COCURRICULAR AND EXTRACURRICULAR GUIDELINES

The following is a list of some of the Klein ISD’s major expectations of its cocurricular and extracurricular staff members in academic contests, athletics, cheerleading, drama, drill team, music, speech, and in the various other programs that are designed to provide a full range of educational experiences for our students.

1.Classroom academic assignments come first.

2.Winning is always the goal in any contest, but it is not the most significant aspect of the Klein ISD’s cocurricular and extracurricular programs.

3.Proper sportsmanship must be exhibited at all times. Positive guidance is necessary in helping our participants to understand that such things as “breaks”, “luck”, and “calls” by competition officials/referees can go “either way” and regardless of what happens, everyone must continue to function within the rules.

4.Participants should be complimented on their performance when it is justified.

5.Sarcasm and a demeaning attitude toward the students will not be tolerated.

6.There are no instances in which any coach/director/sponsor may use profanity toward his/her students or allow them to be subject to any verbal or physical abuse, which includes hazing.

7.Errors by the students can be expected and should be treated in a professional manner by the coach/director/sponsor.

8.Behavior of the coach/director/sponsor toward the participants during practice sessions and contests must be reasonable and appropriate.

9.Each coach/director/sponsor must be familiar with the process of human growth and development to the extent that individual differences in a student’s rate of progress, stamina and physical conditioning are respected in both the practice sessions and in the contest.

10.Tryout activities for athletic teams, drama productions, and for all other student groups should be of sufficient duration and scope that the student will feel as if she/he had a reasonable chance to display the skills sufficient to be selected for participation.

11.Each teacher employed by the KISD for a cocurricular or extracurricular assignment must be fully knowledgeable of the KISD’s departmental guidelines, applicable policies of the Board of Trustees, and administrative directives.

12.Each staff member must be aware of the role of the University Interscholastic League (UIL) and any other appropriate governing body and be knowledgeable of the eligibility rules.

13.Each high school head coach/director/sponsor must take responsibility for advising and guiding the parent booster group in consultation with the school principal.

14.Each head coach/director/sponsor must be actively involved in planning and conducting the end of season banquets or recognition programs.

15.Each head coach/director/sponsor must be aware of the budget, inventory, and purchasing process of the Klein ISD.

16.Each coach/director/sponsor is responsible for the KISD facilities that he/she utilizes and must exercise the proper degree of responsibility for security and student and spectator safety at all times.

17.Recruiting a student/family from one attendance zone to another, or encouraging students to refrain from participating in another sport or school activity will not be allowed.

18.All coaches/directors/sponsors must be aware of the importance of communication between themselves and the parents. Teamwork between the parents and the school district must be apparent in all areas.

Each of the statements above must be provided to the coaches/sponsors/directors by the appropriate supervisor prior to the beginning of each academic year and must be included in any administrative manuals or handbooks that are distributed.

SECTION I - GENERAL INFORMATION STAFF

A.EMPLOYMENT OF STAFF MEMBERS:

Normal procedure is for staff members to be hired through the office of the superintendent after consultation and recommendation of the director of athletics and building principal.

All appointments are for ten months (187 days). Coaches will be expected to report at such a date as to allow ample preparation before the school year begins. Each coach is expected to secure all equipment and facilities at the end of the school year.

B.TERMINATION OF EMPLOYMENT:

Coaches who have signed a contract will not be recommended for release from their contract to take a job with another school district after the state established date or until a suitable replacement can be found.

C.SALARY:

The salary scale is approved and adopted by the board of trustees. Copies of said schedule are on file in the director of athletics’ office. Any deviation from this schedule must be approved by the director of athletics and recommended to the superintendent of schools for his approval.

Coaches are paid a stipend for each sport. This is added to the teachers’ salary. This total salary is then divided by 187 to give a daily rate for all teachers and/or coaches. At the time of resignation, if the coach has completed 100 days of their teachers contract, they will be paid their daily rate times 100. It does not matter if they have completed all or none of their assigned coaching duties.

Though specific assignments for sports will be made and stipends for each sport paid accordingly; a coaches duties are not limited to the length of his or her sports season. The coach will be expected to perform duties as assigned by the principal, director of athletics or campus athletic director as they deem necessary for the function of the schools sports programs.

EXAMPLE:

Off-season programs; though outside the sports season, are a vital part of our programs and need the same attention given to a specific sport.

D.SICK LEAVE BENEFITS:

All department members shall receive the regular sick leave benefits as prescribed in the school policy handbook for classroom teachers.

E.CLASS LOADS:

All building principals will assign class loads. Consideration will be given to the coaching assignment, class level and subjects taught.

F.GRADE FOR ATHLETICS:

All coaches should be as careful as possible to see to it that all students participating in athletics get a grade and it is recorded in the registrars' office.

NOTE:Athletes grades cannot be effected by after school participation or performance.

G.CLASS ATTENDANCE:

All staff members will be expected to meet every class for which they are scheduled and keep that class for the length of time specified. It is imperative that the instructor be on time. Athletic coaches should never be late for a practice and should be the last one to leave the facility unless it is an exceptional circumstance.

H.STAFF MEETINGS:

It is anticipated that staff meetings will be held on a regular basis during the school year. Many upcoming things can be discussed and questions answered so that anticipated problems can be handled prior to their actually happening. A time will be selected when it would normally be convenient for all members to attend. Please do not be late. The high school assistant athletic director and athletic department head will be responsible for covering areas of importance that are necessary to operate efficiently. At the intermediate level, the campus coordinator will be responsible for the correspondence of the above.

I.COACHES' CONDUCT:

A coach's conduct should be unquestionable at all times. Loyalty is expected from each member of the coaching staff toward all fellow coaches. Behavior such as bickering and jealousy among staff members will not help us in our jobs of developing young people, to become model citizens through our program. Any misunderstanding should be discussed in privacy. If it cannot be worked out between the parties involved, it should be discussed with the campus athletic director. Coaches will be expected not to carry their gripes within the department to people in the community or to other faculty members.

All coaches shall stress sportsmanship at all times. This would include activities before, after or during the contest in regard to opposing players, coaches and officials. The players are only young boys and girls who need proper guidance. The coaches are fellow members of our profession.

The officials are agreed upon before the contest starts. Let us consider all of these. Coaches should not discuss calls with an official in a game that does not directly involve his/her team. The coach in charge of the team involved will be responsible for the behavior of the players, coaches and parents toward officials.

The KleinIndependentSchool District strongly endorses the COPE program and its’ intensions by the UIL. Therefore, each Klein ISD Coach must inform his or her immediate supervisor the next school day after a contest if he or she was ejected from that contest for unsportsmanlike actions or, in football, if he was given three 15yard unsportsmanlike penalties during one contest, that such conduct requires automatic penalty. All Klein ISD coaches new to the district must be COPE certified in their first year of employment.

Coaches and Officials
Positive Expectations

As required by Section 1208 of the UIL Constitution and Contest Rules, all coaches and officials shall attend a COPE meeting prior to their sport season.

Section 1208:ATHLETIC REGULATIONS

(i)UIL COACHES AND OFFICIALS POSITIVE EXPECTATIONS MEETING (COPE) AND REGISTRATION.

(1)Coaches and Officials Required to Register with UIL and Attend Meetings.

(A)All officials and first-year coaches and coaches ejected from a contest the previous school year in baseball, basketball, football, soccer, softball, and volleyball shall attend a joint COPE meeting prescribed by the UIL prior to their sport season. A coach may attend these meetings or a seminar (based on COPE material) conducted by the head coach or the athletic director/coordinator.

(B)The names of coaches and officials who register and attend will be placed on a registration list which will be forwarded to the UIL office or the TASO, or placed on file at the local school. This information will be provided by the local officiating chapters and other groups who hold these meetings.

(2)Failure to Register. If a first year coach or a coach who was ejected the previous year is ejected, that coach shall automatically be suspended from the next game/contest unless they have proof of being registered.

(3)Loss of Registration. Coaches who are ejected from games must complete the registration process before the next season.

(j)MINIMUM PENALTY FOR MISCONDUCT.

(1)Automatic Minimum Penalty. Any coach who is ejected from a contest for unsportsmanlike conduct, or any football coach who is given three or more 15-yard unsportsmanlike penalties during a contest, is automatically penalized unless the superintendent or designee appeals the penalty to the State Executive Committee.

(A)Coaches may accept the automatic penalty, public reprimand (name will be published once in the Leaguer) and one year's probation in the applicable sport.

(B)Coaches may accept the alternate penalty of reprimand (name will not be published in the Leaguer), one year's probation in the applicable sport, and suspension from the next regularly scheduled contest.

(C)Coaches may appeal the penalty to the State Executive Committee (the State Executive Committee may revoke the penalty, uphold the penalty, or assess a greater penalty).

(D)Coaches who do not notify the UIL office within three school days indicating their preference will be assessed the automatic penalty.

(E)First Year Coaches and Coaches Who Were Ejected The Previous School Year Who Have Not Attended a COPE Meeting. First year coaches and coaches who were ejected the previous school year who have not attended a COPE meeting shall contact the UIL office within three school days of the violation, indicating which of the following options they prefer:

(i) Coaches may accept the automatic penalty, public reprimand (name will be published in the Leaguer for one year), one year's probation in the applicable sport, and suspension from the next regularly scheduled contest.

(ii)Coaches may appeal the penalty to the State Executive Committee (the State Executive Committee may revoke the penalty, uphold the penalty, or assess a greater penalty.)

(iii)Coaches who do not notify the UIL office within three school days indicating their intent to appeal will be assessed the automatic penalty.

(2)Automatic Greater Penalty. If a coach so penalized has no proof of having attended a joint rules meeting prior to the sports season, that coach shall also be automatically suspended from the next game/contest.

(3)Subsequent Violations. Any further ejection or accumulation of three 15-yard unsportsmanlike penalties during a football game, while on probation, will require the coach to appear before the State Executive Committee for consideration of penalty.

(4)Notification. Schools must notify the UIL within three school days if a coach has been ejected from a game or received three 15-yard unsportsmanlike penalties.

Re:Prayer at Football Games (Reminder)

On June 19, 2000, the United States Supreme Court overturned a school district’s policy allowing students to recite prayers over the public address system at football games, holding that the policy violated the Establishment Clause of the United States Constitution. The Supreme Court upheld the lower court’s decision, stating “Thepolicy is invalid on its face because it establishes an improper majoritarian election on religion, and unquestionably has the purpose and creates the perception of encouraging the delivery of prayer at a series of important school events.”

Accordingly, the Klein ISD will not permit school-sponsored prayer at football games.

J.INQUIRIES, COMPLAINTS, AND APPEALS BY EMPLOYEES:

The policy that follows will be provided to all staff members at the time of employment and annually each year thereafter.

In the event that an employee is dissatisfied with administrative practices and decisions, a Board of Trustees' policy, or the Texas Teacher Appraisal System, he/she should discuss the topic, problem, or complaint with his/her supervising administrator within seven (7) days of the date that the problem/incident first occurred. An employee may choose to present the matter individually at the informal or the grievance level, through any other representative of his or her choice that does not claim the right to strike, or through an attorney. The preceding does not prohibit a supervisor from initiating and holding a private discussion with an employee regarding jobrelated matters at any time that it may be needed.

1.If a resolution is not reached, at each step of the process it is the responsibility of the employee to appeal to the next level within seven (7) days of the acknowledgment in kind from the administrator. It is the duty of the administrator to respond in kind to the employee within five (5) days.

Upon inquiry, the employee will be provided with the names of those administrators who are at each step in the appeals process. The request for names can be directed to the supervising administrator or to the superintendent of schools.
