Minutes - YARRA BOWLS REGION INC

7 November 2011 held at Yarra Valley Country Club at 7.30 pm

1)  Welcome - President Limosani welcomed delegates and introduced the office bearers

2)  Purpose of the meeting

a)  To update club delegates on happenings within the region

b)  Notification of the meeting sent via email 26 October

3)  Directors & Committees

a)  Director’s vacancy x 2 – we’ll carry the vacancies this year but ideally all positions should eb filled with all directors performing a role

b)  Club support committee not operational

c)  Sponsorship / media committee not operational

4)  Update on portfolios

a)  Greens – Graham Howard not able to attend

i)  Greens inspector’s seminar – September 2011

ii)  Inspections completed – reports to clubs

iii)  Russell spoke about how Graham Howard recruited inspectors and the requirements of the inspection process

b)  Match Committee

i)  Region events calendar distributed June 2011.

ii)  Region events – entry forms submitted, collated and details to Match Committee, who then conduct the respective draws and email details to player’s clubs and host clubs

iii)  Men’s Fours event starts this Sunday and Ladies’ Fours on Monday.

iv)  Men’s triples won by N McIntyre with L Aiello and M Cipolla.

v)  Ladies triple won by L Chittenden with B Jamieson and C Thistlethwaithe

vi)  Men’s 60+ singles won by R Sharp

vii)  Ladies 60+ singles won by B O’Donnell

viii) Meredith Norton appointed as a Ladies State Selector

ix)  Trials for Vic Men’s Regional Sides Championships conducted 16/10/2011. Invitations to certain players for a second trial on 9/11/2011. The draw for the event has been released and Yarra will play Wimmera, Strzelecki and Geelong.

x)  Region shirts (men & women) courtesy of U Design Sportswear. Caps and bucket hats will also be purchased

c)  Umpires

i)  Umpires & Measuring seminar held on 24 July 2011

ii)  Umpires course - 4 x 2 hour tutorials, 2 hour exam for 10 applicants – new or reaccreditations. The following can now officiate: G Carroll, G Corner, K Dougherty, G Dunstone, D Grace, J Irvine, M Limosani, B McArthur, D Ratcliffe and R Vaughan.

iii)  G Everly, B Gilham and L Crimmins assisted in the process, with F Whillans taking care of the measurement activities.

iv)  Thanks to Yarra Valley, Ivanhoe and Bundoora for access to their facilities to conduct the tutorials.

v)  Region forwards details to Bowls Victoria – then to Bowls Australia – who then issue the official cards

vi)  John Roberts read out a list of umpires who have had accreditation expire: N Hart, L Jones, K Leon, B Manifold, R Masters, S McDonald, J mydlar, D Poole and R Sobey. Please email john () should these people wish to be included in the next session – likely to occur February / March 2012.

vii)  Diamond Creek asked if umpires can gain experience at State Events. The answer is yes, but need to understand the process first. Clubs identify events they are prepared to host. Bowlers submit an entry for the event. Entries submitted to the secretary, which are then forwarded to the Match committee after the respective closing dates. Match committee determines the number of greens and rinks necessary for the event. Clubs are allocated all or portion of the event. Clubs are required to provide a manager and umpire for the day.

viii) There has been no changes to the time that pennant matches must be concluded by, where the match has been interrupted by inclement weather

d)  Treasurer (Owens)

i)  Transfer of funds have been received from other groups / districts, in respect of clubs that have formed the Yarra Bowls Region

ii)  Bendigo Bank – accounts opened and sponsorship received. Bank balance $13000 approx

iii)  Region levies – invoices distributed – many have paid some still outstanding.

iv)  Clubs to be invoiced for region event entries - prefer direct credit to our account

v)  Bowlers should be encouraged to participate in region events

vi)  All winners and runners up to receive cash prizes

e)  Secretary (Russell)

i)  AGM held June 2011 – region operational since 1 July.

ii)  Region executive has met three times

iii)  Held Presidents & Secretaries night – to improve communication

iv)  Generally email is being sent to all club contact officers, secretaries, delegates and region directors – apologies fro cross posting. 900 emails (in & out)

v)  Pennant cancellations – Check Bowls Vic website for cancellations on Saturdays due to extreme weather conditions or SEN news bulletins on the hour.

vi)  Requests for attendance at functions should be forwarded / emailed to the secretary

5)  General business

a)  Betty Collins day – select 5 a side North Balwyn Bowls Club to be held on Saturday, 24 March & Sunday, 25 March 2012. Sides entry $165. Region will request clubs to nominate players for a trial. Note this is a women’s only event

b)  Next Region executive meeting – 28 November 2011,

c)  Region delegates meetings – 12 March 2012 – consider date change.

d)  MCC submitted an application to transfer to the Sandbelt Region. The Executive considered their submission but did not endorse their application.

e)  School pennant competition – details on the Bowls Vic website

f)  Hurstbridge submitted a proposal – to remove the 25% reduction in score where there are only 3 players in a side instead of 4; and restrict each bowler to playing 2 bowls – effectively 6 bowls per side against 8. Hurstbridge feel the 25% penalty to be demoralising after the efforts on the day and would prefer to take their chances with 6 bowls instead of 8. Subsequent discussion among delegates – some for and against. One delegate spoke that the scoring reduction applied only to 25% of your good bowls – whereas the alternative was to reduce 25% of the number of your bowls played – good and not so good. RVBA Yarra Group wrote to Bowls Victoria (2/4/2009) on this topic indicating that a number of older players may not be physically capable of playing 3 bowls per end. Footnote: This would involve a rule change, and email contact with Mark Cowan (Bowls Australia – senior technical official) has this topic on the list of things to consider at World Bowls Council.

g)  Super Vets badges – new version is a much smaller size. Footnote: Super Vets badge is being redone

h)  Bowls Vic Logo in death notices – image doesn’t appear correctly. Footnote: Logo being reviewed
