CLASS TITLE:HUMAN SERVICES COUNSELOR SUPERVISOR - SES

ALLOCATION FACTOR(S)

This is work supervising Human Services Counselors I and/or II in one of the following areas: (1) providing adjustment and pre-release techniques for institutionalized mental health patients as they return to communities; (2) providing employment and training services for public assistance recipients/clients; (3) providing counseling, protective care, foster home and placement, and/or housing and medical services to clients; or (4) supervising the staff in the operations of the Florida Abuse Registry. The primary duty of the employee(s) in the position(s) allocated to this class is to spend a majority of time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline subordinate employees or to effectively recommend such actions.

  • Motivates employees to improve the quality and quantity of work performed.
  • Plans work loads, work flows, deadlines, work objectives and time utilization with employees.
  • Evaluates employees through establishing evaluation criteria and responsibilities and meeting regularly with employees to ensure the established criteria are met.
  • Trains employees in methods for performing an effective and efficient job.
  • Communicates on a regular basis with employees both individually and in staff meetings.
  • Directs the work of employees to ensure best use of time and resources.
  • Coordinates and initiates follow-up services for all patients as they return to the community in which they reside.
  • Reviews comprehensive assessments, court reports, investigative reports, and rehabilitative plans for completeness and compliance with policies and standards.
  • Provides general supervision of staff within the unit by assigning cases, making special assignments, assisting with case problems, and planning schedules of activities.
  • Plans and holds regular and special conferences with employees to provide guidance and technical assistance in the performance of their duties.
  • Maintains liaison with law enforcement officials, civic groups and social agencies within the community to facilitate improved service delivery.
  • Supervises the preparation of statistical reports regarding decisions, detention screening reports, case assignment and management system processing and other necessary reporting systems.
  • Provides technical assistance to other agencies and organizations concerned with abuse and neglect cases.
  • Maintains manual and automated abuse registry master files of abuse, and neglect, investigative and disposition reports.
  • Monitors incoming and outgoing abuse reports for appropriateness, clarity and adequacy.
  • Represents the Florida Abuse Registry at state, district, and local meetings and conferences on abuse and neglect.
  • Performs related work as required.
