Regular Council Meeting – June 16, 2011

Mayor Thomas L. Hardesty called the regular council meeting to order at 6:30 p.m. with the following council members present: Alan Matthews, Donna Eaton, Shane Suttor, Jon Swindler, and Frank Page. Absent: Mike Zoeller

City employees present:Inez Harris, Judith Smith, Jennifer Herrell, and Kevin Calvert.

City Attorney: Frank Chuppe

Councilmember Matthews gave the invocation.

All present pledged allegiance to the flag.

Minutes/ Regular Meeting June 2, 2011

Councilmember Matthews moved to approve the minutes of the regular meeting on June 2, 2011 as read by council members prior to the meeting. Seconded by Councilmember Page.

All voted “aye” and motion carried.

Ordinance 2010-2011 Budget Amendment – 1stReading – Judith Smith

Judith Smith, Office Administrator, read an ordinance of the City of Shelbyville, adopting an amendment to the 2010-2011 budget, estimating revenues and resources and appropriating funds for the operation of the City of Shelbyville.

It was introduced for first reading by Councilmember Suttor. It was seconded by Councilmember Swindler.

Ordinance 2011-06-16/Relating to the Sale of Alcoholic Beverages at Golf Courses – 2ndReading – Frank Chuppe

Frank Chuppe, City Attorney, read the summary of an ordinance for the City of Shelbyville granting Special Sunday Sales of Alcoholic Beverages at Golf Courses within the city limits. The time of sale would be from 1:00 p.m. to 10:00 p.m.

It was introduced for second reading by Councilmember Suttor. Seconded by Councilmember Swindler.

Upon roll call, the following council members voted “aye”: Matthews, Suttor, Swindler, and Page. Nay: Eaton. Absent: Zoeller.

Ordinance 2011-06-16(A) - Creating the Position of Part-time Administrative Assistant for the Division of Fire – 2nd Reading – Frank Chuppe

Frank Chuppe, City Attorney, read the summary of an ordinance for the City of Shelbyville creating the position of part-time Administrative Assistant for the Division of fire. This position is a part-time position of less than 32 hours a week.

It was introduced for second reading by Councilmember Page. Seconded by Councilmember Eaton.

Re-Appointments

Mayor Hardesty recommended Leslie McCarthy be re-appointed to the Shelbyville/Shelby County Tourist/Convention Commission for a term of 3 years ending June 30, 2014.

Councilmember Page moved to approve the appointment. Seconded by Councilmember Eaton.

All voted “aye” and motion carried.

Department Reports

Jennifer Herrell, City Engineer/Superintendent of Public Works, reported on the sidewalk project. There are over 400 PVA parcels involved in the project. The area is from 11th Street to the bridge on Main Street. The side streets are Washington, Main, Henry Clay, and all cross streets. There were 140 letters to go out. To date, there have been 32 inquiries. There were 10 general questions, 14 have requested to be on the city project list. There have been 5 major questions for me to investigate. Next week, I will contact concrete companies to get prices for the work.

Mayor’s Report

Mayor Hardesty reported the Shelby County Fair will start this week. The monthly fish fry has started at Lake Shelby. History Camp will start this week along with a WWII exhibit at the VFW. City Hall will be closed on July 4th in observance of Independence Day.

Council Reports

Councilmember Suttor reported there will be a fireworks celebration at Clear Creek Park on July 4th. Admission will be $3.00 per person. Councilmember Suttor requested a Multi-Use Pathway Committee meeting, if possible.

At 7:05 p.m. Councilmember Swindler moved to adjourn. Seconded by Councilmember Suttor. All voted “aye” and motion carried.
