2. ORGANIZATION BACKGROUND:

FHI 360 is a global health and development organization that has been improving lives since 1971. The organization deploys a rigorous, science-based approach for building programs that create lasting change.

FHI 360 started its operations in India in the mid-90s and positioned itself as a technical assistance agency in the area of health particularly HIV and AIDS, reproductive health/family planning (RH/FP) and health systems strengthening (HSS).

FHI 360 builds on scientific knowledge and evidence through research, technical assistance and service delivery. The organization also successfully leverages the human and institutional capacities of local NGOs and Government at the national and state levels.

FHI globally acquired the programs, expertise and assets of the Academy for Educational Development (AED), in July 2011, building on its strategic approach to reach beyond health and embrace broader sectors of development. FHI 360 represents the broader and the more diversified organization as a result of this merger.

FHI 360 Consortium has been selected by the Department for International Development (DFID)UK, to support a Technical and Management Support Team (TAST) in Madhya Pradesh under the Madhya Pradesh Health Systems Reforms Project (MPHSRP). The current funding is for three years starting 1 April 2012 through 31 March 2015. The MP-TAST is based in Bhopal and works closely with different departments of the Government of Madhya Pradesh (GoMP), supporting them to achieve ambitious results across the Health, Nutrition and Water, Sanitation and Hygiene (WASH) sectors.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

This is a senior and key leadership position, for a flagship DFID initiative, reporting to FHI 360’sHSS Advisor and Country Director.

The TL-MPHSRP shall ensure the provision of high quality technical assistance to GoMP, against all committed work plans approved by DFID, UK and the GoMP. S/he will provide overall technical and operational leadership to the MPHSRP and work in close coordination with senior government officials from the departments of Public Health and Family Welfare (DH&FW), Women and Child Development (DWCD), Rural Development (RD) and Public Health Engineering (PHED) .

The TL-MPHSRP shall be responsible for managing a large team of approx. 60 health professionals, including seven to eightsenior technical and management specialists, working in the areas of Health, Nutrition and WASH.

Key Responsibilities:

(1) Providing strategic leadership and managing the day-to-day operations of the MPHSRP, including consortium management and managing partnerships with GoMP, DFID and all key sub-grantees, consortium partners, technical advisory members and senior consultants;

(2) Leading in providing oversight, technical direction, and implementation of strategies and interventions for maternal and child health (MCH), Family Planning (FP), Malaria, Nutrition, Human Resource (HR), Public Finance and on Governance issues;

(3) Providing supervision and technical support to assigned technical specialists within TAST, encompassing delegation of responsibilities and assignments, performance monitoring and evaluation and jointly coordinating activities for the development and management of new reform activities;

(4) Providing leadership in coordination with the other domain specialists and government partners at the highest level, from the departments of Public Health and Family Welfare (DH&FW), Women and Child Development (DWCD), Rural Development (RD) and Public Health Engineering (PHED) in finalizing work plans, timelines, and deliverables;

(5) Guiding and supervising the Program Management Specialist in the provision of technical assistance to community-based pilots and approaches for improving MCH, Nutrition and WASH outcomes in the identified 10 underserved districts;

(6) Leading efforts to strengthen convergence of MCH, Nutrition and WASH activities between DH&FW, DWCD, RD and PHED, at all levels of service delivery;

(7) Working closely with the Mission Director, NRHM in keeping abreast of developments in the health sector to suggest appropriate reforms, considering the social, economical and political situation prevalent in the state;

(8) Identifying and supporting the Technical Specialists in developing Terms of Reference (ToR) for technical inputs that cannot be provided by core staff or the internal resource pool, ensuring quality outputs;

(9) Ensuring timely delivery of all key results committed to GoMP and DFID, under the MPHSRP;

(10) Ensuring timely submission of monthly, quarterly, semi-annual progress and other reports to DFID and GoMP;

(11) Represent TAST in relevant meetings that have a bearing on MPHSRP;

(12) Identify and establish linkages to foster a network of research and academic institutions, NGOs, and international organizations, to expand knowledge base as appropriate;

(13) Perform other related duties as assigned by the HSS Advisor and Country Director.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:

(1) Applicants must have a Masters in Public Health, Community Medicine, International Health or related field, from a premier institute.

Experience:

(1) At least 15 years overall work experience, with a minimum of 10 years in public health programming and policy and five to seven years in a management or supervisory position;

(2) Prior experience of working on projects that included responsibility for technical assistance to government for scaled-up, evidence based, results oriented programming;

(3) Managing large funds including large procurements and sub-contracts and institutionalizing systems to track utilization and deliverables linked payments;

(4) Experience of leading large consortiums shall be an advantage;

(5) Prior experience of working in Madhya Pradesh shall be considered favorably;

(6) Experience of working for other INGOs and the government sector is a plus.

Skills:

(1) Ability to lead, supervise and mentor multi-disciplinary and multi-functional teams and with work in collaboration with partners, especially with government departments and senior officials;

(2) Knowledge of government systems and processes is essential;

(3) Excellent interpersonal, liaison and negotiation skills;

(4) Excellent oral and written communication skills;

(5) Strong analytical and strategic planning and management skills;

(6) Computer proficiency in Word, PowerPoint, Excel, and Outlook.

5. COMPENSATION OFFERED: The gross annual remuneration budgeted for the position is Rs. 30 to 36 lacs, on a cost to organization basis. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate
