SECTION 3: EXPERIENCE
You must complete the application form in either typescript (Arial font size 11) or legible hand writing using black ink. You must limit your text in this section i.e. point number 8, to up to five pages. You must not use continuation sheets beyond five pages.
Applicants must, as at the closing date for receipt of applications, be able to demonstrate on the application form, by providing personal and specific examples, that they have at least one year’s experience (gained within the last three years) of effective administration, delivery and management of a number of public sector procurement projects as well as the initiation and management of public sector contracts and such experience may have been gained in either the public, private or voluntary sectors.
The procurement and contract management experience must include relevant experience* of
- Procurement processes either in the public sector or other sectors which were subject to the European Union Public Procurement Directive requirements.
- The operational phase of contracts from contract signature through interim services, if any, to full operational phase and then to the conclusion of the contracts.
- Adopting a constructive and proactive approach to identifying and addressing risks/challenges involved in the procurement process and contract management.
- Effectively utilising resources and budgets, including data management.
- Utilisation of relevant IT packages e.g. Microsoft Office products, document management facilities, databases, spreadsheets and e-procurement systems.
* This experience should be within a procurement or contract management function and the applicant is expected to have an awareness of the general commercial environment, in particular, experience of day to day operational implications in a procurement or contract management setting.
SHORT-LISTING CRITERIA
In addition to the above qualifications and experience, arc21 reserves the right to shortlist only those applicants who, as at the closing date for receipt of applications:
- In the first instance, can demonstrate at least eighteen months (within the last three years) specific experience in effective administration, delivery and management of public sector procurement projects including utilisation of an electronic procurement system as well as the initiation and management of public sector contracts.
- In the second instance possess Membership of the Chartered Institute of Purchasing and Supply (CIPS) at any of the membership grades or be able to demonstrate that they will be workingtowards attaining full membership of CIPS at the time of appointment.
