1. This invitation for bids follows the General Procurement Notice that appeared inUN Development Business/dgMarketonline on November 4, 2010 for this project.
2. The Government of Assam through the Government of India has applied for a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Assam State Roads Project (ASRP), and it intends to apply part of the proceeds of this loan to payments under the contract for Improvement and upgradation of SH-46 (Dudhnoi Goalpara Pancharatna), Package No. ASRP/P1S1/ICB/SH-46/1. The Chief Engineer, PWD (ARIASP & RIDF), Assam, India now invites sealed bids from eligible bidders for the following contract:
Package No.ASRP/P1S1/ICB/SH-46/1: Improvement and upgradation of SH-46 (Dudhnoi Goalpara Pancharatna) (length: 41.17 km)
3. Bidding will be conducted through International competitive bidding procedures specified in the World Bank'sGuidelines: Procurement of Goods, Works, and Non- Consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, January2011, available at and is open to bidders from all countries, as defined in the guidelines.
4. Bidders are advised to note the minimum qualification criteria specified in Section III of the bidding documents to qualify for award of the contracts.
5. Interested eligible bidders may obtain further information; inspect and purchase bid documents from the Office of the Chief Engineer, PWD (ARIASP & RIDF) Assam, Chandmari, Guwahati-781003 (India), from 10.00 AM to 4.15 PM, on working days from December 28, 2011 to February 16, 2012. A complete set of bidding documents (and additional copies) in English may be purchased by interested eligible bidders on submission of a written application to the address below and upon payment of a non refundable fee of Rs 15,000/- or US$ 300. The method of payment will be Bank demand draft in favour of Assam State Road Board (ASRB), payable at Guwahati. Bidding documents requested by mail will be dispatched by registered / speed post / courier on payment of an extra amount of Rs. 1000/- for domestic shipping and Rs. 4500/-or US$ 90 for overseas shipping. The Chief Engineer, PWD (ARIASP & RIDF) Assam will not be responsible for postal / courier delay, if any, in the delivery of the documents or non-receipt of the same.
6. Bids must be delivered in sealed envelopes to the address below on or before 1400 hours on February 17, 2012. All bids must be accompanied by a Bid Security of Rs 13.32 million (Rupees thirteen point three two million only) or US$ 266,400 (USD two hundred sixty six thousand four hundred only) or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened immediately after the closing of bids in the presence of bidder's representatives who wish to attend the opening of bids at the address below.
7. A pre-bid meeting will be held on January 17, 2012 at 1300 hours at the Office of the Chief Engineer, PWD (ARIASP & RIDF), Assam, Chandmari, Guwahati-781003, India to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in Clause 7.4 of 'Instructions to Bidders' of the bidding document.
