ISSUE BEFORE THE BOARD:

Adoption of a new prototype for Oregon’s district report card with a Fall 2013 release.

BACKGROUND:

Last month the SBE adopted the newly redesigned school report cards.

Today, the newly redesigned district report card is before the board.

The same extensive stakeholder engagement process was used to develop the district report card. That process included:

·  A 17 member Committee that met from September-April.

·  Over 130 focus group participants (including parents, students, teachers, and administrators).

·  Over 2,400 survey respondents.

As in the previous round, the prototypes were generally considered three times more appealing than the current report card.

POLICY QUESTIONS:

No policy issues

STAFF RECOMMENDATION:

Adopt the Committee’s recommended district prototypes with the following five modifications, with the understanding that ODE might need to make further technical modifications for the Fall ’13 release in order to deliver the report card on time.

·  Average class size: will only be displayed for elementary schools because ODE does not collect this data for middle schools, high schools, or self-contained classrooms for students with disabilities or ELL students.

·  Funding sources: will include funding sources by local taxes and fees, state, and federal funds, but not from non-profit, foundations, parent, and community groups since ODE does not collect that data.

·  Graduation rates: overall graduation rates will be displayed, but like the school report card, need more time to study and cannot calculate in time the graduation rate for students who attended HS all four years and students who attended HS in this and other districts.

·  SAT/ACT data: will display SAT data, but do not collect ACT data.

·  Seismic safety ratings: will not be displayed since the school level seismic rating data is not available.
