TRAFFIC TECHNICAL ADVISORY COMMITTEE MINUTES

Commissioner Williamscalled the meeting to order at 4:00 PM.

  1. Approved Minutes from April 2nd Meeting
  2. 6th Avenue North Crosswalk by St. Mary’s Cathedral

St. Mary’s has requested two new crosswalks and to restripe a third across 6th Avenue North between Roberts and 7th Street North. The church recently acquired and improved the lot directly to the south of the church for overflow parking. Given the increased pedestrian crossings of 6th Avenue North the church wants the two new crosswalks and the restriping of an existing crosswalk to help facilitate the safe crossing for these pedestrians. The crosswalks will be paid for privately and installed by NorthStar Safety. April brought up the concern with having too many crosswalks on one block. There is a fence around the parking lot that does not allow easy access for pedestrians to cross at 7th Street. Jeremy motioned to install new striping for two new crosswalks and to restripe the existing crosswalk with the city installing and maintaining the signs and the church paying for and maintaining the striping. The motion passed.

  1. Flashing Yellow Arrow Update

Last year this committee discussed the flashing yellow arrow (FYA) concept at the April Meeting. Jeremy now is seeking this committee’s recommendation to bring it to the City Commission for approval for the following locations:

  • Northbound left turn on University Drive @ 13th Avenue South
  • North and Southbound left turns on University Drive @ 25th Avenue South
  • East and Westbound on 13th Avenue South @ 25th Street
  • North and Southbound left turns on 45th Street @ 9th, 23rd, and 40th Avenues South
  • North and Southbound left turns on 45th Street @ Amber Valley Parkway

Utilizing FYAs gives more flexibility in the timing of signals and will improve corridor coordination reducing travel times. The committee approved of retrofitting the locations above with FYAs and will forward their recommendation to the City Commission.
