1 General Information
1.1 Overview
The objective of the ESH metric is to ensure employee safety, compliance to laws, and provide an environment friendly work zone. The metric is an index of five sub-components, T.R.I.R. (Total Recordable Injury Rate), # of Spills, Discharges, & Releases, ESH Training, Notices of Citations/Exceedances/Violations, and Workers’ Compensation. This metric is supported by the Regulatory Affairs group and Risk & Insurance (Workers’ Compensation component only). All of the sub-components are manually tracked and maintained in Excel files or ancillary databases.
1.1.1 Metric Gathering Process:
T.R.I.R.:
Defined as the recordable injury rate per 100 employees. The # of recordable cases includes injuries that are reported and deemed “recordable” by OSHA Standards. Employees are defined as any employee who works for Fisher, or any temporary, contract employee, or other person, who performs work for Fisher and is directly supervised by a Fisher employee. The injury data is self-reported by each Fisher location and maintained in an excel spreadsheet by Regulatory Affairs. See 100.03 Appendix 1 for more details.
# of Spills, Discharges, & Releases:
Defined as the total number of chemical and hazardous material incidents. This information is self-reported by each Fisher location and is maintained in an excel spreadsheet by Regulatory Affairs. See 100.03 Appendix 2 for more details.
ESH Training:
Defined as the percent of ESH mandatory training completed compared to the ESH training assigned. Training data is self-reported by each Fisher location and is maintained in an excel spreadsheet by Regulatory Affairs. See 100.03 Appendix 3 for more details.
Notices of Citations/Exceedances/Violations:
Defined as the total number of violations, exceedances, and citations versus legal standards and permit terms and conditions. NOV data is self-reported by each Fisher location and/or reported by Gov’t agency and is maintained in an excel spreadsheet by Regulatory Affairs. See 100.03 Appendix 4 for more details.
Workers’ Compensation:
Defined as the incurred workers’ compensation costs annualized and developed to ultimate. Also includes the number of claims and annual budgeted loss for incurred workers compensation costs. This data resides in an ancillary database, which is maintained by the Risk & Insurance group in Hampton.
Metrics used throughout Fisher, including the above described ES&H metrics, are defined in the Dashboard Definitions spreadsheet, 100.03 Appendix 5.
1.1.2 New Analytical Tool Process (Initial thoughts, more specific as we evaluate product offerings):
Future population of the ESH metric will require automatic feeds from the ancillary databases and spreadsheets and/or manual population of the data into the selected software tool.

The existing excel spreadsheets need to be refined for possible import into the selected software. The Workers’ Comp database needs to be investigated for possible automatic feed into the selected software.
1.3 INPUT/OUTPUT
TRIR, # of Spills, ESH Training, and Notices of Violation metrics are all manually maintained on excel spreadsheets by Regulatory Affairs (separate files for each). Workers’ Comp metric comes from a database used by the Risk & Insurance group in Hampton. Additional work may need to be done on the spreadsheets from Regulatory Affairs to consolidate them into one spreadsheet and to allow for data extraction into the selected software tool. The Workers’ Comp database needs to be researched to determine the possibility of data extraction to the selected software tool.
Data is gathered monthly by Regulatory Affairs on the ES&H KPI Monthly Statistical Report, F100.07, which can be found in the Forms Section of the Regulatory Affairs Manual.
1.3.1 Metric Gathering Process:
TRIR:
The data points provided by Regulatory Affairs are year to date TRIR by month. Data is maintained by location, and can be used for future drilldown within the selected software tool.
# of Spills:
The data points provided by Regulatory Affairs are total # of spills in each month. Data is maintained by location, and can be used for future drilldown within the selected software tool.
ESH Training:
The data points provided by Regulatory Affairs is the year to date percentage by quarter of ESH Training completed. Data is maintained by location, and can be used for future drilldown within the selected software tool.
Notices of Violation:
The data points provided by Regulatory Affairs are total # of notices of violations, citations, and exceedances in each month. Data is maintained by location, and can be used for future drilldown within the selected software tool.
Workers’ Compensation:
The data points provided by Risk & Insurance are year to date # of Claims (reported quarterly), year to date Incurred Loss (reported quarterly), and Annual Budgeted Loss (reported annually). Data is maintained by location, and can be used for future drilldown within the selected software tool.
1.3.2 Hierarchy:
All metrics are reported at USDO level only. Data cannot be associated to a specific division.
1.3.3 Proposed File Layout:
Currently, only TRIR data is in an excel spreadsheet that could be used for extraction and load to the selected software tool. Data for # of Spills, ESH Training, and Notices of violations are currently in varying formats that cannot be extracted. Once the software tool is selected, an excel file format that is compatible with the selected software will need to be created. At this point, the assumption is that the format of the TRIR data file will be acceptable. An example of how this file is laid out is below:

2.2 Presentation Time Frame:
All data is presented monthly as follows:
TRIR – Year to date totals by month
# of Spills – Monthly totals by month
ESH Training – Year to date totals by quarter. Figures are used for each month within that quarter.
Notices of Violation – Monthly totals by month
# of Claims – Year to date totals by quarter. Figures are used for each month within that quarter.
Budgeted Loss – Annual total provided annually
Incurred Workers’ Comp $ - Year to date totals by quarter. Figures are used for each month within that quarter.
ESH Index – calculated monthly, but updated quarterly.
2.3 Metric Refresh:
The metric is updated quarterly. All months within the quarter are populated as indicated in the “Presentation Time Frame” section.
2.4 Data Availability:
Data for the metric is available during the first week of the second month following a quarter end. The delay in data availability is due to manual reporting of the data by various locations.
2.5 Historical Data Retention:
Historical data should include each month from the previous year and each month from the current year. Original metric data dates back to January 2002.
2.6 Targets:
Targets are set at the beginning of each year and are subject to change. In order to calculate the ESH Index total, component targets are scored: 3 for Green, 2 for Yellow, and 1 for Red. Initial targets were set as follows:
2.7 TRIR:
Green target >= 10% improvement over prior year total
Yellow target >= prior year total, < Green target
Red target < prior year total
2.8 # of Spills:
Green target < 10 (agreed to total based on 9/02 YTD average performance)
Yellow target >= Green Target < 12 (avg. per month through 9/02)
Red target >= 12 (avg. per month through 9/02)
2.9 ESH Training:
Green target >= 25% cumulative per quarter (Q1 = 25%, Q2 = 50%, Q3 = 75%, Q4 = 100%)
Yellow target < Green Target >= prior quarter target
Red target < prior quarter target
2.10 Notices of Violation:
Green target = 0
Yellow target > Green target <= 3 (arbitrary number)
