Facilities:The Laurel Natatorium is an indoor fifty (50) meter by twenty-five (25) yard pool. The competition venue for short course has two eight lane courses, minimum width 8.5 feet. The competition depth ranges from 4.5 feet to 9 feet. The competition course has not been certified in accordance with 104.2.2C(4).
A committee consisting of the Technical Planning Chairman, General Chairman, Officials Chairman, and Meet Director will make decisions based on the timeline of the meet. (example: if the host team has the capability of using 16 lanes instead of 8 lanes for all the meet or some events/ and which events are swum on which end.)
Evening Finals sessions on Friday, Saturday and Sunday: All events will use the deep end of the pool for finals.
Timing:The timing system is a Daktronics 6000 fully automatic system. There is an eight lane score board for the deep end of the pool, which displays fifty yard splits and final time/place for deep end lanes. There is a one line score board for the shallow end of the pool that will scroll all lane times and places.
Rules:Current USA Swimming rules govern the meet.
Meet Committee:The Meet Referee will appoint a Meet Committee of five members. The committee will be composed of an athlete, at least one coach, and three other non-athlete registered members of USA Swimming. A Meet Committee member will not be allowed to hear a grievance which involves his/her club. Alternates will be appointed by the Meet Referee in case of conflict(s) of interest.
Scratches:Coaches, please make swimmers aware of the scratch rules. There is no penalty for scratching a pre-seeded preliminary or timed final event. However, USA Swimming Championship Scratch Rules and Procedures are in effect for scratching from finals and deck seeded events.
Swimmers who are checked in for a deck seeded event and fail to appear are scratched from their next individual event.
A swimmer qualifying for final in an individual event who fails to compete in said final shall be barred from further competition for the remainder of the meet unless relieved for good cause by the Referee.
To scratch a finals event, a swimmer must file his/her intent to scratch within 30 minutes after posting results of the event and further declares his/her final intention to scratch within 30 minutes following his/her last individual preliminary event.
Eligibility:The meet is open to MSI registered USA Swimming athletes who are in good standing with Mississippi Swimming, Inc. The athlete’s registration number must accompany entries for consideration.
All swimmers must be registered in Mississippi Swimming through USA Swimming at least 15 days prior to the first day of the meet and must have swum in a MSI sanctioned meet since the first day of the 2010 MSI Short Course Championship Meet.
Any person who enters an unregistered swimmer is subject to a $100 fine per event entered. Age as of February 17, 2011 will determine age for the meet.
Swimmers with
Disabilities:Swimmers with disabilities may enter the meet without regard to time standards. Swimmers with disabilities can score points subject to meet scoring criteria. Please attach disability form with meet entries so time standards can be overridden.
Qualifying:To enter individual events, a swimmer must have equaled or surpassed the time standard for the event as established by MSI within the qualifying period. Times must have been achieved in a sanctioned or approved USA Swimming competition.
Swimmers may qualify with long course meter or short course yard times. For seeding purposes, yard times will be considered first, followed by long course meters. MSI Qualifying times are included in this invitation.
Qualifying Period:The qualifying period, for the 2011 short course MSI state meet, is February 19, 2010 to the entry deadline. To be eligible to participate in the MSI state meet a swimmer must have competed in one or more MSI sanctioned meets during the qualifying period.

Times: in a corresponding event either (LCM) or (SCM) may use that time to enter the event. Please use the actual time (LCM) or (SCM) or (SCY) for entry. Do not convert times or use the time standard. Non-conforming times are entered behind (slower than) the SC yard time. [For example a 14 year old boy entered in the 1650 freestyle with a short course yard time of 21:00.00 will be seeded ahead of a 16 year old boy with a 1500 LCM time of 18:00.00.]

Distances:conforming distances. Swimmer must have swum the event within the qualifying period to compete in the event. The following events are treated equal.
400m Free LCM / 500 yd Free SCY
800m Free LCM / 1000 yd Free SCY
1500m Free LCM / 1650 yd Free SCY
For example, if a swimmer has a qualifying time in the 800 yd Free LCM, this swimmer may NOT use that qualifying time to enter the 500m Free or 1650 Free SCY.
Proof of Times:If a swimmer fails to achieve the qualifying time standard for an event during his/her first swim of the event at the meet, the swimmer’s exact entry time must be proven to the Administrative Referee. Times must be achieved during the qualifying period. Proof of time shall be cleared within 30 minutes after the last heat of the last event of the day’s preliminary session (or timed final session if no preliminary session exists) to avoid penalty. The penalty for entering a swimmer in an individual event who does not achieve the time standard and the exact entry time cannot be proven is a $100.00 fine per unproven time and disqualification from the event.
It is the coach’s responsibility to bring the official results used to enter his/her swimmers. Acceptance of a coach’s entries in no way removes that responsibility or indicates approval of the times entered.
Acceptable verification of entries are meet final results with the cover sheet or meet summary sheets with team license from the host team if an out-of-state team does not send final results.
Coaches:An individual must be a current Coach member of USA Swimming to perform coaching duties on deck and should be prepared to show credentials if requested. Coach’s packets are provided for coach members only. Non-certified or non-registered coaches may observe the meet as any other spectator, but should not sit in the coaches’ area or coach swimmers on deck
Meet Conduct:This is a preliminaries and finals competition. All events except as noted below are swum as preliminaries and finals.
All heats of 10 and under timed final events are swum during the preliminary session.
Event seeding will be according to Article 102.5 of USA Swimming Rules and Regulations.
Relay Events:All relay events are timed final events and are pre-seeded, except the senior 800 free relay. The 800 free relay will be deck seeded and require positive check in 30 minutes prior to the start of competition. The 800 free relay heats are swum fastest to slowest. Each team is limited to 2 relays per event in the 800 free relay. Female and male swimmers swim on opposite sides of the pool.
A swimmer may participate in one (1) relay event per session. For competition each relay shall have a minimum of two (2) swimmers who have equaled or bettered an individual event qualifying time for the age group of the relay.
Distance Events:All individual events 400 yards or longer are timed finals and require a positive check in, 30 minutes before the start of the session. The events are deck seeded combining age groups. Heats are swum fastest to slowest seeded by time, alternating heats of female and male swimmers. Participants must provide their own timer for these events. The 1650 freestyle, on Thursday February 17, will have female and male swimmers on opposite sides of the pool.
Limit of events:Swimmers age 11 and older swim preliminaries and finals for the meet. Each swimmer may swim a maximum of seven (7) individual events, not to exceed three (3) individual events on any given day. Swimmers are allowed to participate in one (1) relay per session.
Swimmers age 10 & under may compete in nine (9) individual events not to exceed three (3) individual events on any given day and one (1) relay per session.
Time Trials:Time trials are offered to swimmers who are seeking to qualify for a higher level of competition or at the discretion of the Meet Referee. Time trials will be offered between the preliminaries and finals sessions on Friday and Saturday. Time trials do not count against the total number of swims for the meet. However, a swimmer may not participate in more than three (3) individual events in a day – this daily limit includes time trials.

Warm up:Preliminary Session (assigned warm-up lanes):
Preliminary Session warm-up procedures will follow the MSI guidelines. Participating teams will be assigned to specific lanes for the warm-up period. All warm-up activities in a lane will be coordinated by the coach(es) supervising the swimmers in that lane. The first 30 minutes of the warm-up session, or longer if the warm-up session is more than 50 minutes long, will be for general warm-ups. Swimmers must cautiously enter the pool feet first. NO DIVING IS ALLOWED DURING THE GENERAL WARM-UPS. In the last 20 minutes of the warm-up session, supervised diving and backstroke racing starts are permitted with one-way traffic. Diving is permitted only with the direct supervision of a USA Swimming registered coach.
Finals Session (if no assigned warm-up lanes):
MSI safety guidelines and warm-up procedures will be in effect at this meet. The first 30 minutes will be general warm-ups. All warm-up activities in a lane will be coordinated by the coach(es) supervising the swimmers in that lane. The first 30 minutes of the warm-up session will be for general warm-ups. Swimmers must cautiously enter the pool feet first. NO DIVING IS ALLOWED DURING THE GENERAL WARM-UPS. In the last 20 minutes of the warm-up session, supervised diving and backstroke racing starts are permitted with one-way traffic. Entry deadline:Entries must be received no later than NOON on MONDAY February 14, 2011.
Late entries are not accepted. A coach may enter a relay-only swimmer up to the start of the meet on Friday morning (9:00am). The relay must be entered under the above guidelines for entries.
Please use Hy-tek software for entries. All entries should be complete including: first and last name, age, USA number, events and best time during qualifying period for the events entered. Entries with no times will be deleted.

Timers:Each team entered in the meet will provide timers at each session based on the number of entries.
Officials:Officiating is the responsibility of the MSI Officials committee. The Chair of the officials committee will assign officials throughout the meet.
Only MSI certified officials will be used. No provisional officials will be trained at this meet except as completion of Administrative Referee certification. Requests to complete Administrative Referee certification should be directed to the Meet Referee prior to the meet.
Awards:Individual High point for each age group/sex division.
Individual and relay events:
1ST-8TH place swimmers will receive distinctive MSI medals
9th-16th place swimmers will receive ribbons.
Team Banners are awarded to the top five (5) scoring teams.
Scoring:Individual events: 16 places to score - to score in an event a swimmer must equal or better the time standard for that event.
Relay events: 16 places to score - a team may score only 2 teams in any one relay event.
Individual events: 20-17-16-15-14-13-12-11-9-7-6-5-4-3-2-1
Relay events: 40-34-32-30-28-26-24-22-18-14-12-10-8-6-4-2
Reporting:Swimmers are expected to report to the blocks at the appropriate time for their event. Swimmers who do not report on time for their event are scratched from that event, and will be penalized accordingly (see Scratches above).
Hospitality:Hospitality room provided by LSA parents; Coaches and meet officials are invited to food & drinks
Concessions:Concessions are available to all.
Vendors:All-American Swim Supply from Florence, Ala., offers swim wear and equipment. There will be an apparel vendor at the meet as well.
Bathroom
Policy:Absolutely NO cell phones or cameras are allowed in the boys and girls bathrooms in the Natatorium
