APPROVAL OF THE AUGUST MINUTES

1.  PUBLIC HEARING AND REZONING-EDDIE SMITH-PRELIMINARY MASTER DEVELOPMENT PLAN AND REZONING-REPRESENTED BY BRUCE RAINEY-( 12th COUNTY COMMISSION DISTRICT)-Applicant was requesting their property to be rezoned from Agricultural to Commercial 2 Planned Unit Development and Preliminary Master Development approval. Subject property is located at 1660 Highway 31-W, Goodlettsville, Tn., is on Tax Map 99K, Group B, Parcel 23, contains 0.99 acres and is zoned Agricultural.

This is a public hearing and was advertised in the Gallatin News Examiner September 12, 2014. The adjoining property owners were notified by certified mail.

Mr. Rainey came forward to explain and represent this request. He stated that Mr. Smith had received a conditional use permit for this mini-storage, but when he went to discuss financing they told him they would prefer that he rezone his property.

Chairman Bratton opened the public hearing.

The public hearing was closed since there was no one to speak for or against.

There was discussion.

Motion for approval of the Preliminary Master Development and to forward this rezoning request to the County Commission for a vote by Mr. Geminden, seconded by Mr. Honeycutt. Motion passed unanimously.

2.  TODD AND JANET ADAMS SUBDIVISION-SECTION 2-PRELIMINARY AND FINAL PLAT-REPRESENTED BY BRUCE RAINEY-(3RD COUNTY COMMISSION DISTRICT)-Applicant was requesting Preliminary and Final Plat approval of 5 tracts on Northup Road and Keytown Road. Subject property contains 5.18 acres, is on Tax Map 71, Parcel 11, and is zoned Agricultural.

Mr. Rainey was present to represent and explain this request.

There was discussion.

Motion for approval by Mr. Gemimden, seconded by Mr. Graves. Motion passed unanimously.

3.  DEFERRED BY APPLICANT-HWY 76 PROPERTY SUBDIVISION-PRELIMINARY AND FINAL PLAT-REPRESENTED BY RICHARD GRAVES-(12TH COUNTY COMMISSION DISTRICT)-Applicant is requesting Preliminary and Final Plat approval of 4 tracts on State Highway 76. Subject property is on Tax Map 58, Parcels 71.01, 73, 74 and 75, and 75.01, contains 6.72 acres. Lot 1 is zoned Industrial, Lots 2 & 3 are zoned Commercial 1, and Lot 4 is zoned Agricultural.

DEFERRED, THEREFORE NO ACTION WAS TAKEN.

OTHER BUSINESS:

Chairman Bratton asked Mr. Rainey to inform the members what the outcome was of the meeting held recently between Judy Hardin (Road Superintendent), Rodney Joyner, (County Planner), Bruce Rainey( Surveyor) and Billy Geminden (Planning Commissioner and County Commissioner).

Mr. Rainey explained that Mrs. Hardin in the future will receive a planning packet just like the Planning Commissioners receive. Mrs. Hardin had expressed concern that there were roads in the county that were being paved that she was not aware of, therefore she was making the developer responsible for the roads and to submit third party engineer drawings. He indicated that Ms. Hardin was in the process of creating a checklist to make our requestors aware of this.
