STATEMENT of WORK (SOW)

Statement of Work for Cabling Services from the Commonwealth Technology Center (CTC) 1 Tech Park, Harrisburg, PA 17110 to the KINBER Splice Point located on the South (left) side of the Maclay Street Bridge as shown in the photo below.

Route to Maclay Street Bridge

Summary: Construct a 48 count single mode fiber optic cable from the Commonwealth 1 Tech location to the KINBER splice point located on the Maclay Street Bridge. This description is to be used in conjunction with the file Maclay Cabling Map.

This route uses existing building penetrations and conduits at 1 Tech and the Farm Show to enter the buildings. The Farm Show A/V room may not have an existing penetration to leave on the back side of the building. In addition, the parking lot will require trenching/patching or directional boring in order to install fiber optic cable and conduit. Please see Maclay Cabling Map, pages 1 and 2.

Project Route Detail:

1: Install a 48 count fiber optic cable starting at manhole 1 behind the 1 Tech building. Enter the 1 Tech building via the existing conduit system. Try using a partially filled conduit prior to utilizing a vacant conduit. Leave 50’ coiled inside of building for termination to the final location. Reference file Maclay Cabling Map, page 1.

A: Leave 100’ of coiled slack in manhole 1.

B: Furnish and install a 23” rack mounted fiber termination panel capable of supporting ninety-six (96) LC fiber cable connections. This termination panel is to be installed in the designated KINBER equipment cabinet. This cabinet is located in the 1 Tech Telco POP 1 area. The manufacturer shall be ADC with the exact model/part number of product to be provided at walkout. The connection type shall be LC-APC. Connect this panel to the outside plant type fiber optic cable via plenum rated fiber optic cable. This cable is to be spliced and run under the floor from the building entry point to the KINBER cabinet location.

C: Furnish and install a 23” rack mounted fiber termination panel capable of supporting twenty-four (24) LC-UPC OM3 type connections. This panel is to be installed in the same cabinet location as described in paragraph B. In addition, provide plenum rated twelve (12) strand OM fiber optic cable is to be installed and routed under the floor to the PSP “Interconnection Rack.” Furnish and install termination LC-UPC modules to match the existing PSP fiber termination panel. Spice all twelve (12) strands on both ends. The manufacturer and part number of module and exact location is to be determined at walkout.

D: Furnish two (2) LC to LC dual OM3 jumpers, two meters in length. Leave these jumpers in the designated KINBER cabinet location.

2: Starting at the cable vault, route the new outside plant cable to the hand hole closest to the cable vault. This hand hole three has three conduits.

3: Route the cable down the hill via the conduit route to the first hand hole between the Department of Agriculture and the Ag Labs buildings. Use the last vacant duct in the existing MaxCell for the entire route.

4: Continue to route the cable until reaching the hand hole at Cameron Street.

5: Route the cable from the East side of Cameron Street through the 4” duct, utilizing spare space under Cameron Street to the hand hole on the west side of Cameron Street.

6: Route the cable through the existing 4"conduit to the AV room of the Farm Show complex.

A: Leave 100’ of slack coiled in the A/V room.

7: Exit the back of the Farm Show A/V room by utilizing an existing conduit or via a new building penetration if none is available. Refer to Maclay Cabling Map, page 2.

8: Directional bore or trench the fiber cable and conduit toward the back of the parking lot in the direction of the rail yard. This is to be determined at walkout.

9: Install a hand hole at the fence line.

10: Turn left (South) in the direction of Maclay Street. Follow the fence line and directional bore or trench all the way to Maclay Street. The exact route is to be determined during walkout. Install additional hand holes as required by good engineering practice.

11: Directional Bore under Maclay Street to the nearest pole on the south side of Maclay, on the east end of the bridge. There are two poles at this location. One is pole 24155/S34686. The next closest is 24152/S34686. Use the pole that makes the best sense for installation and protection of the cable. Install hand holes per best engineering practice.

12: Overlash on existing KINBER strand to the splice case on the bridge.

13: Leave a slack coil on the pole sufficient to allow reasonable access to the splice case for splicing reach the splice case on the bridge. 150’ minimum cable coil.

If a more prudent and expedient route can be recommended, please provide details of the route in addition to an accompanying marked up GoogleEarth diagram. If additional hand holes or changes should be made to facilitate fiber cable installation or maintenance, please notate and include in your electronic bid documentation.

Pricing Detail:

A: Bidder shall complete the Maclay Cabling Deliverables document that includes milestone tasks identified as steps to track project progress for the Project Route Detail. On each line item task, the bidder shall include a cost with expected and actual dates in the appropriate column. In addition, Bidder shall show a total cost per foot of underground and aerial cable construction and installation. Please enter these amounts in the fields identified in the Maclay Cabling Deliverables document and attach electronically to the bid for solicitation #6100036002.

B: Change orders for utility pole and right of way “Make Ready” expenses are allowed, however, the bidder is expected to include an estimate of these expenses in the submitted bid.

C. The Commonwealth reserves the right to reject and refuse any bids for any reason whatsoever.

JOB REPORTING AND DOCUMENTATION

1: The contractor will provide two (2) documentation packages consisting of GPS gathered “as built” fiber location maps showing the locations of all routes, hand holes and slack loops. These documentation packages shall also include photographs of all access locations including hand holes, man holes, building penetrations as encountered throughout the job. These documentation packages are due within business ten days from completion and acceptance of the project. These documents are to be delivered in both electronic and paper copies to the Project Manager listed in Maclay Cabling Exhibit A.

2: A final acceptance walk through shall be performed by Commonwealth personnel to verify work and to notate any variances, discrepancies or deviations from engineered plans. This walk through shall be completed within three days of an emailed job completion notification having been received from the contractor.

ASSUMPTIONS

·  This work must take into consideration that the KINBER Splice Point is maintained by Sunesys, subcontractor for KINBER, and at no time should this work infringe or congest that splice point. When performing construction activity, the awardee shall construct the new fiber cable up to the KINBER splice point and leave sufficient additional loose cable such that splicing activity can occur without restriction or impeding the cable splicing activity.

·  Upon contract award, the contractor must contact and coordinate directly with KINBER at the point that which construction activity is completed. KINBER contact is:

GENERAL SUMMARY

·  This work can take place during regular business hours.

·  The current prevailing wage rates for Dauphin County must be used for this project since it will exceed $25,000.00.

·  The contents of your proposal must reflect the DGS Master IT Services Contract 4400004480.

·  Proposals must be valid for at least 60 days.

·  Proposed price must be a lump sum. Please provide a labor and materials breakdown on the deliverables document and attach electronically to bid for solicitation #6100036002.

·  This work will be installed in accordance with prevailing codes, ordinances, regulations and meet or exceed guidelines sponsored and endorsed by:

o  American National Standards Institute, (ANSI)
