STAR NATIONAL OPEN CHAMPIONSHIP

NOTICE OF RACE

The 2003 Star National Open Championship will be held at Cascais, Portugal, from 28 to 31 September 2003.

1.  ORGANISING AUTHORITY

The Organizing Authority for the Championship is the CLUBE NAVAL DE CASCAIS, on behalf of the Federação Portuguesa de Vela with sponsoring of QUEBRAMAR and CHRYSLER. The host fleet is Cascais.

2.  RULES

The Championship will be governed by:

- the ISAF Racing Rules of Sailing 2001-2004 (RRS),

-  the Star Class Rules (STRC), except as any of these are changed by this

Notice of Race and the Sailing Instructions, and

-  the Sailing Instructions (SI)

Where there is any conflict, the text of Sailing Instructions shall prevail.

3.  ADVERTISING

The regatta is designed as Category C RRS Appendix 1, 20.3.1 (b). Competitors will be required to display on the hulls of their Stars sponsor advertising supplied by Organizing Committee.

5.  ENTRY FEE

The entry fee of EUROS 45 includes boat and trailer parking, launching hauling and invitations to social events for skippers and crew.

7.  MEASUREMENT

The Jury may order that a boat be checked during the event.

Crews shall demonstrate compliance with crew weight limits in accordance with STCR 31.1.3 prior to the end of measurement. Crews may be re-weighting during the event at the discretion of the Organizing Authorities.

9.  INSURANCE

Each participating boat shall be insured with a valid third-part liability insurance with a minimum cover of 300.506 Euros per event or equivalent

10.  LIABILITY

Competitors sail at their own risk. Injuries to competitors and damage to boats can and often does happen.

The Organizing Authority and all parties involved in the organization of the 2003 Star Class European Championship accept no responsibility or liability for any loss, damage or injury which may occur to any person or property, whether ashore or afloat, as a consequence of participation in the Championship or otherwise. The Organizing Authority and all parties involved in the Championship disclaim any and all such liability.

This Notice of Race and the Sailing Instructions in no way limit or reduce the complete and unlimited responsibilities of a competitor for the management and care of a boat she or he has entered in the Championship.

11.  SAILING INSTRUCTIONS

The Sailing Instructions will be available on the Clube Naval de Cascais Website (http://www.cncascais.com) no later than 26th August 2003 and will be issued to each competitor on completion of registration.

12.  RACING AREA

Racing will be conduced on the waters of the bay of Cascais

13.  COURSES

Courses and procedures will be according STCR 34

14.  SCORING

The Low Point System, RRS A2, will apply, modified so that each series score will be the total of her races scores with her worst score discarded if 4 or more races are completed. height races are scheduled, of which four races shall be completed to constitute a series

15.  BERTHING AND HAULING

Boats shall be afloat at 12 hours on 28th August 2003 until the conclusion of the series

Series prizes will be awarded to the skipper and crew finishing first though three

17.  INFORMATION

The Clube Naval de Cascais will organize the Star Class European Championship from 2nd to 9th September 2003.
