1RULES

1.1The races will be governed by the rules as defined in The Racing Rules of Sailing 2013-2016

2NOTICES TO COMPETITORS AND CHANGES TO SAILING INSTRUCTIONS

2.1Noticesto competitors and changes to these Sailing Instructions will be posted at Race Headquarters, Whittaker Point Marina.

2.2The skippers’ meeting will be held at race headquarters at 0930 on race day.

2.3Oral changes to the sailing instructions may be given on the water by hail or VHF from the Signal Boat under code flag “L” in accordance with rule 90.2 (c). Changes must be made before the warning signal.

3SCHEDULE OF RACES

3.1The race is scheduled for October 3, 2015.

3.2The scheduled time for the 5 minute start sequence for the first boat(s) to start is 1155.

3.3Boats thereafter will start at the GPS time specified on the scratch sheet.

3.4Times of individual/group starts will be to the nearest minute and distributed at the mandatory captains meeting. It is a pursuit race.

3.5In the event that the race is abandoned for the day (November over Alpha), an attempt will be made to sail the race on the next day, Sunday. In that event a skippers’ meeting will be held at 0930 hours, and the scheduled time for the 5 minute start sequence for the first boat(s) to start is 1155.

4THE START AND FINISH

4.1The start and finish line will be between the orange flag on the signal boat and a yellow cylinder.

4.2Boats not scheduled to start shall stay clear of boats that are starting.

4.3Numeral penant onewill represent the class flag. All boats will have a unique number and start time as shown on the scratch sheet. Attempts will be made to hail early starters. Failure to do so shall not constitute grounds for redress. It is the skipper's responsibility to start correctly.

4.4The next boat(s) to start, and the start time, will be announced over the VHF radio.

4.5Should a postponement occur, the changed start times will be announced over the VHF radio as in Section 4.5 above.

5MARKS

Solo 'A' : Orange cylinder at 35 degrees, 1.8 minutes latitude; 76 degrees, 38.8 minutes longitude.

Solo 'B' : Orange cylinder at 35 degrees, 0.6 minutes latitude; 76 degrees, 37.7 minutes longitude.

Garbacon ‘G’: .... at 35 degrees, 0.5 minutes latitude; 76 degrees, 39.7 minutes longitude.

Adams Creek ‘AC’: at 34 degrees, 58.5 minutes latitude; 76 degrees, 41.75 minutes longitude.

Oriental 1 ‘O’:...... at 35 degrees, 0.9 minutes latitude; 76 degrees, 41.5 minutes longitude.

6THE COURSE

6.1The marks of the course and sequence will be posted on the signal boat.

6.2The course will be set on the Neuse River off Oriental utilizing government marks and additional marks to create a course of between 6.7 and 10.6 NM. The course may be in either direction at the discretion of the Race Committee. Marks will be left to port if the course is run counter-clockwise; left to starboard if run clockwise. The Garbacon government mark will be rounded as specified in the paragraph below.

6.3Course 1 = 10.6 NM: Uses O, A, B, G, AC .. (round the north side of Garbacon)

Course 2 = 9.0 NM: Uses O, A, G, AC .. (round the south side of Garbacon)

Course 3 = 6.7 NM: Uses O, G, AC .. (round the south side of Garbacon)

The mark sequence will be displayed on the course board on the signal boat.

6.4The mark locations and distances are depicted on the course diagram at the end of these instructions.

7TIME LIMITS

7.1The race shall not be started after 1400 hours local GPS time. Closure time is 1700 hours local GPS time, or the time of the last boat to finish, whichever is earlier. The course will not be shortened

8FINISHING

8.1The order in which boats finish shall determine their finish place. In the event of the closure time being imposed, the committee on the water will attempt to establish the placing of boats not yet finished at the time of closure. All competitors are asked to note the name and type of vessel ahead and astern of them at that time and report that information to the race committee as soon as possible.

9PROTESTS

9.1If a yacht breaks a rule and does not exonerate herself in accordance with the RRS, a protest should be initiated. Notification that a protest will be filed shall be reported by the protestor to the Race Committee on the Signal Boat no later than when she finishes the race. The protest form, available on the ODC website, from the Signal Boat, or at the social must be filed within 1-1/2 hours of the signal boat docking. A protest committee will be selected at the social and a hearing will take place at that time. If a protest is unable to be heard at that time, the RC will notify parties of an alternative time and location. Race scoring will reflect the decisions of the hearing. Note that the RRS permit a hearing to be held, and a decision to be made, in the absence of either party.

10RADIO COMMUNICATION

10.1All communication between the signal boat and the fleet will be on channel 78A. The race committee will TRY to announce all OCS starters on channel 78A. Failure to observe the flag, hear the hornor radio call, if made, will not be cause for redress if the boat does not start properly.

10.2All vessels must carry a VHF radio and aid in relaying messages when boats are out of range of the signal boat.

10.3Any vessel withdrawing from the race shall make every effort to notify the committee.

11SAFETY REQUIREMENTS

11.1Life Jackets shall be worn.

11.2No Mechanical, Electrical or electronic auto steering systems.

11.3No Spinnakers, Bloopers, Gennikers etc.

11.4It is each Captain’s decision to sail or not and conduct him/herself with due regard to proper seamanship and safety.

12DISCLAIMER OF LIABILITY

12.1Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority does not accept any liability for material damage, personal injury or death sustained in conjunction with, prior to, during, or after the regatta

13INSURANCE

13.1Each participating boat shall be insured with valid third-party liability insurance.
