Job Purpose:
1.  To drive down the amount of litter and dumped waste on Brent’s streets and private land by carrying out waste enforcement activity using the relevant provisions of the Environmental Protection Act 1990, London Local Authorities Act 2000, and the Highways Act 1980, and any other appropriate legislation.
2.  To be directed by a work programme on all on relevant enforcement activity, providing advice and assistance to customers regarding their obligations under relevant legislation, and taking enforcement action in accordance with council policies and procedure for breaches of legislation.
3.  To provide a reassuring uniformed presence, patrolling public space and taking enforcement action to address antisocial behaviour issues and environmental crime including dog fouling and littering. This will include;
a)  Undertaking targeted litter / dog control patrols in all open areas including parks , recreation areas and areas covered by Dog Control Orders and Public Spaces Protection Orders;
b)  Contributing to ad hoc Police and Community Safety events and initiatives.
c)  Contributing to ad hoc highways, licencing, noise and other enforcement actives as directed from time to time.
Principal Accountabilities and Responsibilities:
1.  Make a positive contribution to the delivery of the service, working flexibly and positively to achieve the objectives of the council.
2.  To carry out regular uniformed patrols, on foot, bicycle or motor vehicle, deterring vandalism, public nuisance, littering and other forms of anti-social behaviour and liaising with the Police and other relevant local agencies.
3.  To patrol the Borough in accordance with the enforcement rota and schedule, and any specific directives in effect at that time, serving fixed penalty notices relating to a variety of low level offences including littering, dog fouling, graffiti, abandoned cars, nuisance parking, etc.
4.  To act as a professional witness and appear in court and at inquiries as may be required.
5.  To maintain records in an effective and professional manner so as to comply with the Police and Criminal Evidence Act, adequately supporting successful legal proceedings; allowing completion of statistical returns, etc.
6.  To encourage residents to take responsibility for reporting anti-social behaviour and to ensure, whenever possible, action is taken when such matters are reported.
7.  To work to an agreed rota and to work additional hours as agreed with your line manager and in accordance with the Councils policy.
8.  To support other Council services by providing stewarding and other services at community/ public events as required
9.  To operate hand-held electronic notice processing equipment.
10.  To maintain a notebook of patrol routes, daily conditions and additional circumstances in relation to FPN issues not otherwise recorded on the electronic equipment.
11.  Attend specific events or incidents, as directed by the Enviro-Crime Patrol Supervisor.
12.  To compile written reports for court as necessary, and attend CCTV viewings, and court hearings as and when required to verify the evidence of a FPN.
13.  Assist the public generally by providing advice on littering matters, to build and maintain a friendly, approachable and professional presence within the local communities and businesses.
14.  Undertake ‘ad-hoc’ duties associated with environmental enforcement. These may include participating in covert operations as directed, attending evening community meetings providing a contact point to the local community and businesses, whilst promoting the Councils vision of a cleaner and more pleasant environment.
15.  To be a constructive member of the Environmental Improvement Team, working with other members of the team on projects, sharing ideas and information.

19.  Duties will inevitably develop and change as the work of the Council changes to meet the needs of our customers. Employees should therefore expect periodic variations to job descriptions and the Council retains this right.

Additional requirements
21.  To travel around the Borough as required.
22.  To work regular weekends, evenings and early mornings as required to meet the needs of the services.
23.  To work flexibly and positively to achieve the objectives of the Council and undertake any other duties as and when required.

Person Specification
Job Knowledge, Skills & Experience:
Specify the qualifications, experience, skills and abilities required.

Knowledge and Qualifications:
·  Knowledge of customer care principles
·  Basic knowledge of Health and Safety principles
·  IT literate, in particular handheld computers/digital cameras/body worn cameras
·  G.C.S.E Maths and English or equivalent
·  NVQ in Customer Services or equivalent
·  Full Driving Licence
·  Knowledge of relevant legislative controls and enforcement tools and their legal basis; together with their proper practical implementation.
·  Knowledge of the principles of risk assessment and control, and its proper practical implementation.
·  Knowledge and understanding of regulatory processes, including court procedures
Experience:
·  Experience in an enforcement role
·  Experience of detection and reporting of offences.
·  Court procedures and giving evidence
·  Previous experience in dealing with the public- particularly in sensitive situations.
·  Previous experience in dealing with conflict
·  Knowledge of relevant legislation- including an understanding of the Police and Criminal Evidence Act 1984, and how to apply legislation in line with the Enforcement Concordat.
