Uncompensated Overtime: Jacobs’s policy for uncompensated overtime follows good financial management practices as follows: 1) All employees keep daily records of hours by project; 2) Employees are paid 26 times a year; 3) Timesheets are monitored daily by a project manager or task leader; 4) Timesheets are reviewed by senior managers at the end of each pay period. In the event of contractual requirements or staffing needs circumstances in which employees are required to work extended work weeks (beyond 40 hours) additional compensation is provided for non-professional (non-exempt) staff the rate of time and one half. No additional compensation is provided to professional (exempt) employees.

The Service Contract Act (SCA) is applicable to this contract as it applies to the entire 874: MOBIS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the Contractor adds SCA labor categories / employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

MINIMUM/GENERAL EXPERIENCE: At least two years of experience with strong analytical, organizational, and oral and written communication skills.
FUNCTIONAL RESPONSIBILITIES: Measure industry benchmarks for the cost and value of new products and services, outsourcing/co-sourcing, best practices, and standard service levels in business, including electronic messaging, network services, directory services, portals/EIP, content management, and Web optimization. Duties may include gathering primary information regarding an assignment through in-person and telephone interviews with appropriate industry participants. Assemble and analyze information collected, and prepares findings for client presentations. Enterprise Architect
MINIMUM/GENERAL EXPERIENCE: Ten years of specialized experience, developing architectural solutions for department-wide initiatives. This includes responsibility for designing creative, scalable systems and solutions that address business/technical needs or challenges.
FUNCTIONAL RESPONSIBILITIES: Expert in leading activities surrounding design, development, execution, and deployment of an enterprise architecture program. Defines and develops baseline architecture models. Identifies and recommends appropriate application of enterprise architecture to meet specific business needs. Analyzes existing architecture to identify inefficiencies, redundancies, obsolescence, and technology support gaps. Recommends and supports implementation of a governance structure for managing the enterprise architecture. Directs requirements analysis and develops project plans, schedules, and budgets in consultation with client. Provides guidance to members of project team. Performs complex assignments with little guidance. Has latitude in completing broad objectives. Work impacts client

Program Manager
MINIMUM/GENERAL EXPERIENCE: Twelve years of specialized experience as manager of projects involving analysis, design, and implementation of complex systems such as information processing and communications to include direct supervision of systems design and development and responsibility for contract administration and personnel scheduling.
FUNCTIONAL RESPONSIBILITIES: Manage overall contract effort. Serve as the contractor's authorized interface with the Government Contracting Officer (CO), the Contracting Officer's Technical Representative (COTR), government personnel and customer agency representatives. Responsible for formulating and enforcing work standards, assigning of contractor work schedules, and the review of work discrepancies. Supervise contractor personnel and communicate policies, purposes, and goals of the organization to subordinates. Responsible for the management of the entire project or series of projects and the assigned staff. Responsible for coordinating all project administrative matters with the Contracting Officer's Representative.
MINIMUM EDUCATION: Bachelor’s degree from accredited university or college in Business Administration, Electrical Engineering or Computer Science or a related technical field is required.
