I have one more item (SD Opportunity Scholarship) that needs to go on your agendas. When is your next call & when are you sending out agendas?

Here’s the gist of the request but does it make sense?

Good Morning everyone -

Thank you for all the attention you have given to reporting the SD Opportunity Scholars in the past few weeks. The Opportunity Scholarship is a very political, high visibility item. Because of this, the legislature and Executive Board staff will be requesting reports in the future.

Below are the issues that arose during the last few weeks:

1.  The K-12 system reports a unit as 1 year. The SD Regental system reports a unit as 1 semester.

2.  The SD Regental system only records 7 requirements in Colleague. The K-12 system instructs on more than 7 subjects.

3.  The SD Regental system procedures state “For each entry, enter the number of Semester Units the applicant has completed or will complete within the next term(s) in this subject area.”

#3 above does not imply that only the minimum should be recorded. It implies ALL the units the applicant has completed or will complete should be recorded. This is the area that still needs resolution. As you can see by the table below, two universities are recording ALL units in the 7 subject areas and the rest of the universities are recording the minimums required for the SD Opportunity Scholarship.

In order for statistical analysis to occur accurately, all the universities need to consistently record ALL the units in the 7 subject areas the applicants complete - SDOS applicants as well as all other applicants. The Executive Board staff has requested that ALL the units be recorded for these scholars as well as applicants in the future.

According to http://legis.state.sd.us/rules/rules/2440.htm#24:40:13:02, the requirements for the SD Opportunity Scholarship are below. These are all subject to being reported on and should be accurate at the time of census day reporting for the extract.

24:40:13:02. Initial eligibility requirements. In order to be eligible to receive a South Dakota Opportunity Scholarship, a student must:

(1) Be graduated from high school with a cumulative average grade of "B" (3.0 on a 4.0 scale), or greater, for all work attempted;

(2) Be a resident of South Dakota at the time of graduation from high school;

(3) Take the test administered by the American College Testing Program (ACT) or the Scholastic Assessment Test (SAT) before being graduated from high school;

(4) Receive a composite score on the ACT of at least 24 or a combined verbal and mathematics score on the SAT of at least 1070;

(5) Complete the required number of high school courses in the following subjects:

Please discuss in your module areas a reasonable time frame to complete the data entry necessary to record all the HS units for the F04 Opportunity Scholars. Also discuss recording ALL requirements the applicants have completed or will complete for ALL applicants beginning with the F04 term.
