Expression of Choice: Council member Scott Allred offered a prayer.

Roll Call: Mayor Eldon Barnes, Council members Noel Bertelson, Boyd Mickel, Ken Nunley, Scott Allred. Neil Sorensen was absent at the beginning of the meeting but arrived later.

Greg Ogden, Audit 2012-2013 Report

Greg Ogden presented his findings for the 2012-2013 annual audit. Mr. Ogden was concerned about double posting of benefits and had to adjust the benefit accounts. Mr. Ogden stated that he assisted for the final drafting of the financial statements, but few cities have one person who does this and he helps other cities perform their yearend drafting of financial statements, but needed to report this as a finding. Mr. Ogden stated that the city needed to bill itself for power, water and sewer rates or have a public hearing to inform the citizens that this will not occur. Mayor Eldon Barnes stated that the city would include this as a item for the public hearing for the upcoming budget. Mr. Ogden reported that the city should try to keep within budget constraints of operating costs. Mr. Ogden reported that the city met the requirements to report transparency quarterly to the website. Mr. Ogden stated that the city should report and that the website has a statement to cover any discrepancy’s that are not changed by due date of submission.

Mr. Ogden stated that the city had increased the unrestricted fund balance over $100,000. Mr. Ogden stated that the city needed to realize that Sewer fees should be increased to cover depreciation and repairs for the Sewer System.

Mr. Ogden reported that no departments had overspent their budgets. Mr. Ogden stated that the city should amend the budget in advance of spending even in an emergency.

Mr. Ogden stated that the city was financially stable.

Youth Council presentation, Stacy Rasmussen.

Stacy Rasmussen stated that she and Pamela Anderson had revised the Youth Council By-laws so they were not cumbersome. Mrs. Rasmussen stated that council should review the changes and approve them during the next council meeting and install the new youth council officers. Council member Scott Allred stated that he had reviewed the Youth Council By-laws and believed the changes made were more concise.

Approval of Minutes for Council and Building Authority November 7, 2013

Council Member Boyd Mickel motioned to accept the minutes with corrections. Council member Ken Nunley seconded the motion. There was no further discussion. All present were in favor of the motion.

Approval/Denial Zoning Permits/Utility Request Permits

Council reviewed Zoning Permit 382 for Danny Lloyd, at 374 South 270 East for an addition. Council member Noel Bertelson motioned to accept Danny Lloyds zoning permit. Council member Boyd Mickel seconded the motion. There was no further discussion. All present were in favor.

Council reviewed Zoning Permit 381 for Thomas Brunner, located at 596 South 300 East for an addition. Council member Noel Bertelson motioned to accept the permit. Council member Ken Nunley seconded the motion. There was no discussion. All present were in favor.

Recording System Presentation, Transparency

Allysia Dahl made a presentation on recording systems for the city council meetings. Ms. Dahl stated that there would be no secrecy, all meetings would be placed on the internet, and every citizen could review what the decisions were made by the council. Council asked about pricing. Ms. Dahl stated that it would cost from $2,500 and up for any system. Mayor Barnes stated that he believed that it would benefit the citizens. Council put off any discussion about the system until the next council meeting.

Council and Department Reports

Council member Ken Nunley reported that Jim Phillips had been scheduling emergency preparedness meetings for the citizens.

Council member Boyd Mickel reported that he had been looking at the traffic problems at the Elementary. Council discussed opening roads and putting in one way roads for the safety of the students. Council discussed signage that would be needed.

Council member Boyd Mickel inquired if the city could order flags for the veterans. Council member Mickel stated that the school children would go and put out flags on certain holidays. Council member Neil Sorensen motioned to purchase flags for the cemetery. Council member Ken Nunley seconded the motion. There was no further discussion. All present were in favor.

Council member Mickel stated that the flag at the cemetery was getting caught in a tree and requested that the tree be cut. Mayor Barnes asked if the flag pole could be moved. Council discussed trimming the tree. Keith Coltharp stated that he would cut down the tree at the cemetery.

Council member Neil Sorensen reported that he had been looking at the school zone and traffic and was trying to come up with a good solution for the issues presented in previous meetings. Council member Sorensen reported the city water system was being chlorinated and flushed. Council member Sorensen reported that the CIB grant had been spent on the water transmission line repairs up the canyon.

Council member Noel Bertelson reported that the city had one power bump, but it was a Rocky Mountain Power issue. Council member Bertelson reported that there had not been any fires.

Council member Scott Allred reported that the Old School Bonding was a priority. The Bonding was proceeding and the information has been given to the attorneys, and the city was waiting on a response from the attorneys.

Council member Scott Allred reported that the Youth Council was proceeding. Council member Allred reported that the city Christmas party was proceeding with the help of Caroline Lott. Council member Scott Allred reported that he had been contacted by Rebecca Miles to put on a New Year’s Eve dance for the youth. Ms. Miles would use the city stereo system and would decorate and clean up the gym. Council member Neil Sorensen stated that he liked the idea the kids would have something to do on New Year’s Eve.

Mayor Barnes asked about Christmas Bonuses for the city employees. Council discussed giving the employees a Christmas Bonus. Council member Ken Nunley motioned to give the Christmas Bonus to the city employees. Council member Boyd Mickel seconded the motion. There was no further discussion. All present were in favor.

Payment of Bills

Council member Boyd Mickel motioned to approve the bills as presented. Council member Noel Bertelson seconded the motion. There was no discussion. All present were in favor.
