ADASS Autumn Short Survey – Urgent Request for Information
Directors will have received directly a request for information via the ADASS Autumn Short Survey. This is to enable us to provide up-to-date information on the current context for adult social care and to inform our work on the Green Paper. Accelerate: Preparing leaders for change – Coming soon...
As leaders in adult social care, we are operating in turbulent times. Navigating this environment means that we must manage complex change in a way which engages, is results driven and sustainable. ADASS is committed to supporting our members with their professional development. Working in partnership with Newton, we have co-designed a programme which will give senior leaders the opportunity to rapidly develop their capability to deliver effective strategic and operational change. The programme will involve four short residential modules over a 12 month period, starting in the new year. The programme will be open for applications on 12 October 2017. OUR WORK
Delayed Transfer of Care - July Summary
Please see below headline figures of July’s DToC figures and a summary slide here for download:
  • Over the last year the overall DToC figure has decreased 1.6% (July 2016 – 184,578 days).
  • The number of delayed days for social care were 67,969 which is very similar to last month’s figure of 67,853
  • 37.4% of delays were attributable to social care, which is down from June 2017 (38.0%).
  • The main reason for social care delays in July 2017 was ‘patients awaiting care package in their own home’. This accounted for 22,100 delayed days (32.5% of all social care delays), compared to 22,000 in July 2016. Delays attributable to this reason have been gradually decreasing since March 2017.

Public Authority deputies
The online reporting service for public authority deputies is now live. So far 22 authorities have registered to use the service, with 16 authorities actively submitting reports.
If you’re interested in using the service to manage your clients reports please contact the public authority deputy team on opg.publicauthorityteam@ publicguardian.gsi.gov.uk or 0115 9342817. The team will create an account and upload your cases to the service for you.
Legal Challenges
We are currently compiling a list of legal challenges, which includes potential and actual legal actions, and Judicial Reviews. The list will include why the actions were taken, by whom, who it was against, the outcome etc. This will be an on-going piece of work, as it will be updated as other actions are taken. We will treat the information as confidential. We would only share (with agreed consent) with other local authorities which are facing a similar issues. International Technology Enable Care Conference
This conference is being held 16-17 October at the ICC in Birmingham. They are hoping to have as many commissioners from local authorities and CCGs attending the conference, particularly as overall knowledge of technology enabled care for commissioners can be mixed and there will be plenty of good practice examples on display to support their learning and awareness; there is therefore the opportunity for one free delegate place per local authority/CCG for a commissioner to use, this can be accessed by typing ‘itec2017/commissioner’ when prompted on the registration page -
Implementing trusted assessment schemes
A new guide which describes how local systems can implement a trusted assessment model has been published. The guide, ‘Developing trusted assessment schemes: essential elements’, has been jointly developed by NHS England, the LGA, Department of Health, Association of Directors of Adult Social Services, NHS Improvement and the Care Provider Alliance. Implementing a trusted assessment model is change number eight of the High Impact Change Model for Managing Transfers of Care, as set out in national condition four in the BCF policy framework. A series of webinars has been developed to support local systems to successfully implement trusted assessment models. The webinars will provide the opportunity to learn about the purpose of trusted assessors, implementing a trusted assessor model locally, and examples of good practice. The webinars will take place on:
