Vigilant Guard Exercise – Lodging ONLY

OBJECTIVE: The Key Objective for this project will be to secure lodging rooms for the attendees and staff for the Vigilant Guard Exercise to be held on May 10 – 15, 2014.

  1. SPECIFIC OBJECTIVES (Contractor):
  2. Lodging to be within 10 mile radius of Harrisburg Area Community College, Harrisburg Campus at 1 HACC Drive, Harrisburg Pennsylvania.
  3. May 9, 2014 – Saturday – Secure 18 rooms for lodging only
  4. May 11, 2014 – Sunday – Secure 15 rooms for lodging only
  5. May 12, 2014 - Monday – Secure 181 rooms for lodging only
  6. May 13, 2014 – Tuesday – Secure 181 rooms for lodging only
  7. May 14, 2014 – Wednesday – Secure 39 rooms for lodging only
  8. May 15, 2014 – Thursday – Secure 39 rooms for lodging only
  9. Present PEMA with list of hotels to be secured.
  10. PEMA will have up to 5 days (May 5, 2014) prior to Exercise to add or delete rooms.
  11. All fees shall be included in cost.
  12. More than one hotel may be used to fulfill this requirement.

NATURE and SCOPE of the PROJECT:

  1. The purpose of this exercise during Vigilant Guard (VG) is to support the continued development and response capabilities of the Pennsylvania Urban Search and Rescue (PA-US&R) system among the 8 elements. This exercise supports the in-state Response, Mass Search and Rescue Operations, with the target of conducting search and rescue operations in order to locate and rescue persons in distress, based on the exercise requirements of the Vigilant guard planners, state and local authorities.
  1. The goals are to develop, maintain, deploy and support the PA-US&R resources and Special Deployment Teams on-scene at Harrisburg Area Community College (HACC) to locate, provide initial medical treatment, and extricate victims of a multiple structure collapse exercise scenario requiring specialized search and rescue operations while simultaneously enhancing the PA-US&R response capabilities of State and local governments.
  1. The training to be provided at this exercise under this Statement of Work is different from those normally associated with typical local level search and rescue (non US&R) teams. The use of FEMA trained PA-US&R personnel will include the heavy construction equipment, sophisticated heavy lifting, breaching, and moving tools, state of the art medical equipment and high tech communications equipment are essential to develop the desired level of responder expertise at this exercise.
