1. DLA Land and Maritime Introduction
We would like to officially welcome your company as a supplier and to thank you for taking the time to investigate doing additional business with DLA Land and Maritime. DLA Land and Maritime is part of the Department of Defense's Defense Logistics Agency and our mission is to provide spare parts to America's Armed Forces in peace and war around the clock, around the world. I would like to respond by saying that here at DLA Land and Maritime we buy SPARE PARTS used on tanks, HUMMWVs, MRAPs, 5 ton trucks (any Land Application) etc. We are also the lead center for Maritime (ships, aircraft carriers, submarines ...etc.) and also procure electronic parts for military use.

Please complete the capability survey at your earliest convenience and return via email . This data will be kept on file as a reference and a marketing tool to help the small business office and the buying activity for additional sources for a particular field when requested. Another link/tool to help this agency is found at Socioeconomic Program Set-Aside Request (SEPSAR) Form. We ask you to fill this form out for this will keep track of the NSNs that are assigned to you. This form will be available to the buying activity so they can choose the proper contractor for that NSN.

You can also find support in or near your local area from the Procurement Technical Assistance Centers (PTACs). PTACs provide a wide range of assistance -- most free of charge – to businesses through one-on-one counseling sessions, classes, seminars and matchmaking events. PTACs are located across the country and are manned by business specialists who can help you navigate government contracting. 2. Open 8a National Stock Numbers (NSNs)
DLA Land and Maritime (L&M) is searching for qualified 8a contractors who are manufacturers or machine shops. DLA L&M procures spare parts for the military customer and the spare parts are IDENTIFIED by NSNs. Open 8a NSNs can be identified as those NSNs that were assigned to 8a contractors who have graduated from the program and are no longer eligible in providing those products. DLA L&M is now striving to reassign those NSNs to current 8a contractors who have the capability of providing the NSNs In Accordance With (I/A/W) the drawings and specs. This will be based on a “first come first serve”. Once you have determined that you have the capability of providing these items, you will need to send an email so I can reassign the NSN with your cage code. Once the NSNs are reassigned, the cage code will be inputted into our computer system. The small business office will then instruct the buying activity to solicit accordingly to set-aside those requirements for those specific NSNs to the assigned 8a contractor. There is no time table when this will be completed, but it will be an ongoing process until all of the open 8a NSNs are reassigned. I cannot speak for the rest of DLA or any other federal agency, I am only focusing on DLA L&M’s 8a open NSNs for this is the only supply center that I have the authority to address those NSNs. 3. Data Packages (drawings)
In the Sources Sought notice posted on FedBizOpps there is a dummy file (NOTE IT IS A DUMMY FILE, NOT AN ACTUAL SOLICITATION) with reference number “OPEN8ANSNS*” (all in CAPs). Below are instructions on how to open and review the open 8a NSNs set-aside for the program. The purpose of this webinar is to find additional current qualified 8a businesses that can provide those NSNs.
INSTRUCTIONS:
1. Go to DLA Land and Maritime web site:

2. Go to the side bar and click on DLA/EBS Internet Bid Broad System (DIBBS)
3. Go Technical Data on the right side of the window
4. Go to DLA Collaboration Folders (cFolders) click on "I Agree"
5. Input your user ID and password
6. Go to the Filter for Solicitation link
7. Type in solicitation number OPEN8ANSNS* all in upper case.
8. Review nomenclature and sub-folders
9. Click on Material Numbers to access drawings for downloading
The purpose of supplying the data packages is for your review to make a business decision that you have the capability of providing that specific 8(a) NSN I/A/W the drawings and specs. and in-line with past buy history. Solicitation “OPEN8ANSNS” is ONLY a dummy solicitation and access to the drawings in cFolders IS ONLY good until 3/21/14, where they are stored for the convenience of the 8a contractor to review.
NOTE These drawing packages are not always current and are only intended to provide vendors with a preview of the data requirements, and will need to be validated prior to use to support actual DLA solicitations. For additional help in accessing the cFolders you can call 1-855-352-0001.
If you do not have a user ID or password you will need to call 1-855-352-0001 (Richmond) to obtain one. You will also need Image R software to open the data package, so when you call Richmond, ask them and they will be able to help you download that data.
4. Local Small Business Administration (SBA)
All the 8a contractors should be familiar and corresponding with their local SBA office. Each SBA office will have an 8a specialist to help with your immediate needs. The web site: http://www.sba.gov/ will help you identify the personnel in your area that you will need to contact. Also, the various DLA agencies have small business offices available to help you address 8a issues and concerns.

5. Training Knowledge Opportunities (TKO) Program
DLA Land and Maritime offers free training on “How to Do Business with DLA.” Training emphasizes the Internet Bid Board System (DIBBS) https://www.dibbs.bsm.dla.mil/default.aspx is a web-based application that provides the capability to search for, view, and submit secure quotes on Requests for Quotations (RFQs) and Request for Proposals (RFPs) for commodities (NSNs) to support the military customers. Here you will find current solicitations that you can bid on and use to identify “new” NSNs that fall within your expertise to submit as possible candidates to set-aside for the 8a program. Below are dates for the upcoming webinars and for the TKO seminars and the agenda that is covered on the two days. The first day is training for new contractors who want to business with DLA and also is a refresher course for those who have attended before or have done business with DLA. The second day is for those contractors who have been doing business with DLA and are well versed on doing business with DLA. Topics to be covered include: Alternate Offers, Source Approval Requests, Breakout Program, Parts Purchase or Borrow Program.

6. DLA Supply Centers
Each item in the Federal Supply System is assigned to a specific Source of Supply (SOS) for management. The DLA manages 2,210 weapon systems, buys 6.4 million items for the Military Services through designated Contracting Offices. DLA Supply Chain is designated as the integrated materiel manager at the wholesale level for one or more consumable items of supply.
