State Plan for School District Reorganization
New York State was first divided into school districts in 1812 under the Common School Law. Districts were created to provide education for their residents and to fulfill the State’s responsibility for public education mandated in the Constitution. Reorganization began with the formation of Union Free School Districts in 1853, which combined groups of Commons to provide high school programs, and continued with establishment of Central Districts, starting in 1925, without any state-wide plan. By 1935 there was agreement among educational and political leaders that an organized plan for reorganization was needed.
The first state-wide plan, The Master Plan for School District Reorganization was adopted by the Legislature in 1947. The Plan, prepared by the Joint Legislative Committee on the State Education System, was the result of studies that took place from 1940 to 1946. The Master Plan was designed to provide for a system of central school districts; larger administrative units for the improvement of the educational programs of the State. The Master Plan was not a compulsory plan of reorganization; rather it was a recommended plan for centralizations if and when the voters of specific areas desired to organize central school districts.
Because of the many changes that occurred in the State following World War II, it was deemed necessary to return to a state-wide review of reorganization again. In accordance with legislation passed in 1956, the Commissioner of Education appointed a 17-member Advisory committee on School District Reorganization to revise the Master Plan. After extensive investigation of local school districts, discussions with lay and professional leaders of school districts throughout the State and consideration of recommendations of local committees, the Advisory Committee made recommendations which were presented in public hearings throughout the State in fall of 1957. In September 1958, as authorized by the Legislature, in accordance with Education Law Section 314, the Commissioner of Education established the State Plan for School District Reorganization, Revised as the plan of reorganization of all school districts in the State other than the six (now five) large city school districts.
