Job Description Development Officer

Job Title:NetworkDevelopment Officer

Salary:£23,697 to £26,235 plus 7.5% (pro-rata) (SCP 27-30)

Responsible to:WCVSN Executive Committee

Hours:20 Hour Working Week

(Working pattern to be agreed between Network and successful candidate.)

Contract:Fixed Term 31st March 2016

(Subject to continued funding application)

Context:

West and Central Voluntary Sector Network is a well-established network for voluntary organisations operating in the West of Glasgow. It has two main functions: providing support to member organisations and developing the relationship between local voluntary sector projects and partner organisations in the area, including the Community Planning Partnership and the emerging Health and Social Care Partnership.

This will be a job-share role. The emphasis of this position will be on membership development through: supporting local voluntary sector organisations to be better networked, collaborating more and sharing resources and skills; ensuring organisations are better informed, accessing relevant up-to-date information on issues like funding, training and policy; and working with voluntary sector organisations to understand emerging needs for the sector and the communities and people they work with, and to develop services and activities in response.

In addition, the role will support some degree of external partnership work including building relationships with staff from partner agencies; representing and advocating on behalf of members on relevant structures;and supporting voluntary sector representatives and the wider membership to actively contribute to local and city wide decision-making structures.

As a result, this post will suit someone who is equally comfortable working on the ground and at a more strategic level.

Main Responsibilities:

Using a community development approach to build trust and relationships with membersand facilitate the network.

To develop and a run a calendar of networking opportunities for members.

Organise and facilitate meetings, events and engagement processes.

Through relationship with members identify their needs and develop services and activities in response.

To assist in developing and facilitating communications between the Network office and its members, between members themselves, and between the Network and wider stakeholders, using IT, social media and face to face engagement.

To update and maintain the Network website.

To develop ways of keeping members networked with each other to support connection andpeer learning.

To support organisations to work together and collaborate.

To provide information, advice and practical support to member organisations.

To work proactively to identify potential members for the Network and promote their participation in the Network.

To facilitate access to training and capacity building to address identified gaps.

To promote and support the involvement of local groups, member organisations and their representatives in decision-making structures.

To prepare information and briefing notes/reports for Network representatives/groups and organisations.

To assist with carrying out and co-ordinating research to inform and influence local policies and practice around the business of the Network’s member organisations.

To service and provide regular reports on the project’s progress for the WCVSN Executive Committee, their funding bodies and partner agencies.

To share responsibility for the day-to-day management and tasks within the Network.

To participate in Support and Supervision sessions to ensure personal and Network development is ongoing.

To undertake any other relevant duties as appropriate to the post and directed by the Network’s Executive Committee.

Person Specification - NetworkDevelopment Officer:

The post of Network Development Worker is a fundamental and key position within WCVSN. The successful candidate is required to be skilled and experienced in the following areas:

Essential:

  • At least 2 years experience in a community development or similar setting.
  • Good understanding of the voluntary sector and the issues and policy which impacts on it.
  • An understanding of the key issues associated with local and City Wide Community Planning.
  • Ability to undertake network development work.
  • Excellent verbal and written communication skills.
  • Experienced and comfortable using a range of IT programmes.
  • Strong interpersonal skills, including the ability to build trust and relationships across a range of voluntary sector and public sector stakeholders.
  • Understanding of the skills needed for effective representation.
  • A self-starter, confident in progressing detailed and complicated work.
  • Good presentation skills.
  • Ability to work under pressure to tight deadlines.
  • A commitment to tackling inequality, discrimination and exclusion of local people.
  • A commitment and experience of promoting the involvement of local people on issues that affect them.

Desirable:
