CIRCULAR

Sub : Empowerment of Artisans in SFURTI programme

The “Scheme of Fund for Regeneration of Traditional Industries (SFURTI)” is implemented by KVIC in 79 clusters (29 Khadi and 50 Village Industries) aiming all-round development of beneficiary artisans associated with the clusters. In this mission, cluster activities are to be implemented more effectively to empower the rural artisans. The Cluster Development Program is designed to make the traditional industries more competitive, market driven, productive, profitable, sustainable employment to traditional industry artisans and rural entrepreneurs and thereby to improve the earning capacity of artisans.

1. Enrollment of Artisans: As per the OM no.G-20014/2004-KVI dated 03-10-2005 of the Ministry of ARI, Govt. of India, approval for cluster under SFURTI has concurred on minimum coverage of 500 artisans in non NE States and 250 in NE states. Being the stake holder, each artisan of the cluster shall be assigned a distinct Artisan Enrolment Number (AEN), which will help to maintain transparent and web enabled monitoring of records for the artisans receiving benefits under the scheme in future. Theday-to-day output and earning should be recorded in a pass book (as is maintained in case of Khadi artisans) for all the K&VI SFURTI clusters. The Cluster Development Executive (CDE)and IA shall collect all required data, collate, up-load and maintain as per the proforma placed at Annexure-I.

2.Involving Artisans in Cluster Development:In line with the directives of the Scheme Steering Committee(SSC), onepercent of Artisan representation among the Cluster Development Coordination Group(CDCG) and in the Cluster Level Purchase Committee be nominated and maintained(as per guidelines issued vide circular No. SFURTI/Policy/6502/2007-08 dated 07-01-2008) and to involve them in the development process of the cluster.

3.Social Security to Artisans: Artisans being stake holders and prime beneficiaries of the cluster activities under SFURTI, their confidence has to be enhanced and trust building activities are to be taken up. All the artisans enrolled in the cluster shall be extended with the insurance benefits and their children with educational scholarships under Janashree Bima Yojana, as per the existing guidelines/norms in the KVI sector.

4.Providing Work-Shed to Artisans : "Work-shed scheme for Khadi Artisans" notified by KVIC vide Circular no. DKC/work-shed scheme/2008-09 dated 06-06-2008 shall be taken up in covering the artisans of SFURTI Scheme.In case of V.I. clusters, as per the DSR provisions, the IA has to ensure such assistance under relevant schemes implemented by Central/State Govt.agencies, Nationalised Banks or National Housing Bank (eg. work-shed cum housing of artisans).

5.Working Capital to Artisans and Credit Facilities:Under SFURTI scheme, necessary pooling of Working Capital has been met from the banking channel. To facilitate sufficient flow of credit, the Cluster IA has to ensure formation of Self Help Groups (SHGs) of the artisans in the cluster, helping them to raise their own capital and linking them with banks associated with the cluster for mobilization of required working capital for the group. The CDE with the support of CDCG Chairman and their members should take the lead for facilitation. Further IA may moot proposals with Local self Govt. institutions (Panchayat raj) for providing working capital support(eg: "Pavalavaddi Scheme" implemented by Govt. of Andhra Pradesh, State Govt. of Rajastan providing fund for cotton purchase, etc).IAs may approach the concerned Nodal Bank for Working Capital needs (circulated vide SFURTI/WC/BC/3075/2008-09 dated 14-10-2008).

Many banks have started providing the Artisan Credit Card to meet their Working Capital requirement. The IAs of the clusters have to arrange enrollment of all artisans under Artisan Credit Card Scheme to the bank associated with the Clusters for ease fund flow.

6. Replacement of tools and equipments:Artisans ofvillage industries such as wood carving, bamboo crafts, beekeeping, fibre clusters, etc., are often using traditional tools and equipments, which are not well equipped to deliver the desired out put and convenience. The tool kits of artisans are to be designed considering their local conditions, actual requirements and needs. These are to be improved for better productivity, quality and increased earnings. The assistance of MGIRI, Wardha, IITs, listed Technical interfaceorother similar Technical Institutes may be associated with the task.

Provision for replacement of tools and equipments with a subsidy of 75% is available for Khadi Clusters. IAs have to transfer the ownership rights of Khadi implements received through SFURTI scheme to the artisans ensuring that he/she should not misuse the implement and cost of implements should be charged neither to the artisan nor in the cost of Khadi Production. The ownership right to artisans should be rendered through an arrangement.

7. Convergence with Existing Schemes:SFURTI takes a holistic approach on cluster development; the IAshould be open in dovetailing with on going schemes/program. (Example: Housing and pension schemes of State Govt., Convergence with Local Self Govt. schemes, MP/MLA assistance etc. to be arranged for better infrastructure, healthy and hygienic working environment (lavatories) etc. (Introduction of solarlighting systems in remote rural areas through linkage of special projects of Ministry of New and Renewable Energy etc).

The above mechanisms are placed for strict compliance of the Implementing Agencies and Cluster Development Executives under close supervision and monitoring of concerned Nodal Officer, Technical Agency and State/ Divisional Director KVIC. The progress achieved in each aspect by every cluster will be monitored regularly.
