Minutes of the 291st meeting of the Registration Committee

The 291st meeting of the Registration Committee (RC) was held under the Chairmanship of Dr. N.B. Singh, Agriculture Commissioner on 09.07.2008 at 10.30 A.M. in Krishi Bhavan, New Delhi. Dr. P. S. Chandurkar, Plant Protection Adviser to the Govt. of India, Dr. T.P. Rajendran, ADG(PP), ICAR, Shri Madhav Chakraborty, Indian Institute of Packaging, Delhi and Dr. (Mrs.) S. Kulshrestha, Secretary, CIB&RC attended the meeting. Following officers from the Secretariat of CIB&RC were also present:

At the outset the Chairman welcomed the participants and requested Secretary, CIB&RC to take up Agenda for discussion. The following decisions were taken:

Agenda item No.2.2 / Presentation by the representatives of M/s P.I. Industries Ltd.
M/s. P.I. Industries Ltd. made presentation, requesting to delete Health Monitoring Studies on Spray Operators and Live Stock. During discussion certain queries were raised by the Registration Committee. It was decided that the applicant would present their case again in the Registration Committee Meeting providing replies to the said queries.

Agenda item No.3.1 /Guidelines for registration of technical and formulation of Eucalyptus based bio-pesticides
The Committee deliberated the agenda in detail and decided to refer the guidelines to ADG(PP),ICAR for getting examined.
Agenda item No.3.2 /Fulfillment of minimum infrastructure facilities in respect of insecticide
The Committee deliberated the agenda in detail and decided that one more opportunity be given providing one months time to these manufacturing units who have not complied with the requirements yet. In case of non-compliance, after this period , the certificate of Registration may be withdrawn with the approval of DAC.Agenda item No.3.3
/Reconsideration of data requirement for registration of insecticide such as Aluminum Phosphide
The Committee deliberated the agenda in detail and decided that in case of pesticide to be used for store grain pests, minimum three location data in different climatic conditions for bio-efficacy is required. In case the data is generated at one location then it has to be at different humidity and temperature conditions simulated to represent different climatic conditions with replications as per standard practice.Agenda item No.3.4 / Draft Guidelines/Data requirements for registration of import of Herbal sterilants for rodent management under section 9(3B) & 9(3)
The Committee deliberated the agenda in detail and noted the apprehension of the members regarding the compound affecting the other micro and macro fauna and also noted that because of this reason chemo-sterilant have not been registered. Therefore, the Committee decided to seek clarification from the applicant in this regard and ask them to explain the safety and registration status of the product in other countries.

The Committee deliberated the agenda in detail and decided that the recommendations of the Expert Group should be examined with reference to the provisions of the Insecticides Act and the comments thereon be brought to the next meeting of the Committee.
