SBA) as having no more than the number of employees or average annual gross receipts over the last three (3) years required per SBA standards based on the small business's appropriate NAICS code.

An emerging business is defined by the County as having either annual gross receipts of less than one-half (1/2) that of a small business OR having less than one-half (1/2) the number of employees AND that has been in business less than five (5) years.
