Aim of the meeting:
The local and regional authorities play a key role in meeting the Copenhagen criteria and ensuring the implementation of the EU acquis. Since they are placed closely to the citizens, local and regional authorities can also make an important contribution to communicating enlargement. In order to increase the capacity of regional and local governments to prepare for EU accession Local Administration Facility organises awareness raising events.
The fight against corruption is a priority for the European Union in the Enlargement process and series. The LAF event will focus on the elected representatives of the municipalities as well as the civil servants dealing on the daily basis with regulations at the area of fight against corruption.
Next to general information about the functioning and decision-making of the EU this study tour will also cover the EU anticorruption policy rules:
  • Commission Decision of 28 September 2011 setting up the Group of Experts on Corruption [OJ C 286 of 30.9.2011]
  • Council Decision 2008/852/JHA of 24 October 2008 on a contact-point network against corruption
  • Communication from the Commission to the European Parliament, the Council and the European Economic and Social Committee of 6 June 2011 – Fighting corruption in the EU - COM (2011) 308 final
  • Report from the Commission to the Council of 6 June 2011 on the modalities of European Union participation in the Council of Europe Group of States against Corruption (GRECO) - COM (2011) 307 final
This study tour will be organised in cooperation with the Committee of the Regions (CoR). The participants will have the opportunity to meet with the staff/ the members of the CoR.
The target audience of 35-40 participants will consist of elected representatives and senior administrative staff from municipalities (5 to 7 participants per beneficiary). The participants will be selected by the EU Delegations / EU Office in Pristina.
