At 6:00 Mayor Manncalled the regular meeting to order.

TREASURER’S REPORT: Mayor Mannpresented the August 2017Treasurer’s report and the Annual Treasurer’s report. Trustee Hamilton made a motion to accept thereports as presented to the board.Trustee Patterson seconded the motion. Vote taken, motion carries. Roll call –Branson – Aye, Hamilton – Aye, Holloway – Aye, Mann – Aye, McCann – Aye, Patterson – Aye, Nay – 0.

APPROVAL OF MINUTES: Mayor Mann presented the August 10th, 2017 Regular Board Meeting Minutes to the board for approval. TrusteePatterson made a motion to approve the Regular Meeting minutes as presented to the board. Trustee Hollowayseconded it.All favored, motion carried.

APPROVAL OF PAYMENTS: Mayor Mannpresented the unpaid bills to the board for approval.TrusteeHollowaymade a motion to accept the unpaid bills as presented to the board. Trustee Pattersonseconded it. Vote taken, motion carries. Roll call –Branson – Aye, Hamilton- Aye, Holloway – Aye,Mann – Aye, McCann – Aye, Patterson – Aye. Nay – 0.

VISITORS: No Visitors.

OLD BUSINESS: Treasurer Lewis asked for an 8 hour a week salary instead of turning in a time sheet. The board approved. Clerk Glynn asked for 4 more hours per week due to coming in on nonscheduled days to work on Water Billing. The board approved.

Trustee Mann stated that the Annual Senior Citizens Dinner held on August 19thwas a great success;there were 46 seniors in attendance which was more than we had last year. Trustee Patterson stated that Trustee Mann donates the decorations each year for the event and thanked her.

Mayor Mann asked about the Illinois Codification. Attorney Rabin stated that Clerk Glynn dropped off a copy of the Codification to him last week and he asked the board to table the projectfor the next board meeting he attends; by then he will have a full report for the board. The board agreed.

Mayor Mann read Attorney Rabin’s report on the IDNR license agreement(Sangamon Valley Trail) and the $500.00 fee for a period of 5 years. The agreement appears to be in relation to an 8ft public water line that lies beneath the Sangamon Valley Trail. The Attorney recommends we approve the license and pay the annual fee. Trustee Patterson made a motion to approve the License Agreement with the State of Illinois Department of Natural Resources and the Village of Loami. Trustee Branson seconded the motion. All favored, motion carried.

NEWBUSINESS: Mayor Mann stated that the Loami Christian Church has asked the board if they can use the Community Center for a Public Halloween Carnivalon October 31st from 5:15PM to 7PM, the board approved. Chief Workman stated that this year’s Trick-or-Treating will be on Tuesday, October 31st from 5PM to 8PM.

Mayor Mann asked that the current janitorial services for the Village be replaced and the Clerk get an estimate to clean the Community Center, Water Department and the Bathrooms at the Park. Mayor Mann stated Clerk Glynn will clean the Village Hall and Police Department. The board agreed.

Mayor Mann stated that Green Construction will be starting on the new roofs for the Water Department and the Community Center next week.

Mayor Mann asked Trustee Branson and Trustee McCann to get with the Baseball League todiscuss the clean-up the bathrooms and the extra electrical usage at the Park during baseball season. Both Trustees agreed they would.

DEPARTMENT REPORTS:

PARKS – Trustee McCann stated that the Park is doing good.

STREETS DEPARTMENT – Trustee Hamilton stated that the Streets have been rocked and oiled and won’t be done again for 3 years.

POLICE DEPARTMENT –Trustee Mann stated the speeding on Main Street has been substantially reduced due to a Loami Police Officer has been on duty during the day.Chief Workman stated that the Warning Siren was tested the other night and it’s not very loud. Trustee Patterson stated he would check it out. Chief Workman submitted the Police Report to the board and it is on file.

WATER/SEWER DEPARTMENT – Trustee Holloway stated that the Water and Sewer Department are doing fine.

PERMITS – Trustee Mann no permits.

DELINQUENT BILLS – Trustee McCann reported six shut-offs, five back onand onestill off.

PUBLIC SAFETY – Trustee Mann stated that Attorney Rabin will be sending letters to 2 residents to clean up their property.

With no further business at hand, Trustee Holloway made a motion to adjourn the regular meeting. Trustee Patterson seconded the motion. All favored, motion carried.

The next regular board meeting will be at 6PM on Thursday, October 12th, 2017.
