Mayor Hansen called to order Regular Cornish Town Council meeting June 2, 2016 at 7:00 p.m.

Attendance: Joe Hansen, Mayor, Brad Fisher, Max Pierce, Betty Jo Black, Teresa Brooks

Absent: none.

Citizens: Dale Buxton, Lena Leak

Staff Report: We could use another printer there are issues with the printer and we almost out of ink now.

Minutes:

Mayor Hansen entertained a motion to approve the minutes as corrected. Fisher made a motion. Pierce seconded.

Fisher made a motion to close the regular Cornish Town Council meeting and move to the public hearing for the Cache water district.

Brooks made a motion to adjourn the public hearing and move to the regular council meeting. Fisher seconded.

Pierce - in order for it to pass, people will need to discuss the Cache water district to understand. Pierce gave out fliers to pass out. If it gets formed everyone needs to be involved in the Cache water district to protect the water we have. The eleven was decided in the meeting last July for the Cache water district. Ten are elected and one will be appointed from agriculture. The appointed member from agriculture will be appointed from the County executive.

Water Rates – We will charge the install price for meters based on size. The base meter price has to be the same based on State Law. The usage can be charged at various rates based on usage. At of all cities and Towns I reviewed in Utah no one else is using a 5/8 inch meter. The 5/8 inch meter is a higher maintenance meter. There is a study at Utah State University based on the 5/8 inch meter vs. 3/4 inch meter. Our water ordinance states the we will go to one inch meters. We will replace meters as they break down with a one inch meter. Logan City has different rates based on meter size and usage based on family type. We may need to talk to a Lawyer and make sure our Ordinance is correct.

Budget - the proposed budget numbers will be going before the hearing next meeting. Council review and bring discussions for higher budgets next meeting. The budget shows the B&C road funds received.

Citizen’s Report:

Debbie will be taking care of watering the park. She would like three or four pipes to water the park. We have not replaced the broken pipes at the park.

Council Reports:

Roads: Delineators will be put this weekend.

Planning and Zoning – Joint meeting next week.

Parks: we did not get an award for RAPZ this time. Brooks will check with the County if the money was reinstated for our past RAPZ. We could charge for restroom use like Europe.

Dale Buxton – there are a few trees that need to be removed.

Water: nothing additional

Mayor's Report: 24th of July celebration. We would get more attendance on Monday with the holiday. We will hold it on the July 25th at six or seven. We could check into caterer options for the 24th celebration.

Bills:

Lee Black replaced Naegle meter for $595.00.

Mayor Hansen entertained a motion pay the bills as presented. Brooks made the motion to pay the bills as amended. Black seconded.
