The Opportunity:The Washington State Department of Transportation (WSDOT) Capital Program Development and Management division is currently hiring a Transportation Technical Engineerin-trainingto fill the Assistant Project Delivery Manager vacancy in Olympia, Washington. This unique and critical position facilitates project delivery of Highway Construction, Ferries, Facilities, Traffic, Local Programs and Rail capital projects. In addition, this positionassists in the administration of statewide policy for program management.

The top candidate selected for this position will be responsible foranalyzing project delivery data reports and determining causes for unfavorable issues and trends and for ensuring project delivery information in statewide program management data systems is maintained as accurately as possible. This position serves as a key player in the supplemental and biennial budget building process by assisting in the development of the Capital Improvement & Preservation Program. This position is criticalin reforming and providing new ideas to streamline and enhance the department internal and external reporting practices. Transportation Engineer 3 – salary range: $55,728- $73,140
Transportation Engineer 4 – salary range: $61,512- $80,724
Transportation Technical Engineer – salary range: $67,884- $89,100

This position will perform the following work:

  • Facilitate project delivery by working with regions, modes, and specialty offices to identify and address barriers to project delivery.
  • Analyze and evaluate changes in project delivery for unfavorable trends and coordinate changes with HQ technical and funding experts.
  • Provide training in areas such as, change management, CPMS, TEIS and implementation of Executive Orders and Instructional letters.
  • Analyze capital project information and data sources for status of project delivery and possible anomalies with scope, cost, or schedule.
  • Provide monthly reports communicating concerns with project delivery.
  • Manage the information from assigned projects and programs to be included in the Department’s Capital Improvement Preservation Program (CIPP).
  • Reviews draft budget instructions from OFM and reviews governor and legislative budgets.

An ideal candidate for this position will have:

  • One year of experience as a Transportation Engineer 4 or equivalent (such as Bridge Engineer 4 or Transportation Planning Specialist 4)

OR

  • Three years’ experience as a Transportation Engineer 3 or equivalent (such as Bridge Engineer 3 or Transportation Planning Specialist 3.
  • Knowledge of WSDOT program management policies and familiarity with program management processes.
  • Advanced analytical skills for analyzing and interpreting engineering and financial information.
  • Understanding of state budget processes.
  • Familiarity with Federal Highway Administration, Federal Transit Administration and Federal Rail Administration policies and practices.
  • Understanding of capital project scoping, budgeting and scheduling principles.
  • Knowledge and experience with continuous improvement (LEAN).
  • Advanced written and verbal communication skills necessary to present complex technical and policy information to diverse audiences.
  • Understanding of construction programs and projects with the ability to apply engineering principles, practices, and project management terms and principles.
